How to Ask a Landlord for a Reasonable Accommodation for an Assistance Dog

A clear written accommodation request can ask a landlord to allow an assistance dog despite a pet restriction. Here’s what to include, how documentation works, and what to do if the landlord refuses.

In U.S. rental housing covered by the Fair Housing Act (FHA), ask your landlord for a reasonable accommodation that allows your assistance dog to live with you despite a no-pets rule. A short written request is a practical way to identify the change you need and keep a record. HUD does not prescribe a particular form or wording. If your disability-related need is not apparent, the housing provider may ask for reliable information in appropriate circumstances—but HUD does not make a paid online certificate or registration a universal requirement.

What to ask for—and what the request does

A reasonable accommodation is a change to a housing rule or practice that may be needed because of a disability. For an assistance dog, the request is typically permission for the dog to live in the home as an exception to a pet restriction. HUD describes assistance animals as not pets and identifies an exception to a no-pets policy as an example of an accommodation.

Be specific about the rule change. If the property’s pet policy also imposes a pet fee or deposit, you can ask the landlord to waive that charge for the assistance dog as part of the accommodation. HUD lists waiving an assistance-animal pet deposit, fee, or other pet rule as an example. That does not mean every request must be granted automatically: the provider’s obligation depends on the circumstances and the FHA’s limits, discussed below.

This guide concerns U.S. rental housing and federal FHA guidance. State and local laws, procedures, and forms may differ. Because your location is not specified, verify local requirements with a fair-housing agency or legal-aid provider if you need jurisdiction-specific advice.

How to make the request

1. Decide what change you need

Identify the specific housing rule that is in the way: for example, a no-pets clause, a pet-related charge, or another pet rule. Ask for the accommodation that addresses that barrier. A clear request helps the provider understand what you are asking it to change rather than leaving it to infer your needs.

Think through the practical scope of the request before you write. If you need permission for the dog to live in the unit, say so directly. If a pet deposit or fee is also being applied, name that charge and request that it be waived as part of the accommodation. You do not have to make a broad request about every animal-related policy when a narrower change addresses the issue. The goal is to identify the housing rule that conflicts with the disability-related need and the change that would resolve that conflict.

2. Contact the housing provider

Send the request to the landlord, property manager, or other person responsible for the housing rule. A letter or email is useful because it creates a record of what you requested and when. HUD’s overview does not require a particular form, prescribed wording, or a written request, but keeping a copy of a written request can make later follow-up clearer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are unsure who handles accommodation requests, send the message to the contact listed in your lease or property communications and ask that it be forwarded to the appropriate person. Keep a copy of the message and any delivery confirmation available to you. A written request is a practical recordkeeping choice, not a special form you must buy or a prescribed HUD application. HUD’s overview does not set one required method of delivery for every provider.

3. Explain the disability-related need without volunteering a diagnosis

Say that you have a disability and need the assistance dog because of that disability. You do not need to put a diagnosis in the sample request below. HUD’s guidance focuses, where appropriate, on reliable information about the disability-related need; it does not make a specific diagnosis disclosure or a particular certificate a standard prerequisite for every request.

Keep the explanation concise and relevant to the accommodation. You can make the connection clear without describing private medical details in the first message. For example, the sample says, “Because of my disability, I need the dog’s assistance.” It does not name a diagnosis or describe treatment. If the provider later says it needs reliable information because the disability-related need is not apparent, you can ask what information it is requesting and respond to that request.

4. Ask how to provide supporting information if it is needed

If your disability and need for the dog are not apparent, the provider may request reliable disability-related information in appropriate circumstances. You can ask the provider to identify what information it is seeking and how it would like to receive it. The information needed depends on the circumstances; do not assume you must supply documentation before the provider asks, or that one particular document will fit every situation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical distinction is whether the disability-related need is apparent and, if not, what reliable information is relevant to evaluating it. HUD’s guidance does not make the same paperwork mandatory in every request. A tenant should not treat a paid certificate as a substitute for reliable information, but also should not assume that a particular letter is automatically required in all cases.

5. Keep the request and response

Save a copy of what you send and any delivery confirmation you have. Ask for a written response or acknowledgment so that you can track the request. If the provider asks a follow-up question, keep that communication too.

It can help to keep these items together: the request, any receipt or delivery record, the response, relevant lease or pet-policy language, and a dated note of important conversations. If a denial or delay later becomes an issue, the record helps you remember what was requested, when it was sent, and what the provider said. HUD’s complaint information identifies timelines, people involved, witnesses, and relevant documents as potentially helpful to investigators.

A practical request you can adapt

This is a drafting aid based on HUD’s request criteria and examples, not a HUD-mandated form. Adjust it to your situation and keep a copy.

