Sustainable fishing can reduce bycatch by matching selective gear, fishing practices, area or seasonal controls, and safer release methods to the species and fishery involved. It cannot guarantee that unintended catches will disappear: the measures need reliable monitoring, enforcement, and adjustment to local conditions.
What bycatch is—and what happens to it
Bycatch is the unintended capture of organisms during fishing. It may include fish, sea turtles, seabirds, marine mammals, sharks, or other animals, depending on the gear and fishing area. Some unwanted catch is released or discarded; some may survive, and some may die. Bycatch and discards are not interchangeable terms, and release does not automatically mean survival.
The Food and Agriculture Organization of the United Nations (FAO) says bycatch and discards can cause unnecessary mortality and threaten sustainable fisheries. How fishers and managers can reduce bycatch
Measure interactions before choosing a fix
Observer records, monitoring, and fishery assessments can identify which species and life stages encounter particular gear, and where and when those interactions occur. That information helps managers decide whether a gear change, operational adjustment, spatial measure, or catch control is likely to address the main problem. FAO guidelines include controls on fishing capacity and effort, catch or bycatch limits, and fishery management plans. They also caution that controls should not simply displace fishing effort and move the bycatch problem somewhere else.

Choose gear for the species and fishing method

- Trawls: Turtle excluder devices, sorting grids, and square-mesh panels can help animals or unwanted catch escape from the net.
- Some longline fisheries targeting sea turtles: Circle hooks, bait selection, setting depth, escape hatches, and avoiding hotspots are among the options considered. The right combination depends on the fishery.
- Longlines that pose seabird risks: Bird-scaring lines, night setting, and weighted lines are among the measures used or promoted to reduce interactions.

Adjust when, where, and how fishing happens
Where data show recurring interactions, managers and fishers can consider changing fishing locations or seasons, reducing effort in hotspots, or altering gear deployment. These measures can complement selective gear rather than replace it. Planning matters: shifting activity to another location, time, or fishery without checking the consequences can transfer rather than reduce the problem.

Handle and release animals carefully
When capture cannot be avoided, handling and release practices can be chosen to improve an animal’s chance of survival. This is different from preventing capture: a measure may reduce the number caught, reduce deaths at capture, or improve post-release survival. Monitoring should distinguish these outcomes where possible. FAO’s guidelines include operational practices and survival-improving handling as part of the broader mitigation toolkit. What the evidence says about particular measures
Circle hooks: a fishery-specific example
FAO-hosted expert consultation proceedings published in 2004 report a particular longline study comparing 18/0 circle hooks with J-hooks, using J-hooks with squid bait as the comparison. In that study, circle hooks with mackerel bait were associated with reductions of 91% in loggerhead bycatch and 67% in leatherback bycatch; with squid bait, the reported reductions were 74% and 75%, respectively. These figures describe that study’s comparisons, not an expected result for every fishery.

The same proceedings report a trade-off in that project: swordfish catch increased 8–12% with mackerel bait and decreased 29% with squid bait. Seabird measures: implementation and compliance matter
FAO’s technical circular gives a historical South Georgia toothfish example: the seabird bycatch rate fell from 0.66 birds per 1,000 hooks in 1993 to 0.0003 in 2003, associated with implementation and increasing compliance with a Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) measure. These are historical figures from one fishery, not current rates or a general forecast. The circular emphasizes that there is no single solution and that effectiveness depends on the fishery. Evidence is uneven across species and gear
An FAO literature review published in 2021 surveyed more than 300 documents on mitigation for cetaceans, seabirds, sharks and rays, and sea turtles across fishing gear types. It concluded that most techniques covered were still under development at the time of publication and that only a few had been adopted through legislation. This describes the evidence and uptake reported in that review; it does not establish that every measure remains unproven today. When comparing options, ask what each measure is meant to change and whether it is workable in the fishery where it would be used:
- Which species, gear interaction, and area does it target?
- Does the evidence measure fewer captures, fewer deaths during capture, or better survival after release?
- What happens to target catch and other non-target species?
- Does the measure fit local fishing practices, vessels, and regulations?
- What monitoring, compliance, maintenance, or training does implementation require?
- Are the costs and operational burdens understood for this fishery?
There is no single global bycatch-reduction figure or universally comparable ranking of measures established in the sources cited here. Regional fisheries management organizations can turn guidance into regional measures, support data collection and research, and monitor compliance; national and local requirements also vary. Check the current rules for the fishery and jurisdiction rather than treating global guidance as local law. FAO regional seabird measures index
