To find places to take your dog in Cape Town, shortlist a beach or park using the City of Cape Town’s facility pages, check the rules for the exact zone and time you plan to visit, and confirm pet admission directly with any event organizer. “Pet-friendly” is not a blanket status: rules can vary by beach segment, season, and event.
Check the exact place, zone and date
Start with the City of Cape Town’s Beaches page, which links a list of dog and horse access by beach. The list distinguishes among beaches where dogs are prohibited, leash-only areas and places with conditional or free-running access. It is dated 1 April 2019, so check the individual beach page and current on-site signs for newer or more specific rules.
For parks, the City’s District parks page and Regional parks page can help you find candidates. The City describes regional parks as offering pet-friendly walking trails. Check the individual park page rather than assuming every park, trail or activity has the same access rules.
How to verify a place before you go
- Choose the kind of outing. Decide whether you’re looking for a beach, park, trail or a particular scheduled event.
- Find the official facility listing. Use the City’s beach or park pages to identify a candidate. Open the specific facility page and, for a beach, the dog-zone list.
- Check the exact access conditions. Look for the permitted section, leash requirements, seasonal dates and daily time windows. Check for exclusions such as tidal pools or protected areas, and don’t assume permission in one part extends to a nearby zone.
- Contact the organizer for events. Ask whether dogs may attend that specific event, whether they must be leashed and whether event-day rules differ from the venue’s usual rules. Do this before buying tickets or setting out.
- Follow current signs and staff directions. Bring waste bags or paper wrappers and remove your dog’s waste.
Why beach rules need a closer look
The City’s beach index is a useful starting point, but the rules can differ between sections of the same beach and between summer and winter. For example, the City’s Melkbosstrand page sets out separate conditions for the main beach and the stretch between 1st and 5th Avenue.

Melkbosstrand
On the main beach section from 5th Avenue to Slabbert se Klippie, the City says dogs are not allowed from 09:00 to 19:00 between 1 December and 31 March; dogs on leash are allowed there from 19:00 to 09:00. From 1 April to 30 November, dogs on leash are allowed on that section at all times. The 1st-to-5th Avenue section has a separate rule, so check the City page for the precise area you plan to use.
Cemetery Beach
The City’s Cemetery Beach page says dogs are allowed on leash at all times from April to November. From December to March, dogs are not allowed from 10:00 to 18:00. Recheck the page and signs close to your visit in case conditions have changed.

Finding parks—and separating park access from event admission
Park pages can identify dog-welcoming facilities, but they do not necessarily say whether dogs can attend a concert, market or other organized activity there.
Green Point Park
The City’s Green Point Park page lists dogs on leads, dog walking and event facilities. It gives opening hours of 07:00–19:00 and free entrance. The listing does not establish that dogs may attend every event held in the park; confirm with the event organizer.

De Waal Park
The City’s De Waal Park page identifies dog walking and animals allowed, and describes a Sunday-afternoon Summer Concerts series from March to April. It does not state whether dogs are admitted to the concerts, so ask the organizer before attending.
For temporary markets, festivals and ticketed events, check the event’s own current terms. A dog-friendly venue is not proof that the event itself admits pets, and the City’s facility pages do not provide a definitive event calendar marked for dog access.

Understand the rules behind access designations
The City’s Animal Keeping By-law provides for public places to be designated for free-running dogs, dogs on leash or no dogs, with rules able to vary by time or season. Follow the signs and facility-specific information rather than relying on a general label. The City’s by-law index lists the Animal Keeping By-law, 2021, as well as the Public Parks By-law, 2010, the Nature Reserve By-law, 2020, and the Events By-law, 2016.
In 2026, the City announced consultation on a draft amendment to the Animal Keeping By-law. The existence of a draft does not by itself show that it has been adopted. Before relying on the 2021 text, check the City’s current by-law information and any applicable facility notices.

Pack for a considerate visit
- Bring plastic or paper bags or wrappers for waste. The Animal Keeping By-law text hosted by Open By-laws South Africa, dated 9 December 2021, requires a person in control of an animal in a public street, place or road to carry bags or wrappers and remove the animal’s excrement, with an exception for a person assisted by a guide dog.
- Bring a leash if the facility requires one, and keep your dog within the permitted zone.
- Check the rules again on the day: seasonal conditions, event admission and facility notices can change.
