Compare pet insurance plans using the same pet, coverage assumptions, and veterinary bill scenario. Then look beyond the headline numbers: a deductible affects when reimbursement starts, a reimbursement rate applies only to eligible covered costs, and a policy limit caps what the insurer will pay. Exclusions, waiting periods, premiums, and claim rules can matter just as much.
What the three main policy terms mean
Deductible: what you pay before reimbursement applies
A deductible is the amount you are responsible for before the insurer reimburses eligible expenses. Policies may use an annual deductible or a per-incident deductible. An annual deductible is generally met once during the policy year; a per-incident deductible can apply separately to different conditions or events. Check the policy wording to see how it defines an incident and when the deductible resets. The Illinois Department of Insurance explains these deductible types.
Reimbursement rate: a share of eligible expenses, not the whole bill
A percentage-based plan reimburses a stated portion of eligible covered costs. That percentage is not a promise to pay the same share of the entire veterinary invoice: exclusions, deductibles, reimbursement rules, and policy caps affect the amount. Some plans instead use a benefit schedule that sets a fixed payment for particular treatments. Confirm whether a quote uses a percentage or a schedule, and how the policy determines the eligible amount. The NAIC overview describes both reimbursement approaches.
Annual limit: the insurer’s maximum payment over the policy year
An annual limit caps the insurer’s total reimbursement during a policy year. Also check for a per-incident cap, which limits payment for one condition or event, and a lifetime maximum, which limits payment over the policy’s duration. These are different restrictions and can apply together. Illinois DOI distinguishes incident, annual, and lifetime caps.

Compare quotes on the same assumptions
Use the same information and coverage scenario for every quote so the differences are meaningful. Species, breed, age, location, selected coverage, and deductible can affect price. Compare premiums at the same payment interval, and verify that each quote is for the same pet and coverage choices. The NAIC lists factors that may affect actual cost.

Most pet insurers exclude pre-existing conditions, and hereditary or congenital conditions may also be excluded. Read the actual policy and any location-specific form rather than assuming a condition is covered based on a quote summary. The NAIC consumer overview discusses these exclusions; California DOI also advises buyers to examine policy terms and caps.
How the terms affect a claim
Think of the insurer’s payment as applying to eligible covered expenses, subject to the deductible, reimbursement method, and policy limits. The exact calculation order varies by policy. Exam fees, taxes, non-covered services, and the insurer’s reimbursement basis may also affect the payable amount, so do not assume every plan calculates a claim the same way.
Your out-of-pocket cost can include the deductible, the portion not reimbursed, charges above a policy cap, excluded care, and any difference between the veterinary bill and the amount the insurer recognizes for reimbursement. Balance premiums against what you could pay yourself
A lower deductible can be associated with a higher premium, so compare the premium difference with the amount of cost-sharing you are prepared to handle. AAHA’s consumer guidance discusses this trade-off. There is no universally best combination: the right balance depends on your budget, ability to cover an unexpected bill, and the policy’s covered care and limits.
Do not treat an illustrative rating example as a market quote. In its 2019 regulator guide, the NAIC presents a hypothetical typical-plan rating illustration with a $100 deductible, per-incident deductible, 10% copay, $1,000 per-incident limit, $10,000 annual limit, and $300 annual base rate.
