How to Adopt a Rescued Dog or Cat From a County Shelter (2026 Guide)

Learn how county-shelter adoption works, what to bring, how local fees and stray holds affect pickup, what medical care is included, and how to give a rescued dog or cat a safe first week.

To adopt a rescued dog or cat, begin with your county shelter’s official animal database, verify that the pet is still available, read its age and housing requirements, and plan an in-person visit. Bring government photo ID, proof of address or landlord permission when required, and every household member. If you already have a dog, bring that dog when the shelter requests a supervised introduction. Adoption fees and pickup rules are local; the fee often includes sterilization, vaccines, a microchip and parasite treatment. A cat needs a secure carrier, while a dog needs a leash and collar. After pickup, arrange a private-veterinarian visit and give the animal a quiet, gradual transition.

How do I find a dog or cat that is actually available?

Use the county shelter’s own listings first, including any official 24PetConnect- or Petango-style database linked from the county website. Miami-Dade County’s search lets you filter by species, age, size, sex and breed type; Gwinnett County and San Antonio Animal Care Services also direct adopters to their official availability databases.

Availability can change between a listing search and your arrival. Call the shelter or refresh the individual profile before making a long trip. A listing may change to a hold, adoption-pending, medical, stray-reclaim or unavailable status without warning.

What should I read in the individual profile?

Record the animal’s identification number and check the availability date, age, sex, weight or size, medical notes, behavior notes, hold status and any special housing requirement. Ask staff to clarify anything that is abbreviated or unclear. A breed label is a shelter description, not necessarily a formal breed determination, so use it as one clue rather than a prediction of adult size or temperament.

Why can’t I rely on a photograph or short description?

A kennel photo shows only one moment in an unfamiliar environment. Ask what staff have observed during handling, feeding, walks, kennel cleaning and interactions with people or other animals. San Antonio notes that many stray animals have unknown compatibility with children, adults or other animals and does not guarantee temperament.

What documents and people must I bring?

Bring a current government photo ID and be prepared to meet the shelter’s minimum-age rule. Fairfax County requires adopters to be at least 18 and to show current photo identification. Bergen County asks for proof of your current address plus either proof of home ownership or a lease that allows pets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because requirements differ, check the county’s adoption page before leaving home. A lease clause that says nothing about animals may not be treated as permission; ask the shelter what written approval it accepts. If you rent, obtain the landlord’s approval in the format the shelter requests before you fall in love with a particular animal.

Who should attend the appointment?

Include everyone who lives with the pet. Bergen County states that “The entire family must be present.” San Antonio likewise tells adopters to bring the family, including four-legged members. Children should hear the same handling rules from shelter staff, and every adult should agree on daily care, costs and house rules.

Do resident dogs need to come?

Often, yes. Bergen County requires a meet-and-greet when adopters already have dogs, and Gwinnett County asks families to bring their family dog to assess the match. San Antonio also asks adopters to include four-legged household members. Follow the shelter’s instructions about where to wait, what leash to use and whether the introduction occurs outdoors or in a controlled room; do not arrange an unsupervised parking-lot meeting.

What happens when I meet the animal?

Staff will usually arrange a controlled meeting and answer questions about the pet’s known history. Use the appointment to gather information, not to force an instant decision.

Questions to ask about a dog or cat

  • What medical records, medications, surgeries or pending treatments are documented?
  • What is known about appetite, elimination, sleep, energy and daily routine?
  • How does the animal respond to touch around the ears, paws, mouth and body?
  • Has staff observed fear, guarding, jumping, scratching, hiding, chasing, separation distress or reactivity?
  • Has the animal lived with children, adults, dogs or cats, and how certain is that information?
  • Are there bite, scratch, escape or other safety reports that the adopter should understand?
  • What handling, enrichment and training have helped in the shelter?
  • Is there a required hold, surgery appointment, foster-to-adopt period or housing restriction?

Ask staff to distinguish documented history from a guess based on kennel behavior. A quiet animal may be overwhelmed; an excitable one may settle after leaving the shelter. The profile and staff observations are useful evidence, but they cannot guarantee how the pet will behave in your home.

How should I judge compatibility?

Match the individual animal’s needs to your household rather than choosing by breed label, color or a single energetic greeting. Consider your work schedule, exercise capacity, stairs, yard, noise level, children, resident pets and ability to separate animals during an adjustment period. Ask what would make the placement unsafe and what support the shelter offers if the match does not work.

How much does county-shelter adoption cost?

There is no national adoption price. Counties set their own fees, and the amount can change with species, age, weight, promotions, time in the shelter and medical status. The following published examples were checked in 2026; they are local prices, not a national average.

