How to Keep Dogs Safe Around Dams, Ponds, and Other Open Water

Keep dogs under control around water, avoid dams and the water below them, and know how to respond safely if a dog struggles or nearly drowns.

Keep your dog under close control around open water, and give dams—especially the water below low-head dams—a wide berth. Never throw a fetch toy toward hazardous water, and do not enter dangerous water to rescue a dog. If your dog struggles in the water or is nearly submerged, contact a veterinarian promptly, even if the dog seems recovered.

Why dams and open water can be dangerous

Low-head dams and the water below them

Low-head dams can be hard to spot, and water conditions around them can be unpredictable. Turbulence below a dam can pull a person back toward it; the Virginia Department of Health warns that “Even the water just below the dam is dangerous because the churning water can pull you back toward the dam.” Keep dogs away from the dam and the water below it. On a river, get out and walk around the dam before re-entering downstream, as the Virginia Department of Health advises.

Ponds, banks, and other access points

Still-looking water is not automatically safe. Depth may change suddenly, and water can conceal debris, pollutants, or blue-green algae. Wet banks, steep edges, and jagged rocks can make it harder for a dog to get out and can cause a person to slip. The UK government’s woodland guidance recommends assessing water access for depth, flow, unseen hazards, pollutants, and algae. Choose a designated, permitted access point where conditions are known, and heed signs, barriers, and local restrictions.

How to prevent a dog from entering unsafe water

  • Stay close and keep control. Watch your dog continuously near water. Use a lead or other reliable control near hazardous or restricted access points; do not assume a dog can swim safely just because it appears confident.
  • Keep fetch away from water. Do not throw sticks or balls toward a bank, pond, river, or dam. Dogs may chase a toy straight into danger.
  • Choose the location before letting your dog swim. Check signs and restrictions, and assess the entry and exit, water depth and flow, and possible debris, pollutants, or algae. Avoid dams and the water below them entirely.
  • End the activity if your dog shows distress. Stop if the dog is tired, disoriented, uncoordinated, or having difficulty breathing. The Scottish Fire and Rescue Service’s dog-safety advice also cautions that banks and rocks can make escape difficult.

When a dog life jacket can help

For appropriate boating or swimming activity at a safe site, a properly fitted canine life jacket can provide an additional precaution. The American Animal Hospital Association’s swimming-safety guidance, updated June 11, 2026, recommends looking for a snug but comfortable fit that will not slip or restrict movement, bright or reflective material for visibility, and a sturdy handle on the back.

A life jacket does not replace supervision, control, or choosing safe water. It does not make a dam or dangerous water safe to approach.

What to do if your dog struggles in the water

Keep yourself out of danger

Do not enter dangerous water or lean over an unstable bank to reach your dog. Call local emergency services when the situation warrants it and follow responders’ instructions. The Scottish Fire and Rescue Service says to call 999 in an emergency; that number applies to its jurisdiction and is not universal. Use the emergency number for your location.

Arrange veterinary care promptly

Once the dog is out of danger, contact a veterinarian promptly if the dog struggled in the water or was submerged. A dog may have inhaled water even if it appears to recover. The Scottish Fire and Rescue Service advises immediate veterinary attention after a struggle in water, and PetMD’s near-drowning guidance likewise recommends veterinary assessment even when a dog seems well. Follow a veterinarian’s advice for your dog’s situation.
