You can help your community save more shelter animals by finding out what local shelters need, then coordinating a practical response with them. Start with the meaning of “no-kill”: Best Friends Animal Society defines it as saving every shelter dog or cat who can be saved, and uses a 90% aggregate save rate over 12 months as its benchmark. That rate describes outcomes across a period; it does not guarantee the same outcome for every animal.
There is no single action that fits every community. Fostering, adoption, returning lost pets to their families, helping people keep pets, and supporting well-run community-cat programs can all contribute—when they match local needs and are coordinated with the relevant organizations.

What “no-kill” means—and what the numbers can tell you
Best Friends Animal Society uses two related definitions: a philosophy of saving every dog or cat in a shelter who can be saved, and an operational benchmark of at least a 90% save rate across a 12-month period. A community’s rate is an aggregate measure, not a promise about any one animal’s outcome. Best Friends also notes that some figures in its dashboard are estimates when shelters have not supplied current data.
National figures illustrate both progress and continuing need, but their periods and reporting products are not interchangeable:

How to find out what your local shelter needs
- Look up local progress. Use Best Friends’ dashboard to explore local lifesaving information and participation options. Check which figures are current and whether any are estimated.
- Ask the shelter or rescue directly. Contact the organization and ask what would help now, what it can safely accept, and how it wants volunteers to coordinate. Needs can change with species, season, staffing, and capacity.
- Choose an action that fits that need. Ask about fostering, adoption, volunteering, sharing adoption information, animal transfers, lost-pet reunification, pet-retention support, or community-cat work. Not every organization will need or be able to use every kind of help.
A useful question is: “What is one specific thing a community member can do this week that fits your current capacity?” That invites a concrete request without assuming the shelter needs more of a particular resource.

Choose a way to help that fits your time and skills
| Option | What it may involve | What to confirm locally |

| Foster | Providing temporary care in your home for an animal placed through a shelter or rescue. | Whether foster homes are needed, which animals need placement, what supplies or support are provided, and the organization’s care and return procedures. |
| Adopt | Giving a shelter animal a permanent home, if adoption is right for your household. | Which animals are available and the organization’s adoption process. Ask about practical barriers the organization is working to remove. |
| Volunteer or share adoption information | Helping with approved tasks or getting accurate adoption listings and events in front of more people. | Current volunteer roles, training, schedule, and which official information the shelter wants shared. |
| Support pet retention | Helping connect pet owners with locally available assistance that may prevent a surrender. | Which organizations provide relevant help and how to refer people without promising services that may not be available. |
| Help return lost pets | Supporting local identification, reporting, and reunification efforts. | How your shelter handles found animals and lost-pet reports, and which services it uses in your area. |
| Support community-cat work | Assisting an established local program with activities such as return-to-field or trap-neuter-return (TNR), where appropriate. | Whether the program is active, what training is required, how cats are assessed, and which local rules apply. |
No option is universally best. The right choice depends on the animal or community need, your time and capacity, and the organization that can coordinate the work.

Preventing avoidable surrenders can ease shelter pressure while keeping pets in familiar homes. The ASPCA identifies keeping pets in loving homes, removing barriers to adoption, and helping lost pets return to their families as effective ways to support animals and reduce pressure on shelters. ASPCA president and CEO Matt Bershadker describes these as “some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.” Read the ASPCA’s shelter intake and surrender information.

If someone is considering surrender because of a practical challenge, a shelter or community organization may know whether local support exists; do not assume a service is available or suitable without checking.
Help lost pets get home
Reuniting a lost pet with its family can create a live outcome without an adoption. Ask your shelter how it handles found animals, lost-pet reports, and identification, and what community members can do to support that process.

Best Friends describes return-to-home work and cites Petco Love Lost as one service used in shelter reunification efforts. Whether that service is used locally, and what coverage it offers in your area, should be confirmed with the shelter before you direct people to it. Best Friends’ dashboard and overview discuss return-to-home work.
Support community cats through established local programs
Some communities use return-to-field programs for eligible community cats: cats are assessed, sterilized, vaccinated as appropriate, and returned to their outdoor location through a coordinated program. The ASPCA says these programs can provide a live outcome for some cats when done well. It also cautions that return-to-field should not displace robust adoption programs for surrendered cats or careful planning for cats who are ill, injured, or too young to return. Read the ASPCA’s community-cat position.

For TNR or return-to-field work, begin with an established local group and follow its training, veterinary, and legal guidance. Best Friends’ community-cat toolkit describes practical advocacy steps such as supporting a local ordinance that permits TNR, fundraising for humane traps, and recruiting and training a volunteer trapping team. Trapping equipment belongs in experienced, locally coordinated work—not independent trapping without a plan. See Best Friends’ community-cat programs toolkit.
How a community can make progress together
One person can help move a local effort forward, but shelter capacity and community needs cannot be solved by an individual alone. A useful ambassador connects residents with shelters, rescues, veterinarians, community organizations, and local decision-makers around specific, workable needs.
Quick Recap
- Share verified local adoption, volunteer, and lost-pet information from the organizations responsible for it.
- Ask what capacity or policy change would make a practical difference, then bring that specific request to the relevant community group or local government.
- For community-cat work, support local rules and volunteer capacity through the established program, with training and applicable laws in view.
- Check back with the organization. Needs and available placements can change, so coordinate before organizing donations, recruiting volunteers, or promising help.