Shelter or county Dog fee Cat fee What the published policy says is included or special
Gwinnett County, Georgia $45 $30 for one cat; $20 each when adopting two Pets age seven or older and pets in the shelter 30 days or more are free. Spay/neuter, vaccines, microchip and needed heartworm treatment are included.
San Antonio Animal Care Services, Texas $86 $34 Includes spay/neuter, a lifetime registered microchip and tag, rabies vaccination, flea/tick prevention and first-round vaccines.
Miami-Dade County, Florida $65 for dogs over four months; $85 for younger dogs $35 for cats and kittens Lists vaccines, deworming, microchip and sterilization when eligible. Young or medically unsuitable animals may require later surgery, an agreement and a refundable deposit.
Prince George’s County, Maryland $230 for 0–20 lb; $184 for 21–40 lb; $138 for 41–60 lb; $92 for 61–80 lb; $0 for 81 lb or more $70 for one; $95 for two Fees are subject to change. The county accepts cash or credit card.
Riverside County, California $105 during the first 48 hours $25–$65 during the first 48 hours, depending on age After a pet has been available for two days, the county says adoptions are free. Every adoption includes spay/neuter, age-appropriate vaccines, a microchip and an engraved ID tag.

Ask for the total due before signing. Confirm whether the listed amount includes a refundable deposit, a later-surgery charge, a license, a required tag or any county-specific payment method. A low fee does not mean the shelter has omitted care, and a higher fee does not guarantee a particular temperament or future health.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What medical care is included before release?

County shelters commonly perform a physical exam and provide age-appropriate vaccinations, sterilization, microchipping and parasite treatment, but the exact package depends on the animal’s age, health and local policy.

Examples of published medical packages

  • Fairfax County lists rabies, distemper and Bordetella vaccines, a microchip, deworming and flea/tick prevention.
  • San Antonio lists sterilization, rabies vaccination, first-round vaccines, flea/tick prevention, and a lifetime-registered microchip and tag.
  • Riverside County says every adoption includes spay/neuter surgery, age-appropriate vaccinations, a microchip and an engraved ID tag.
  • Miami-Dade lists vaccines, deworming, a microchip and sterilization when the animal is eligible.

Ask to see the medical record and written instructions. A puppy, kitten, medically fragile animal or animal too young for surgery may leave with a later-surgery agreement rather than a completed procedure. Miami-Dade’s policy can require a refundable deposit in that situation. Clarify the deadline, appointment location and refund conditions before you pay.

What health costs should I plan for after adoption?

Budget for the private-veterinarian examination, any follow-up vaccines or parasite treatment, food, identification updates and routine supplies. The shelter package is a starting point, not a guarantee that every future condition has been diagnosed. Take all records and medication instructions to your veterinarian.

Can I take a rescued pet home the same day?

Sometimes, but not always. Pickup depends on the animal’s stray-reclaim period, surgery status, medical clearance, shelter schedule and local policy.

Why might there be a waiting period?

A stray may have to remain available for an owner to reclaim it. Bergen County specifies a seven-day hold. San Antonio says many pets require a stray-search hold and may be picked up after surgery. Do not assume that paying the fee reserves an animal unless the shelter explicitly confirms a hold.

When is same-day departure more likely?

Riverside County reports that most animals ready for adoption go home the same day. That is an example of a local practice, not a promise for every county. Ask staff for the earliest legal and medical pickup time, whether you must return after surgery and what happens if the pet’s status changes while you wait.

What should I bring on adoption day?

Pack for identification, payment, safe transport and the first few hours at home. Use this checklist:

  • Government photo ID.
  • Proof of current address and landlord or lease approval if your county requires it.
  • A payment method accepted by that shelter. Prince George’s County accepts cash or credit card, but methods differ locally.
  • A secure, correctly sized cat carrier. Never carry a frightened cat loose through a parking lot.
  • A leash and collar for a dog; ask whether the shelter supplies a tag or leash.
  • A safe ride home and a quiet room prepared before pickup.
  • Food, water and a place to store medications and medical records.
  • Details needed to register the shelter microchip and keep a visible ID tag current.

Bring a towel or absorbent layer for the vehicle, but keep the cat inside the closed carrier and the dog secured by the leash and collar. If the shelter gives different transport instructions, follow those instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I transport a newly adopted dog or cat?

Transport the pet directly home when possible. A cat should remain in a closed, escape-resistant carrier on the floor or secured so it cannot slide. A dog should leave on a properly fitted leash and collar; keep the leash attached until the dog is inside a secure room or fenced area.

Do not introduce the new pet to visitors, neighborhood animals or a dog park on the way home. A frightened animal can bolt even when it seemed calm in the shelter. Check that doors, windows and gates are closed before opening the carrier or removing the leash.

How do I help the pet settle in during the first days?

Start with a quiet decompression area, predictable meals and limited stimulation. Let the animal observe rather than forcing contact. Keep children and resident pets separated at first, and follow the shelter’s and veterinarian’s instructions about medication, feeding and activity.

For a newly adopted dog

  • Use a consistent route for bathroom breaks and keep the leash on outside secure areas.
  • Offer a bed, water and enrichment in a low-traffic room.
  • Reward calm behavior with food, praise or play rather than punishing fear or accidents.
  • Increase access to the home gradually as the dog shows it can relax and respond to household routines.

