To adopt through Macau’s government route, check the Macao Municipal Kennel’s current animals and submit its formal application in person with identity and address documents. IAM calls its English-language service page “Service for Foster Pets,” while its Portuguese version and related announcements describe adoption; the English label does not mean the kennel route is unrelated to adoption. You can also apply through Anima Macau, a separate animal-welfare association with its own age limit, fees and home checks. Neither route means you should simply take an animal from the street and keep it.
Choose the route that fits
The Municipal Kennel and Anima Macau are separate providers. Their eligibility rules, paperwork, charges and procedures differ, so use the requirements of the provider you apply to rather than treating them as one Macau-wide adoption process. Availability changes; check directly with each provider for animals currently seeking homes.
| Route | Minimum age stated | Application and timing | Fees |
|---|---|---|---|
| Macao Municipal Kennel (IAM) | For a dog licence, an individual must be at least 18 and legally capable, subject to the law’s other eligibility conditions. IAM service page | Apply in person at the kennel; IAM lists an estimated 30 working days for approval. IAM service page | IAM lists MOP 300 plus 10% stamp duty for a first licence application for a neutered dog, and MOP 50 per cat rabies-vaccine dose, with a microchip exemption. IAM fee information |
| Anima Macau | 21. Anima adoption information | Apply in person; approval may take a few days, and a home inspection is part of the process. Anima adoption information | Anima lists MOP 330 for a neutered dog/puppy, MOP 990 for a non-neutered dog/puppy, MOP 500 for a cat/kitten and MOP 200 for a rabbit, hamster or fancy mouse. Anima adoption information |
Fees and requirements can change. Confirm them with the provider before applying. The government figures above are not Anima adoption fees; the kennel’s dog-licence charge is distinct from Anima’s shelter adoption charge.

Prepare your documents
IAM says to submit the kennel application form, a legible copy of an identity document (or one of the specified M7/M8 business-tax forms), and proof of home address, such as a water or electricity bill. Applications are not accepted online or by mail.

Submit the formal application in person
- Check current animal availability with IAM, since listings can change.
- Visit the Macao Municipal Kennel at Avenida do Almirante Lacerda, Macao. IAM lists service hours as Monday to Friday, 9:00 a.m.–1:00 p.m. and 2:30–5:00 p.m.
- Hand in the formal application and required documents. Ask staff to confirm that the documents have been received as an adoption application, not merely as an enquiry.
- Allow the stated estimate of 30 working days for approval, and confirm the next steps with kennel staff.
The distinction between an information sheet and the actual application matters: Macao’s Commission Against Corruption reported that a person in a case reviewed in its 2023 annual report mistakenly thought a “points to note” sheet was the application. The report also found that public guidance in that case did not fully explain the process and assessment criteria. This is evidence of a past case, not proof that the same communication problem persists; still, make sure you have submitted the required form and identification.
Know the kennel’s animal and licensing conditions
IAM says eligible dogs and cats must be in the Municipal Kennel’s designated zone. Suitable animals are placed only after sterilization by a municipal veterinarian, and dogs and cats must receive rabies vaccination. A dog adopter must also apply for a dog licence. IAM cites the Animal Protection Law (Law No. 4/2016): an individual applying for a dog licence must be at least 18 and legally capable, or the applicant must be an eligible legal person; listed additional penalties or sanctions can affect eligibility.

Anima’s adoption procedure is separate from the government kennel service. The association requires applicants to be at least 21. It asks prospective adopters to visit in person with all family members and meet the animal; adopting a dog or cat may take more than one visit.
Documents and assessment
- A copy of an identity card or passport.
- Proof of address issued within the previous three months.
- IAM first-time or change-of-holder forms, where applicable.
- A signed declaration that you will not abandon or transfer the animal without Anima’s written consent.
Anima says approval may take a few days after the application is submitted. It reserves the right to refuse an application, asks applicants to email documents after processing, and conducts a home inspection. For cat adoptions, it requires windows and balconies to be protected by a fence or net.

Fees and what they include
Anima lists MOP 330 for a neutered dog or puppy and MOP 990 for a non-neutered dog or puppy. Its stated dog fee includes a preliminary health check, five-in-one canine vaccination, rabies vaccination, flea and worm treatment, a microchip and a metal tag. It lists MOP 500 for a cat or kitten and MOP 200 for rabbits, hamsters or fancy mice. Anima says sterilization is usually completed before an animal leaves; where age, health or veterinary advice makes that inappropriate, it arranges for sterilization later.

For a first licence application for a neutered dog, IAM lists MOP 300 plus stamp duty equal to 10% of the licence fee. Plan for pickup and the adjustment period
For Anima adoptions, bring a cat carrier for a cat, or a harness and leash for a dog, when collecting the animal. Anima describes a probation period of no more than one week and says follow-up visits may occur. It also requires written consent before an adopter abandons or transfers an animal. Recheck Anima’s current rules directly, as it says fees and requirements may be revised without notice.
Find current animals and adoption information
Current availability and event schedules should be verified with IAM or Anima rather than inferred from older announcements. In an announcement dated 10 January 2025, IAM described monthly talks with animal-protection groups, kennel visits for interested participants, daily animal photos and videos on its “Pet Preparatory Class” social accounts, and promotion of a Trap, Neuter and Adopt (TNA) model. The event dates in that announcement have passed; use IAM’s current animal listings and event channels for up-to-date information.