Subject: Reasonable accommodation request for assistance dog

Hello [Landlord/Property Manager],

I am requesting a reasonable accommodation under the Fair Housing Act to keep my assistance dog, [dog’s name], in my home at [address]. Because of my disability, I need the dog’s assistance. Please allow the dog to live with me as an exception to the property’s pet restrictions, including any pet fee or deposit that applies to pets.

If you need reliable information supporting the disability-related need, please let me know what information you are requesting and how I can provide it. Please confirm receipt and respond in writing.

Thank you,
[Name]

The bracketed details are fill-ins, not required HUD language. If you do not want to name the dog in the initial request, you can remove that detail; the key points are the accommodation sought and its connection to your disability-related need.

Before sending, check that the address is correct and that your request identifies the restriction you want changed. If the fee or deposit is a concern, leave the reference to it in the request so the provider can understand that you are asking about both permission to keep the dog and the related pet charge. You can keep the message brief. There is no need to add a diagnosis, attach a paid registration, or cite a special form as if HUD requires it.

What supporting information may be requested

HUD’s FHEO Notice 2020-01 and its companion FAQ address assistance-animal requests and documentation. Under HUD’s guidance, when the disability and disability-related need are not apparent, a housing provider may seek reliable information in appropriate circumstances. The nature of the information depends on what is already apparent and what the provider reasonably needs to assess the request.

HUD’s FAQ says a note from a health-care professional may be reliable when the professional has personal knowledge of the individual and confirms both a disability affecting a major life activity and a related need for an assistance animal for therapeutic purposes. HUD also recognizes that documentation may be reliable in some circumstances when it comes from a legitimate, licensed health-care professional providing remote care, including over the internet.

That point is different from buying a certificate from a website. HUD cautions that, in its experience, websites selling certificates, registrations, licensing documents, or animal gear to anyone who answers questions, completes a short interview, or pays a fee do not by themselves provide sufficient information to reliably establish a non-observable disability or need. Remote care from a legitimate, licensed health-care professional may be reliable in some circumstances; an automatically issued online document is not the same thing simply because it was purchased through a website.

A paid certificate or registration is therefore not a dependable shortcut under the guidance. Do not buy one simply because you believe HUD requires it: the guidance does not establish a universal certificate or registration requirement. No product or service comparison is needed to make the request, and the cited guidance does not identify paid stationery, pet supplies, or registration as necessary for the accommodation process.

If the provider requests information, ask what specific information would help it assess the disability-related need. Respond only with information relevant to that request. HUD’s guidance does not mean every tenant must obtain a letter, disclose a diagnosis, or provide the same documents; the circumstances matter. State and local rules and other applicable laws may also affect a particular case.

Pet fees, deposits, and other rules

HUD gives waiving an assistance-animal pet deposit, fee, or other pet rule as an example of a reasonable accommodation. If a pet charge is part of the restriction you need changed, name it in your request rather than asking only for permission to keep the dog. Frame this as an accommodation request tied to the disability-related need, not as a general exemption from every housing obligation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction answers a common concern: asking for an assistance dog accommodation is not the same as asking the provider to disregard every rule or responsibility associated with the home. The examples in HUD’s guidance address pet restrictions and pet-related charges as possible accommodation issues. The particular request and the circumstances still matter, and the provider’s obligation is not an automatic guarantee of approval in every case.

The accommodation is not immunity from all animal-related requirements. HUD identifies potential limits to a provider’s duty, including an undue financial and administrative burden, a fundamental alteration of the provider’s operations, a direct threat, or significant property damage. For a direct-threat or significant-damage concern, HUD’s guidance recognizes the importance of considering whether another reasonable accommodation could mitigate the issue. The answer depends on the facts; a concern should not be treated as settled merely because it has been raised.

If a provider cites a concern, ask for the reason in writing and whether another accommodation could address it. This keeps the conversation focused on the particular concern instead of assuming that a pet rule or a brief objection resolves the request. Do not assume, in the other direction, that the provider has no possible basis to deny a request: HUD recognizes limits and defenses that depend on the circumstances.

If the landlord asks questions, delays, or says no

If the provider asks for more information

Ask what reliable information it needs and how to submit it. If it asks for a document you do not have, explain what information you can provide and ask whether that would address the request. Keep the exchange in writing where practical. Do not assume that an online certificate is required or that buying one will resolve the provider’s concern.

It is reasonable to clarify the scope of a request for supporting information: what information is sought, how it relates to the disability-related need, and how the provider wants to receive it. HUD’s materials describe reliable information in appropriate circumstances, not one standard packet that every tenant must submit. Keep your answer tied to the request rather than sending unrelated personal information.

If the provider does not respond

Follow up in writing, refer to the date of your original request, and ask when you can expect a response. Keep the follow-up factual. Save the original message, any proof of delivery, and the reply—or your record that no reply arrived. HUD’s cited materials do not establish a single response deadline for every housing provider, so do not treat an unverified number of days as a federal deadline.

