To find a reputable cat rescue or no-kill shelter near you, start with your local animal shelter and municipal animal services, then use directories to build a shortlist. Before visiting or applying, confirm that each organization currently places cats, understand its intake model, and ask how it handles veterinary care, adoption counseling, transfers, and outcome reporting. A “no-kill” label or save-rate figure is useful context—not a complete measure of care.
Start with local shelters and directories
Because your location is not specified, no particular rescue can be recommended here. For a U.S. search, begin with your municipal animal-services department and local shelter. The ASPCA advises prospective adopters and fosters to identify and contact their local animal shelter; its shelter-finding page also points to Petfinder’s shelter list to locate municipal and nonprofit shelters and rescues.
Use directory results as leads, not endorsements. The ASPCA says its external links do not indicate direct or indirect endorsement or partnership. Check each organization’s own website or contact it to confirm that it is operating and placing cats now.
Check the organization’s local fit
- Does it serve your town or region, and does it have a physical shelter, foster-based care, or both?
- Is it currently accepting adoption applications or arranging cat meet-and-greets?
- Are its contact details, adoption process, and visiting arrangements current?
Understand what “no-kill” does—and does not—mean
There is no single universal rule governing labels such as “no-kill,” “open access,” or “limited access.” The Humane Society of the United States explains in its 2012 All Shelters Are Not Alike guide that such labels do not, by themselves, establish whether a shelter is humane. The guide’s core caution remains useful: examine policies and care rather than assuming a label tells the whole story.

Open-admission and limited-admission organizations
Open-admission agencies typically accept animals in need, including animals that are ill, injured, elderly, or harder to rehome. Limited-admission organizations select animals according to their focus and available resources. These models can play complementary roles in a community; a rescue that cannot accept every cat is not automatically less reputable, and an open-admission shelter may handle cases that a smaller rescue cannot.
What the 90% benchmark means
Best Friends Animal Society defines no-kill as saving every dog and cat in a shelter who can be saved and commonly uses a 90% save-rate benchmark. That is Best Friends’ benchmark, not a universal legal definition. Its no-kill FAQ also says no-kill does not mean no animal is ever euthanized: humane euthanasia may be a last resort when an animal cannot recover an acceptable quality of life or in another exceptional circumstance.

Read save rates and outcome claims carefully
A percentage is meaningful only alongside its formula, time period, and exclusions. Best Friends describes a gross save-rate formula as live intakes minus non-live outcomes, divided by live intakes. Non-live outcomes include euthanasia, owner-requested euthanasia, deaths in care, and losses in care. Other organizations may use different live-release or save-rate formulas, so figures that share a percentage label are not necessarily comparable.
Ask which dates the figure covers, what counts in the numerator and denominator, and whether any categories are excluded. Best Friends notes that dashboard records can be missing or outdated, that some statuses may be estimated or unknown, and that shelters may use different formulas. Its 2025 national dashboard reports that more than two out of three U.S. shelters reached no-kill in 2025; Best Friends says some shelter data was estimated when it had not been provided. That national finding does not certify a particular local organization.

Evaluate care, transparency, and adoption practices
The ASPCA identifies animal welfare, operational transparency, intake policy, and adoption and transfer practices as shelter responsibilities. Before deciding, look for clear descriptions of veterinary care, how medical or behavioral needs are assessed and shared with adopters, and how the organization supports placement. Adoption counseling should help match a cat and household through dialogue and understanding, rather than relying only on either no screening or rigid screening.
Questions for a call or visit
- What routine veterinary care do cats receive, and how are additional medical needs addressed?
- How do you assess a cat’s medical and behavioral needs, and what information will adopters receive?
- What does your adoption counseling and matching process involve?
- What is your intake scope? Are you open-admission or limited-admission, and what animals or service area do you focus on?
- Do you publish recent intake and outcome figures? Which period and formula do they cover?
- If you cannot place a cat, do you transfer animals to another shelter or rescue, and how are those decisions made?
The ASPCA’s shelter guidance describes efforts to find homes or other placement options, including transfers when they can improve placement prospects or care capacity. A clear explanation of how an organization makes these decisions is more informative than a label alone.

Compare candidates on the same criteria
If you have more than one option, assess them using the same questions rather than comparing one organization’s label with another’s percentage.
- Care and welfare: Is veterinary care described clearly, including how medical and behavioral needs are handled?
- Transparency: Can you find policies and recent outcome data, with the reporting period and formula explained?
- Admission scope: Does the organization accept animals broadly or focus on a specific population or area, and how does that role fit with other local services?
- Adoption and placement: Does it explain its counseling, matching, and transfer practices?
- Data comparability: Are you comparing the same period and definitions, rather than treating different save-rate formulas as interchangeable?
A high save rate is relevant, but it is not the sole measure of care or suitability. Likewise, an open-admission shelter may take cases that limited-admission rescues cannot. Base your shortlist on stated policies, the care information available, and direct answers to your questions.
