A well-fitting coat can help a small or short-haired dog, while paw protection and a quick wipe-down after walks reduce contact with ice and de-icers. Puppies, older dogs, dogs with short coats, and dogs with health concerns may need extra care.
Why tiny dogs need extra care in cold weather
Small dogs can lose body heat quickly. A dog’s risk depends on more than air temperature: size, coat, age, health, wetness, wind, and individual tolerance all matter. A small, short-coated dog may need more protection than a larger dog with a dense coat, and a wet or wind-exposed dog can become uncomfortable sooner.
There is no single temperature that establishes when every dog is safe outside. Treat published temperature figures as prompts to reassess the conditions and your dog, not as guarantees. The American Kennel Club’s hypothermia guidance and VCA Animal Hospitals’ winter safety tips both emphasize taking the individual dog and circumstances into account.
When is it too cold to take a small dog outside?
Use caution as temperatures fall, and factor in windchill, rain or snow, and how long your dog will be exposed. VCA says owners should take precautions below 32°F. It warns that at 20°F or lower even short walks can be risky, especially with windchill. VCA’s guidance recommends limiting walks to 5–10 minutes below 20°F and using a coat and booties; that is general advice, not a promise that a particular dog will be safe for that long.

These figures are not universal outdoor limits. If your dog is shivering, sluggish, crying, or trying to head home, end the outing and bring them inside regardless of the thermometer reading.
How to prepare before a winter walk
Choose clothing for the dog and conditions
A coat or sweater may help a tiny, short-haired, or clipped-coat dog retain warmth. In wet or snowy weather, consider an outer layer that helps keep the coat dry. The garment should fit well and suit the dog’s shape and movement; clothing is an aid, not a substitute for supervision or shelter. The AKC’s guide to winter coats discusses which dogs may benefit and the importance of fit.

Make paw protection practical
Booties can help protect paws from ice and salted surfaces, but not every dog tolerates them. Try them for fit before relying on them outdoors. Paw balm is an alternative to consider if booties do not suit your dog. Keep foot hair trimmed to reduce ice balls forming between the toes, and keep the rest of the coat groomed and free of mats. VCA covers these measures in its cold-weather safety guidance.
Keep outings short, supervised, and dry
- Shorten walks when conditions are severe, and bring your dog inside at the first sign of discomfort.
- Limit exposure to wind, rain, and snow; do not let a coat stay wet.
- Stay with your dog outdoors in dangerous cold rather than leaving them unattended.
- After a walk, wipe the paws with a damp towel or one moistened with warm water to remove de-icer residue, then dry them.
Signs your dog may be too cold
Shivering, crying or yelping, sluggishness, or tugging toward home are reasons to stop the walk and get the dog somewhere warm. Weakness, delayed responses, abnormal breathing, pale or blue gums, or reduced alertness are more serious warning signs. Shivering and lethargy can have causes other than cold exposure, so do not try to diagnose the problem from appearance alone.

What to do if you suspect hypothermia or frostbite
Move the dog to a warm place and contact a veterinarian promptly if you suspect hypothermia. VCA says a dog’s normal temperature is 100.0–102.5°F and advises veterinary attention if a pet’s temperature falls below 99°F. Its temperature-taking guidance, modified February 26, 2026, also cautions that signs alone cannot establish whether a pet is hypothermic; a temperature reading and veterinary judgment matter. Do not rely on touch or appearance to rule out a problem.
The AKC gives these hypothermia severity bands: mild at 90–99°F, moderate at 82–90°F, and severe below 82°F. These figures describe severity, not safe outdoor temperatures. Seek veterinary care rather than trying to classify a dog’s condition yourself.

Frostbite can affect the paws, ears, and tail. If you suspect it, seek immediate veterinary care. Do not rub the affected skin or apply direct heat, such as a hairdryer or heating pad; follow the veterinarian’s instructions.