For a newly adopted cat

  • Begin in a quiet room with litter, food, water, hiding places and a scratching surface.
  • Keep the carrier available as a familiar retreat instead of pulling the cat out.
  • Allow the cat to approach at its own pace and expand access only after it is eating, using the litter box and moving comfortably.
  • Keep doors and windows secured; a newly moved cat may search for an escape route.

Behavior seen in a kennel is not a complete home forecast. Hiding, reduced appetite, overexcitement or cautious interactions can occur during the transition. Contact the shelter or veterinarian promptly if the animal is injured, cannot keep food or water down, has breathing trouble, or presents an immediate safety concern.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What are the biggest differences between adopting a dog and a cat?

The paperwork and medical package are set by the county, but daily management differs by species and by individual animal. Use the profile and staff discussion rather than assuming that every dog or cat has the same needs.

Decision point Dog adoption Cat adoption
Housing Check lease rules, outdoor access, stairs, fencing and a plan for bathroom breaks. Check lease rules, window and door security, room for litter and a quiet introduction room.
Exercise and supervision Plan regular walks, bathroom trips, enrichment and training; energy varies widely. Plan daily play, climbing or scratching outlets and litter care; some cats need extensive hiding time.
Resident-pet matching A shelter-directed meet-and-greet with resident dogs may be required. Ask about known cat, dog and small-animal interactions; use separate spaces and gradual introductions.
Transport Bring a leash and collar and secure the dog before leaving the building. Bring a secure carrier and keep the cat enclosed during the entire trip.
Fees and services May vary by weight, age or dog-specific promotions; confirm the county’s current amount. May vary by age, number adopted or kitten status; confirm whether a two-cat price applies.
Post-adoption support Ask about training resources, behavior contacts and any surgery follow-up. Ask about medical follow-up, litter or introduction guidance and any return or support policy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

When should I see a private veterinarian?

Arrange the appointment promptly and bring the shelter records, vaccination dates, microchip number, medication list and any surgery instructions. Fairfax offers a free examination certificate usable within 30 days; the SPCA of Texas offers a free exam within 14 days; San Antonio directs owners to a private veterinarian within two weeks. Those windows are program-specific, so follow the paperwork from your own county.

Ask the veterinarian to reconcile the shelter record with the animal’s age, vaccination schedule, parasite plan, sterilization status and microchip registration. Update the contact information attached to the chip and keep a visible ID tag current. If the animal has a later-surgery agreement, confirm who schedules the procedure and what documentation the shelter requires.

What common problems can delay or derail an adoption?

The listing disappeared before I arrived

Call the shelter and provide the animal identification number. The pet may have been adopted, placed on hold, moved for treatment or returned to an owner. Ask whether another animal with similar needs is available rather than driving without confirmation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

My landlord will not give written approval

Do not rely on a verbal promise if the county asks for a lease or written permission. Ask the shelter which documents it accepts and resolve the housing issue before submitting an adoption application.

My resident dog and the shelter dog are tense

Tell staff immediately and follow their directions. A supervised introduction is a screening opportunity, not a command to proceed. If the shelter cannot establish a safe match, ask whether a different animal or a later reintroduction plan is appropriate.

The pet is not ready on the day I apply

Ask whether the delay is a stray hold, surgery, medical clearance or paperwork issue. Get the expected pickup conditions in writing and confirm whether another adopter can claim the pet during the wait.

The animal behaves differently at home

Reduce stimulation, restore a predictable routine and separate children or pets while you contact the shelter and a veterinarian. Report urgent medical or safety concerns promptly; do not punish fear, hiding or defensive behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I make the adoption decision responsibly?

  1. Verify the listing and local rules before traveling.
  2. Confirm that your housing, schedule, budget and household can meet the animal’s needs.
  3. Bring the required identification, housing proof, family members and resident pets.
  4. Ask staff for documented medical and behavior information and identify unknowns.
  5. Confirm the fee, included services, hold period, surgery plan and pickup date.

  7. Take the records, register the microchip and schedule the private-veterinarian visit.

Frequently Asked Questions

Can I adopt if my lease does not mention pets?

Ask the county shelter whether it requires written landlord permission, a lease addendum or another housing document. Do not assume silence means approval; the shelter may decline to complete the adoption until your housing authorization is documented.

What happens if a stray’s owner claims it after I apply?

The shelter’s reclaim or stray-hold rules control, and an application may not override them. Ask whether the animal is legally available, whether a hold is possible after the hold expires and how the shelter will notify you of a status change.

Can I return a shelter pet if the match is unsafe?

Return and exchange policies are set by each county and may have specific time limits or appointment requirements. Ask for the policy before paying, and contact the shelter promptly rather than privately rehoming an animal with a medical or safety problem.

Should I bring my own food on the first day?

Use the shelter’s feeding instructions initially and change food gradually if your veterinarian recommends a different diet. Ask what brand or formula the pet has been eating and whether there are allergies, medication mixes or appetite concerns in the record.

How do I update a shelter microchip after moving?

Use the registration instructions supplied at adoption and enter your current phone number, address and an alternate contact. Recheck the record after submitting changes, because a microchip only helps when its registration information remains accurate.
