How to Market and Adopt Hard-to-Place Shelter Pets

Help overlooked shelter pets find suitable homes with stronger visibility, useful profiles, easy inquiry steps, thoughtful fostering, and practical community support.

Helping a hard-to-place pet find a home takes more than a new photo or a social post. Shelters and rescues can improve the chances of a good match by giving overlooked animals more visibility, describing what staff actually know, making it easy to inquire, and offering support such as fostering when appropriate. “Hard-to-place” is a practical description of an animal who may need more time, a particular environment, treatment, or a compatible adopter—not a formal universal category.

Why some pets need a different path to adoption

Some animals are less likely to be adopted quickly because of their age, medical or behavioral needs, housing constraints, or the type of home that suits them. A longer stay does not mean an animal is less deserving, and it should not become a public label that defines the animal.

The scale of U.S. sheltering is substantial, but national figures measure different things. ASPCA reports that 5.8 million dogs and cats entered U.S. shelters and rescues in 2025, and 4.2 million shelter animals were adopted that year; strays made up 59% of intake and owner surrenders 30%. ASPCA’s statistics report those figures. Separately, Shelter Animals Count reports 5.2 million live community outcomes and 597,000 euthanasias in 2025. Its annual report also says median days to adoption fell compared with 2024 across government, municipal-contract, and private shelters, with private shelters reporting the shortest median stays overall. These are distinct measures from separate sources; none establishes that a particular promotion strategy caused a change. Shelter Animals Count’s 2025 annual report provides its figures.

How can shelters give overlooked pets more visibility?

When staff time or promotional space is limited, prioritize animals likely to have longer stays. Feature them prominently in online listings and in high-traffic areas of the shelter, with the same care and dignity given to other adoptable pets. Shelter Animals Count recommends targeted promotion based on likely length of stay, informed by a modeling study; it is a way to allocate attention, not a guarantee of adoption for any individual animal. Avoid branding a pet publicly as “long-stay” or “hard-to-adopt.” Shelter Animals Count’s marketing checklist describes this approach.

Use clear, inviting photos and brief video that show the animal’s personality where possible. For cats, a supervised visit with a wand toy can give a potential adopter a chance to see play and engagement; it is a simple interaction idea, not a proven adoption intervention. Put the animal where visitors can notice them, while ensuring that the setting and interaction remain appropriate for that pet.

What should an adoption profile say?

Write a profile around observed behavior, routines, and support needs—not guesses. Shelter Animals Count recommends emphasizing personality rather than breed because visual breed identification can be imprecise. Describe what staff have seen, what seems to help, and what remains unknown. Do not conceal relevant medical or behavioral information; put it in context and explain how the shelter is addressing it. Useful details to include

  • How the pet typically responds to new people, handling, or a busy environment, including the setting and circumstances of the observation.
  • Favorite kinds of play, enrichment, or interaction, as well as routines that appear to help the animal settle.
  • Known medical needs, current treatment or care instructions, and any follow-up a prospective adopter should discuss with shelter staff.
  • Household or environmental considerations supported by observation, such as whether the animal may do better with a quieter introduction or a particular routine.
  • What the shelter does not yet know, and how an interested person can learn more before deciding.

Concrete descriptions help people assess fit better than broad labels. For example, “takes time to approach unfamiliar visitors in the kennel; relaxes during a quiet, one-on-one interaction” communicates more than “shy.” Avoid turning a limited observation into a promise about how a pet will behave in a new home.

How should shelters make it easy to inquire?

A compelling profile is less useful if a prospective adopter cannot work out where to go or what happens next. Put the shelter’s address, opening hours, adoption steps, and a realistic expectation for when inquiries receive a reply in an obvious place. Offer a clear contact method and explain whether people should schedule a visit, submit an application, or speak with staff first.

Shelter Animals Count’s checklist reports that 38% of people who inquired through Adopt-a-Pet said they never heard back, and 13% said they did not know where to go. Those are figures from the checklist’s cited survey, not estimates for all adopters or all shelters. They illustrate why a visible process and timely follow-up matter. See the checklist.

When does fostering help?

Fostering can offer a pet a home environment, give caregivers and shelter staff information about behavior outside the shelter, extend shelter capacity, and introduce the animal to potential adopters through the foster caregiver’s network. It is also a commitment that calls for an appropriate match between the animal’s needs, the caregiver’s capacity, and the program’s available support.

Shelters may consider short foster stays, foster-to-adopt arrangements where offered, prompt handling of foster or adoption requests, or foster placement for some animals receiving treatment. The animal’s medical plan and placement decisions should follow local veterinary and program guidance. ASPCA emphasizes that the shelter remains responsible for animals in foster care and needs sufficient resources to oversee the program. Choosing between adoption and foster options

Ask the shelter about its foster eligibility, supplies, veterinary arrangements, emergency contact, and support for behavior questions before taking an animal home. Policies vary, so confirm the details with the organization rather than assuming another shelter’s rules apply.

How should behavior information be interpreted?

An animal’s behavior can change with stress, health, surroundings, and familiarity. A kennel observation, a medical exam, a social session, a foster stay, or a standardized assessment each contributes a partial view; none alone tells the whole story. ASPCA advises gathering information from multiple sources and says assessment behavior generally should be corroborated in another environment unless it is egregious. Examples of available assessments include SAFER, Match-Up II, and Assess-a-Pet. ASPCA’s guidance on behavior assessments discusses these limits.

Profiles should share relevant observations without diagnosing an animal or promising that a pet is safe in every situation. Encourage prospective adopters to discuss the animal individually with shelter staff, plan gradual introductions, and seek qualified veterinary or behavior support when appropriate. ASPCA’s welfare guidance says shelters should strive for good welfare, not merely reduce physical pain and psychological distress. Read the ASPCA position statement.

What if the obstacle is cost, housing, or support?

Some adoption and retention barriers exist outside the shelter. ASPCA identifies veterinary costs, housing restrictions, and limited behavior support as issues that can affect whether people can adopt or keep pets. Depending on the community, safety-net help may include pet food banks, financial assistance or subsidized veterinary care, temporary housing, and spay/neuter services. Availability and eligibility are local; ask nearby shelters and service providers what exists in your area. ASPCA describes these community-support needs and program types.

When discussing a pet’s needs with a prospective adopter, connect them to realistic resources rather than assuming every household can absorb every cost or restriction. A good match depends on both the animal’s needs and the support the adopter can actually access.
