In the United States, there is no universal federal registry or certificate that registers a cat as an emotional support animal. For housing, the relevant federal route is to ask the housing provider for a reasonable accommodation to its animal policy. The provider may consider reliable information about a disability-related need when that need is not apparent or known; no certificate or registration listing guarantees approval. State and local law and your housing circumstances may also matter.
What “registering” a cat means in housing
HUD’s federal housing guidance describes requesting a reasonable accommodation for an assistance animal—not buying a registration, ID, or certificate. A person with a disability may ask a housing provider to make an exception to a no-pet rule or other animal restriction when the animal provides disability-related assistance. The request is assessed in context; this overview does not guarantee that any particular request will be approved. HUD’s assistance-animal guidance explains the federal process.

If disability and the need for the animal are not apparent or already known, a housing provider may ask for reliable disability-related information. HUD identifies information from a health care professional familiar with the individual as one possible source in appropriate cases. The relevant information concerns the person’s disability-related need and the animal’s assistance—not a veterinarian’s independent determination of that need. A veterinarian can advise about the cat’s health and care, but the cited federal guidance does not make a vet letter a substitute for information from an appropriate health care professional. Decide whether your goal is housing, entry to public places, or air travel. The federal accommodation process discussed here concerns housing. Public-access and airline rules are different, so a housing accommodation does not grant a cat access to businesses or an airline cabin as a service animal.

Ask your housing provider for a reasonable accommodation
Contact the landlord, property manager, or other housing provider and explain that you are requesting an accommodation to its animal policy for a disability-related assistance animal. HUD’s guidance describes the request and the possibility that the provider may seek reliable disability-related information when the disability or need is not apparent. The cited sources do not establish one mandatory form or letter format for every request.

Discuss supporting information with an appropriate health care professional
If documentation is appropriate, talk with a health care professional familiar with your circumstances about information that accurately addresses your disability-related need. Do not assume that buying a certificate or completing an online registry substitutes for this information or compels a housing provider to approve the request. HUD’s archived consumer-protection announcement said website certificates are not an acceptable substitute for authentic medical-professional documentation when such documentation is appropriate. HUD’s 2019 announcement provides that historical statement.

Keep a record of the request and response
Save your written request and any reply as practical recordkeeping. This is a useful way to track the conversation, not a statutory recordkeeping requirement established by the cited guidance. Why a certificate, vest, or ID does not do the job
A purchased certificate, registry entry, vest, or ID does not itself establish a disability-related need or guarantee a housing accommodation under the federal materials cited here. HUD’s 2019 announcement specifically cautioned that website certificates are not an acceptable substitute for appropriate authentic medical-professional documentation. Likewise, papers sold online do not create ADA public-access rights for an animal. Avoid treating a paid “registration” as official proof of legal status.

How to plan if you are flying with your cat
Do not rely on an emotional-support designation to qualify a cat as a service animal for air travel. Contact the airline operating your flight and check its current pet policy, carrier dimensions, booking procedures, and fees. DOT does not set a universal cat-carrier specification in the cited guidance, so verify the requirements directly with that airline.