If you make a follow-up call or speak in person, write down the date, who you spoke with, and what was said. You can then send a concise written note confirming your understanding. This is a recordkeeping step, not a claim that a particular communication method is required. If a delay puts your housing at risk, promptly tell HUD or the fair-housing investigator when you contact them.

If the provider denies the request

Ask for the reason in writing and whether another accommodation could address the concern. This can clarify whether the provider is relying on an asserted burden, a threat, potential damage, or another issue, and whether a different arrangement might resolve it. Keep the denial and any related lease or pet-policy language. If you believe the denial is housing discrimination, consider contacting HUD, your state or local fair-housing agency, or legal aid for help with your circumstances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A request for the reason is useful even if you disagree with the denial. It gives you a clearer record of what the provider says the problem is and whether it has considered a possible alternative. HUD identifies direct threat and significant property damage among potential limits, while also recognizing the relevance of possible mitigating accommodations. The provider’s stated concern and the facts of your situation matter; a general answer cannot determine the outcome of a specific dispute.

Build a useful record

Keep a dated file with the request, delivery confirmation if available, the landlord’s responses, relevant lease or pet-policy language, and a timeline of significant events. Note the dates, locations, people involved, and any witnesses. HUD says these kinds of details and relevant documents may help investigators assess a complaint.

Preserve the original messages rather than relying only on memory. If the provider gives an oral response, note what was said and by whom, and follow up in writing if useful. If other people witnessed a relevant conversation or event, record their names while the details are fresh. These records do not guarantee a particular outcome, but they can help explain the sequence of events to an agency or legal-aid provider.

How to contact HUD about possible housing discrimination

HUD’s Fair Housing and Equal Opportunity (FHEO) information says an FHA allegation generally must be filed within one year of the last alleged discriminatory act. HUD recommends acting as soon as possible. Allegations may be submitted online, by phone, email, or mail; HUD may investigate or refer a matter to a state or local Fair Housing Assistance Program partner, and the process can vary.

If you contact HUD, the record described above can help you explain what happened: the timeline, relevant locations, people involved, witnesses, and documents such as the request, response, lease, or pet policy. HUD’s process may involve an investigation or referral to a state or local partner, so steps can vary. If you may lose your housing, tell the investigator promptly.

The one-year filing window is generally measured from the last alleged discriminatory act, not a reason to wait until the final days. HUD recommends filing as soon as possible. A local fair-housing agency or legal-aid organization can help you understand local procedures, any applicable state or local protections, and options for your situation. This is general information, not individualized legal advice.

Frequently Asked Questions

Can my landlord charge a pet fee or deposit for my assistance dog?

HUD identifies waiving an assistance-animal pet deposit, fee, or other pet rule as an example of a reasonable accommodation. You can specifically request that the pet charge be waived along with permission for the dog to live in the home. The outcome depends on the circumstances and applicable limits.

Do I have to buy an online certificate or register my assistance dog?

HUD’s guidance does not establish a universal certificate or registration requirement. HUD cautions that a website’s paid certificate or registration, by itself, may not reliably establish a non-observable disability or disability-related need. A legitimate, licensed health-care professional providing remote care may supply reliable information in some circumstances; that is different from an automatically issued paid document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does every tenant have to provide a doctor’s letter or disclose a diagnosis?

No single document or diagnosis disclosure is required for every request under the HUD guidance summarized here. If the disability and disability-related need are not apparent, the provider may request reliable information in appropriate circumstances. HUD says a health-care professional’s note may be reliable when the professional has personal knowledge and confirms a disability affecting a major life activity and a related need for an assistance animal for therapeutic purposes.

What should I do if my landlord says no or does not respond?

Keep the request and follow up in writing. If denied, ask for the reason and whether another accommodation could address the concern; keep the answer, lease or pet-policy language, and a dated timeline. HUD does not set one response deadline for all providers. If you believe the denial is discrimination, contact HUD, a state or local fair-housing agency, or legal aid promptly.

How long do I have to file a fair-housing allegation with HUD?

HUD says an FHA allegation generally must be filed within one year of the last alleged discriminatory act and recommends acting as soon as possible. HUD accepts allegations online, by phone, email, or mail, and may investigate or refer a matter to a state or local Fair Housing Assistance Program partner. Tell the investigator promptly if you may lose your housing.

The Bottom Line

Make a clear request for the specific change you need, keep a written record, and ask what reliable information is needed if the disability-related need is not apparent. HUD guidance does not require a paid online certificate or one universal form. If the provider refuses or delays, document what happened and contact HUD, a local fair-housing agency, or legal aid promptly; the FHA filing window is generally one year from the last alleged discriminatory act.
