For public access covered by the Americans with Disabilities Act (ADA), a service dog does not need a vest, ID tag, certificate, or registration. Keep the dog’s ordinary local license and vaccination information current, and check renewal rules with your city or county. Optional contact identification can help someone reach you if the dog is found, but it is not proof of ADA status.
Know which records are required and which are optional
Under federal ADA public-access rules, a service animal is a dog individually trained to do work or perform tasks for a person with a disability. These rules apply to access to businesses and state or local government services; they do not answer separate rules for air travel or employment. The DOJ explains that a dog’s handler is responsible for the animal’s care, including veterinary care, in its Frequently Asked Questions about Service Animals and the ADA.
Keep ordinary dog records current
Local rules vary, so use the relevant city or county animal-control authority to confirm whether a dog license, registration, or vaccination documentation is required, how to renew it, and how to update details such as a change of address. These are ordinary dog requirements, not a special ADA service-dog registration system.

- Keep the current dog license or registration information together with vaccination information and your veterinary contact details.
- Note the applicable renewal dates and update the records when the source information changes.
- Store copies in a place you can retrieve when needed. The DOJ does not prescribe a particular format, storage method, or update interval; choose what works for you.
Use optional identification for contact, not proof
A contact tag is a personal choice. If you use one, choose details you are comfortable sharing and check them when your phone number or other contact information changes. Readability, durability, and privacy are practical considerations, not ADA standards. The DOJ’s guidance is clear: “The ADA does not require service animals to wear a vest, ID tag, or specific harness.”
A tag, vest, patch, or certificate does not create ADA service-animal status or guarantee access. If the dog’s role is not apparent, a covered entity may ask whether the dog is required because of a disability and what work or task it has been trained to perform; it may not demand service-animal documents as the price of entry. The DOJ states that purchased online certification and registration documents “do not convey any rights under the ADA” and are not recognized by the department as proof that the dog is a service animal.

Distinguish licensing from voluntary registration
A local dog license or registration may be required under rules that apply to dogs generally. A voluntary service-animal registry is different: it may be offered for a local purpose, but it cannot be a public-access condition under the ADA. Before sharing personal information with a registry, check what it is for and what information it collects. Do not treat its tag or confirmation as federal ADA proof.
