Weight and size limits in rental pet policies make it harder for many renters with larger dogs to find a home that will accept them. Shelter intake records from 2019 to 2023 show that housing problems, including pet-related restrictions, are associated with a meaningful share of dog surrenders. The evidence does not show that a size cap alone causes any particular surrender. Size limits are one of several barriers, and they sit alongside breed rules, pet fees, and policies that renters find hard to pin down.
Where size and weight limits fit among rental barriers
A 2025 survey by the Pet-Inclusive Housing Initiative asked 523 U.S. pet-owning renters, fielded in March 2025, which barriers had made it difficult to find housing. Respondents could select more than one item, so the percentages overlap and should not be added together.

The survey is self-reported by renters. It is not an audit of listings, so it tells us what renters experienced and recalled, not how many rental units enforce a given limit.
What shelter intake records show
A 2024 peer-reviewed study by Applebaum, Loney, Horecka, and Graham, published in Frontiers in Veterinary Science, analyzed 1,021,204 shelter intake records from 21 municipal and nonprofit shelters in 15 U.S. states, covering 2019 to 2023. Of those records, 28,424 (14%) were coded as housing-related. The shelters participating in the study are not a national census of U.S. shelters, so these figures describe that dataset only.

Pet restrictions are one category among several
Within the housing-related intakes:
- Unspecified housing reasons were the largest category, at 54%. Shelter coding often does not capture the specific problem, which limits how far the data can be read.
- Pet-related restrictions, such as breed or size bans, accounted for 27%.
- Other coded categories included landlord issues, housing loss, and unhoused owners.
Because breed and size bans are counted together in the 27% figure, the shelter data cannot isolate size limits on their own.
Dog size among housing-related intakes
Large dogs made up 20% of housing-related intakes, and small dogs made up 19%. Medium dogs made up 17%.

The large-dog figure is the one that matches the size-cap question, but the spread is narrow. Small dogs were nearly as prominent as large ones in these records, so a size-limit story that stops at large dogs misses part of the picture. Rental restrictions on breed, weight, and fees affect dogs across the size range.
Trends over the study period
The authors report that housing-loss intakes rose between 2019 and 2023, while pet-restriction and landlord-issue intakes declined. Most animals in the dataset had a live outcome overall, but live outcomes declined over time, and some groups faced a higher risk of shelter death. These outcome differences are not attributed to size restrictions in the study, and the trend data does not establish a link between any one housing reason and any one outcome.

Fees and unclear policies add to the burden
A peer-reviewed qualitative study of renters seeking pet-inclusive affordable housing in Houston, Texas, describes barriers that go beyond eligibility rules. Participants described limited affordable options, pet fees and monthly pet rent, size or breed acceptance, and policy information that was incomplete or confusing. Because the study used interviews, it gives detailed local experience rather than a national estimate of how common each barrier is.
The Houston study also cites an estimate that about 8% of U.S. rental housing is truly pet-inclusive, using a definition that excludes breed, weight, and size restrictions and extra pet charges. That figure is quoted from an underlying source. It is not a finding from the Houston interviews, and it should be read as that source’s estimate.

What the evidence cannot establish
The available studies show that housing barriers appear in shelter records and that renters report size limits as a barrier. They do not measure how many large-dog owners surrender a dog because of a size cap. No study found quantifies that share, and the shelter intake data cannot separate a size rule from breed bans, fees, or other housing problems. Any claim that a size cap by itself causes a surrender goes beyond what the evidence supports.
Shelter intake data also depends on how staff record reasons. A large share of records with no specific housing reason limits what can be concluded about any one category.

Assistance animals follow a separate framework
U.S. housing rules treat assistance animals differently from ordinary pets. HUD’s official guidance says that an individual with a disability may request an assistance animal as a reasonable accommodation to pet restrictions, and it states: “An assistance animal is not a pet.” This is a separate accommodation question. It does not automatically apply to every household or every animal, and renters should check current HUD guidance and their specific facts before relying on it.
What to check before you apply
The evidence points to several separate issues. When comparing rentals with a dog, ask about each one in writing:
- Weight or size cap: Is there a numeric limit, and does it apply to the dog you have?
- Breed rules: Is there a restricted-breed list, and does it cover mixed-breed dogs?
- Fees and rent: What are the one-time deposit or fee, and is there monthly pet rent?
- Policy access: Can you see the full pet policy before applying, rather than learning the rules at lease signing?
- Assistance animal requests: If you have a disability-related need, can you request an accommodation, and how does the landlord handle that request?
A dog that meets one landlord’s limit may fail another’s, so comparing listings on these five points before you tour a unit can prevent a costly mismatch.
