Choose a deductible and reimbursement rate by comparing what each option costs in premiums with what you could pay out of pocket for eligible care. The best fit depends on your savings, the policy’s claim calculation, limits and exclusions—not on a single percentage that works for every pet.
What the deductible and reimbursement rate mean
A deductible is the amount you pay before the insurer starts paying for eligible costs under the policy. A reimbursement rate is the insurer’s percentage share of eligible costs after the deductible; the part left to you is called coinsurance. For example, an 80% reimbursement rate generally means you pay 20% of the eligible amount after the deductible, subject to the policy’s terms.
Many pet policies reimburse you after you pay the veterinary clinic, though arrangements vary. Check whether you could cover the bill upfront while a claim is processed.

Find out when the deductible applies
Some policies use one deductible per policy year; others apply a separate deductible to each incident or condition. These structures can lead to different costs if your pet has several unrelated claims. Read how the policy defines an incident or condition rather than assuming the terms are interchangeable.

An annual deductible may cost more than a per-incident deductible in some comparisons. The National Association of Insurance Commissioners (NAIC) noted in its 2019 guide that annual-deductible coverage routinely costs 4% to 6% more than per-incident coverage. Treat that as a historical general observation, not a current quote or a prediction for your pet; compare current premiums for your location and coverage. Compare the amount against your emergency savings
A higher deductible can reduce the premium, but means you must cover more before reimbursement begins. Consider whether you could pay that amount promptly from savings if your pet needed care. Compare quotes for the same pet and similar coverage rather than choosing by deductible alone.
How to compare reimbursement rates
A higher insurer share can reduce your portion of an eligible claim, but it may come with a higher premium. The NAIC defines coinsurance as “the percentage of loss the insured has agreed to pay after the deductible is satisfied.” NAIC, A Regulator’s Guide to Pet Insurance (2019).
Compare the reimbursement percentage alongside its calculation basis. The insurer may not apply that percentage to the entire clinic invoice: some policies use a benefit schedule, while others limit the eligible amount to usual-and-customary or prevailing veterinary charges. If that allowed amount is lower than the bill, you may owe the difference in addition to your deductible and coinsurance.

Check what the policy will and will not pay
A generous reimbursement rate cannot make an ineligible treatment covered. Before choosing, review the policy’s:
- Payment limits: annual, per-incident, per-condition or lifetime caps may limit the insurer’s total payment.
- Exclusions: identify treatments, conditions or costs the policy does not cover.
- Waiting periods: check when coverage begins for different types of care.
- Pre-existing-condition rules: read how the policy defines and treats conditions that began before coverage.
These terms can matter more to your actual claim than the reimbursement percentage shown in a quote.

Compare quotes and stress-test the out-of-pocket cost
Premiums can depend on factors such as your pet’s species, breed, age and location, as well as the coverage and deductible. Compare quotes using the same pet details, similar limits and comparable coverage. For each option, ask whether you could manage all of the following:
- the deductible that applies to the claim;
- your coinsurance share of the eligible amount;
- any bill amount above a benefit schedule or usual-and-customary allowance; and
- the veterinary bill upfront, if the policy reimburses you afterward.
Use the policy’s own examples or calculation language to understand how these amounts interact. If the contract does not make the calculation clear, ask the insurer to explain it before enrolling.

A practical comparison checklist
Put the same details side by side for each policy you are considering:
- Deductible amount and whether it is annual or per incident or condition.
- Insurer reimbursement percentage, or your coinsurance share.
- Claim calculation basis: actual expense, a benefit schedule, or usual-and-customary charges.
- Annual, per-condition, per-incident or lifetime payment limits.
- Exclusions, waiting periods and pre-existing-condition wording.
- Premium for your pet and location with comparable coverage.
- Whether you must pay the clinic before receiving reimbursement.
Pet ownership and spending figures do not determine which cost-sharing choice is right for an individual household. For context, the NAIC reported that the American Pet Products Association’s 2025 survey found 94 million U.S. households owned a pet; it also reported $152 billion in U.S. pet-industry expenditures for 2024, up 3% from 2023.
