Protect young or newly planted trees and shrubs from periodical cicadas with fine insect netting that has openings no larger than 1/4 inch. Cover the whole plant and secure the netting at the trunk or base so cicadas cannot crawl underneath. Mature trees usually tolerate cicada injury, and vegetables, flowers, fruit, and other garden produce do not need covering because cicadas do not eat them.
Which plants need protection?
Focus on young trees, shrubs, and newly planted woody plants with small, pencil-sized twigs. Female cicadas cut slits into twigs to lay their eggs, which can cause the twig tips to turn brown and die—a symptom often called flagging. Damage is concentrated on smaller plants; mature, established trees usually tolerate it.
Cicada nymphs spend 13 or 17 years underground, depending on the periodical-cicada brood and species. Emergence timing varies by geography. Their root feeding is usually minor compared with the injury females cause while laying eggs.
Vegetables, flowers, and fruit generally do not need netting
Cicadas do not eat leaves, flowers, fruit, or garden produce, according to the U.S. EPA. Cover vulnerable woody plants, not the whole vegetable or flower garden.

What netting keeps cicadas off young plants?
Choose breathable insect netting with openings no larger than 1/4 inch. Check the actual mesh opening rather than relying on a product’s general label or marketing claims. The netting should cover the entire plant, with enough material to reach and secure around the trunk or base.
Ordinary bird netting is often too coarse. Purdue Extension warns that bird netting with mesh around 5/8 inch or larger can let female cicadas reach twigs and lay eggs. Do not treat it as a substitute for fine insect netting.

How to install and remove cicada netting
- Cover plants before significant egg laying begins. Put netting over the vulnerable tree or shrub before female cicadas start laying eggs in earnest.
- Enclose the whole plant. Make sure small branches and twigs are behind the mesh, rather than sticking through it.
- Secure the bottom. Fasten the netting snugly around the trunk or plant base so cicadas cannot crawl underneath.
- Keep it in place through the egg-laying period. Remove the cover after the adult cicadas have died.
What to do about egg-laying scars or brown twigs
After the egg-laying period, inspect vulnerable trees and shrubs for slits in the twigs and brown, wilted tips known as flagging. Prune affected twigs and destroy them, following your local extension service’s advice. The damage is to the twigs; pruning flagged sections is the practical response, rather than treating the plant with a routine insecticide spray.

Routine insecticide spraying is generally discouraged as a way to protect small trees and shrubs. University of Illinois Extension says insecticides are less effective than netting for protecting smaller plants. Spraying can also harm beneficial organisms and animals that eat cicadas. Exclusion with correctly sized, securely installed netting is the more useful approach for vulnerable woody plants.
