Best Friends Animal Society’s account, “Animal Control Officers Lead the Change,” describes examples from Baytown, Fulton, Charlotte-Mecklenburg and Dallas—not a universal policy or proof that one approach works in every case.
What changed in the pandemic-era examples?
In the agencies described by Best Friends, officers took on a broader role than responding to calls and bringing animals to a shelter. When circumstances allowed, they helped resolve problems while pets remained with their families, looked for owners of lost animals, or connected people with resources. The article presents these as reported operational changes during COVID-19, not a controlled study of their results.
Dr. Josh Fisher, director of Charlotte-Mecklenburg Animal Care and Control, described the rationale this way: “the urgency of keeping pets out of the shelter isn’t just a proven practice in animal welfare; it’s a nationally recommended practice for health and safety.” That is Fisher’s stated perspective in the article, not evidence that every call can or should be handled without shelter placement.
How agencies put the approach into practice
Baytown: helping families consider their options
April Moore, Baytown Animal Services manager, said officers embraced the shifts in their work. She described staff who wanted to serve the public but had not previously felt empowered to connect directly with people. Moore’s account emphasizes a change in how officers approached residents, rather than simply a change in where animals were housed.

She also described asking whether providing resources could help families keep an animal: “This has been an opportunity to see if we provided resources, would they keep the animal,”. The question captures the intent of the practice; the article does not report a measured success rate.
Fulton: community members helping with lost and shelter animals
Laurie Johnson, an animal control officer at Fulton Animal Services/Lifeline Animal Project, said community members helped find owners of lost animals and foster animals already at the shelter. She called that involvement essential: “Community empowerment has been an incredibly essential part of our activities,”. In this example, community support extended both to reunification and to animals that were already in care.

Dallas: remote coordination for specific tasks
Ann Barnes, manager III of Dallas Animal Services field services, reported that staff used Microsoft Teams for morning field updates. The agency also handled some bite cases requiring home quarantine virtually. These are examples of how Dallas coordinated certain work during the pandemic; they do not establish that remote assessment is appropriate for every bite, quarantine situation, or field call.

Decisions about a particular animal or call still depend on circumstances and local requirements; the examples should not be read as replacing an agency’s safety procedures or legal duties.

Best Friends’ current Field Services & Officers page describes community-focused work intended to keep cats and dogs in homes and quickly reunite lost pets with families. It lists the Field Training Programs Playbook, Lifesaving Field Services Training Playbook, and Humane Animal Control Manual. The page establishes that these resources are listed; it does not establish their format or retail availability.
The examples in “Animal Control Officers Lead the Change” offer a practical lens for agencies considering how officers can connect residents with help while continuing to make case-by-case decisions.
