How to Assess Dog Bite Risk Beyond a Single Test

A proposed structured approach to dog-bite risk looks beyond one test to a dog’s history, health, caregivers, and home environment. It remains under development, not a validated predictor.

Dog bite risk is better assessed by looking beyond a single encounter: consider the dog’s behavior history and current health alongside caregiver practices, household circumstances, and realistic ways to reduce risk. A proposed structured professional judgment framework aims to organize that work, but it is still under development and has not been validated as a routine predictive tool.

Why one snapshot can miss important context

A dog’s response during one test or unfamiliar appointment may not reflect how the dog behaves at home. The authors of a 2026 commentary argue that existing bite-risk assessments can rely heavily on subjective judgment and provocative testing, with limited predictive validity and possible reliability and bias problems. That is their synthesis of the literature—not proof that every assessment or assessor is unreliable, or that any single observation is useless.

A point-in-time observation also says little on its own about the situations a dog encounters every day, how people respond to warning signs, or whether changes in health or routine have affected behavior. A fuller assessment therefore asks not only what the dog did, but where, when, with whom, and under what conditions.

What structured professional judgment would add

Structured professional judgment (SPJ) combines defined factors and documented reasoning with an experienced professional’s case-specific judgment. The aim is not to produce a simple score or replace clinical expertise with a checklist. It is to make the reasoning more systematic, include relevant context, and identify practical ways to manage risk.

The approach draws an analogy to HCR-20, a structured tool used in human forensic risk assessment and organized around historical, clinical, and risk-management factors. That analogy explains the design inspiration; it does not mean a canine framework has the same evidence base or performance.

AAHA’s June 25, 2026 feature describes the developing dog-bite framework as having 24 factors in four domains:

The framework shifts attention from a dog-centered test toward the interaction among the dog, caregivers, and environment. Household details matter, including who lives with the dog, whether children or vulnerable adults are present, and what supervision or management is feasible.

This comparison describes the proposed design, not proof that SPJ already outperforms existing practice or that every single-test assessment is worthless.

What veterinary teams and caregivers can discuss

AAHA’s feature suggests asking about behavior changes, handling, movement on walks, and what has changed at home. Its screening prompt begins, “Have you noticed any changes in:” and asks about the dog’s behavior, willingness to be handled, and movement on walks. Such questions help establish context; they do not diagnose the cause or guarantee that a dog is safe.

  • Describe the behavior and the circumstances around it, including who was present and what happened immediately beforehand.
  • Tell the veterinary team about changes in willingness to be touched or handled, walking, or routine at home.
  • Ask whether a medical issue, including pain, could be relevant when behavior changes.
  • Discuss management and behavior-modification options that fit the household and can be followed consistently.
  • Ask whether referral to a board-certified veterinary behaviorist is appropriate for the case.

These are practical discussion points from AAHA’s feature, not a substitute for case-specific veterinary advice. Pain is one possible clinical consideration, not a diagnosis that can be made from behavior alone.

Why the household and management plan matter

Risk assessment is more useful when it considers both potential hazards and what people can realistically change. A plan may need to account for children or vulnerable adults, caregiver routines, supervision, and whether safety measures can be sustained. The point is not to assign blame to caregivers; it is to understand the conditions around the dog and identify workable ways to reduce exposure to risk.

The framework also cautions against treating breed as a reliable stand-in for an individual dog’s risk. AAHA’s feature describes concerns that breed stereotypes can influence legal and institutional decisions. Breed labels alone do not explain a particular dog’s behavior; size and the potential severity of an injury still matter when planning safety measures.

What is—and is not—established yet

The proposed framework is not a validated tool for predicting whether an individual dog will bite. AAHA reports that large-scale validation has not occurred and that work remains on validating factors, setting training standards, and tracking outcomes. The feature also says an app is being piloted to capture structured assessments and build longitudinal data; it does not establish that the app or framework is publicly available or standardized for routine clinical use.

The underlying commentary is Hogue, Howell, Baslington-Davies, and Mills, “The Use of Structured Professional Judgement: A New Way to Understand and Assess Bite Risk from Dogs,” Animals, published March 12, 2026. It presents SPJ as a way to improve how professionals reason about bite risk, not as a proven prediction system.

How population statistics should be interpreted

AAHA’s feature attributes estimates of more than 4.5 million dog bites annually in the United States, approximately 800,000 people requiring medical attention, and children accounting for more than half of injuries to the American Veterinary Medical Association; it does not specify a year for those figures. The feature also attributes nearly $1.86 billion in dog-bite liability claims in 2025—a 25% increase over 2024—to the Insurance Information Institute and State Farm. These broad population figures do not estimate an individual dog’s probability of biting.
