If you care for outdoor community cats, make a written emergency plan before a storm, evacuation, or other disruption: name a backup caregiver, document the cats and their location, prepare the site for local hazards, and keep local shelter and animal-response contacts handy. Plan separately for household pets. Guidance for unsocialized community cats generally does not recommend trying to trap and evacuate them with you; follow local emergency directions and arrange support for the colony where it lives.
Start with the key distinction: household pets and community cats need different plans
Your household cat should have a secure carrier, a destination that accepts animals, and a ready evacuation kit. For unsocialized community cats, the cited guidance generally advises against trying to catch and evacuate them. Instead, prepare the colony site and arrange backup care if you cannot reach it. Conditions and official instructions can change what is safe, so follow local emergency directions and never enter a restricted or hazardous area to reach cats.

Keep these plans distinct: advice to take an owned pet when evacuating is not an instruction to trap unsocialized outdoor cats. FEMA’s household-pet guidance, reproduced in an Alley Cat Allies fact sheet, says, “If you evacuate your home, do not leave your pets behind!” That advice concerns pets traveling with their caregiver.

Build a written plan that someone else can use
Name and brief a backup caregiver
Choose at least one person who can feed and check on the colony if you are away or cannot return. Confirm access, the usual routine, and how to contact one another before an emergency. The backup should also know who to call if they cannot help. Record the colony and each cat
Keep clear, current photos and brief descriptions of each cat, the colony’s exact location, common hiding places, and any relevant care details, including known spay/neuter status. Make the notes usable by someone unfamiliar with the cats. Share appropriate colony and contact information with local shelters or responders so photos and descriptions can help identify cats who are trapped or impounded. Keep contacts and access details together
Make a contact sheet with the primary and backup caregivers, local shelters, animal control or humane organizations, and local emergency-management contacts. Verify local contact details periodically; the right agency and available services depend on your location and the event.

Prepare the colony site for the hazards it actually faces
Walk the site with likely local hazards in mind rather than assuming one setup works everywhere. In flood-prone areas, move shelters and feeding stations to higher ground where possible. Check common hiding places, including spaces under sheds or buildings, for more than one way out. If you may be unable to return promptly, multiple food and water stations can provide access in more than one spot.

Make a separate evacuation plan for household cats
For cats who live with you, identify a destination that accepts animals, plan transportation, and keep secure carriers and an emergency kit ready. Confirm shelter rules in advance: not every shelter accepts pets. FEMA’s pet preparedness guidance covers supplies and safe sheltering, while the ASPCA disaster-preparedness guidance also advises planning ahead for pets.
Supply recommendations differ by source and date, and they apply to household pets, not to a quantified feeding requirement for a community-cat colony:

- Alley Cat Allies’ May 8, 2023 article recommends at least five days of food and water for an indoor pet disaster kit.
- The ASPCA’s September 1, 2026 guidance recommends 7–10 days of food and water and two weeks of medication for household pets’ go bags.
Use the recommendation that fits your household and current local guidance; do not treat either figure as a universal ration or survival estimate for outdoor colonies.
If evacuation or loss of access is possible
- Follow official directions. Check current local and state emergency instructions, including restrictions on travel or access to the colony area.
- Contact the backup caregiver. As soon as practical, share the colony notes, access information, and relevant contacts. If you cannot reach the site, the backup plan should cover feeding and monitoring.
- Take household pets to the prepared destination. Use the preselected pet-friendly option and secure carriers. Do not apply household-pet carrier advice as a direction to catch unsocialized community cats.
There is no universal duration or ration specified in the cited community-cat guidance for colonies when a caregiver cannot return. Arrange backup care in advance rather than assuming a particular amount of food will cover every delay.

When it is safe to return, check the site and look for cats
Wait until authorities say it is safe to return. Inspect the colony area, shelters, and feeding stations; clean or restore them as conditions allow. Cats may hide for several days after severe weather, so an empty-looking site does not by itself mean they are gone.
If cats remain missing, contact local shelters and ask which animal-response agencies or rescue groups are working in the area. Provide the photos and descriptions you prepared so responders can compare them with cats they find.
