Don’t force greetings, expose them to overwhelming crowds or sounds, or punish fear. Because the available guidance is primarily dog-specific, the steps below are for dogs; ask a veterinarian for advice tailored to cats or other pets.
What to do when a crowd or noise is happening
If your dog is barking, lunging, growling, trying to hide, or otherwise distressed, prioritize distance and a safe exit over staying to see whether they settle. A reactive display signals an overreaction, not necessarily an intent to harm, but it should be taken seriously: keep control of the situation and avoid putting the dog or other people at risk. The ASPCA discusses canine reactivity and aggression; a display alone cannot tell you exactly what a dog intends.
- Move away from the trigger or leave the event. If your dog panics in crowds, the ASPCA advises leaving them at home rather than bringing them into that situation: ASPCA guidance on fear of strangers.
- Ask people not to approach, loom over, touch, or try to greet your dog. Your dog does not have to meet every person or other dog.
- Choose quieter routes and times for necessary outings. Cornell recommends avoiding known triggers during training and giving dogs calmer opportunities to go out: Cornell’s guidance on reactive dogs.
- For a planned fireworks or other recurring sound event, start gradual sound work months ahead rather than waiting until the event. If your dog’s fear is substantial, ask your veterinarian about options: UC Davis guidance on fireworks fear.
It is reasonable to comfort your dog or offer a reward when they are frightened. The cited veterinary guidance supports predictable, reward-based pairing with triggers and cautions against punishment and forced exposure; there is no need to withhold reassurance out of concern that kindness will reward fear.
How to build a gradual training plan
Record what sets off the reaction
Note the specific trigger and context: what sound or crowd element appeared, how close it was, how long it lasted, and what your dog did. Include whether they could recover afterward. This helps you avoid unnecessary exposure and gives your veterinarian or trainer useful detail. Cornell’s reactive-dog guidance recommends identifying triggers and managing them while working on the behavior.

Work below the fear threshold
Desensitization means introducing a trigger very gradually at an intensity that does not cause a fearful response. Counter-conditioning means pairing that manageable exposure with something the dog values, such as a favorite treat. UC Davis School of Veterinary Medicine puts it plainly: “Desensitization and counter conditioning are generally recommended for situations involving fear but must be done very slowly and gradually.” See UC Davis’s guidance on fear in dogs.
Advance only while your dog can cope. If fear appears, increase distance, lower the sound or other trigger’s intensity, or stop the session. Don’t take a dog into a busy area to “get used to it,” and don’t play a loud recording at full intensity as a shortcut. The Cornell fireworks guidance also describes gradual sound work.

Choose qualified, reward-based support
For complex behavior modification, safety concerns, or fear that persists, involve a veterinarian and a qualified professional with demonstrated experience treating fear using positive reinforcement. Ask how they tailor exposure to the dog’s response and what methods they use. A veterinary behaviorist can help with severe cases and medication questions. Cornell and UC Davis caution against punitive methods for fear-based behavior, including yelling, leash jerks, pinch collars, and shock collars. See Cornell’s reactive-dog resource and UC Davis guidance on fear-free training.
When noise sensitivity calls for a veterinarian
Dogs may react to loud, high-pitched, or unusual sounds, and the sounds that bother them differ. If your dog remains distressed after the initial startle or repeatedly shows fear, discuss it with a veterinarian. Don’t choose an over-the-counter supplement or medication based on internet advice; a veterinarian can assess the problem and decide whether medication is appropriate. Medication, when used, is part of an individualized plan rather than a replacement for behavior work. Cornell’s fireworks and dogs guidance covers veterinary support for noise fears.

- Don’t force your dog to greet people or other dogs.
- Don’t keep them in a crowd or near a frightening sound when they are panicked or overwhelmed.
- Don’t punish barking, growling, or other fear-related behavior. Punishment and flooding can worsen the fearful association.
- Don’t increase exposure faster than your dog can handle. A manageable distance and intensity matter more than finishing a session or staying at an event.
These cautions align with UC Davis’s guidance on fear in dogs and the ASPCA’s advice on dogs fearful of strangers.
