How to Protect Your Cat From Theft and Verify Who Is Handling Them

A current microchip record, sensible exposure precautions and direct checks with the responsible organization can help protect your cat and support recovery if they go missing.

To reduce your cat’s exposure and improve the chance of getting them back, keep their microchip registered with current contact details, use sensible precautions such as a quick-release ID collar, and keep recent photos and veterinary records. Before anyone takes custody of your cat, verify their identity, role and appointment directly with the clinic or organization using a contact method you already trust. A microchip identifies a cat when scanned; it does not track location or prove who currently has the cat.

Make identification useful before you need it

Microchip and registry details must work together

A microchip carries a unique number that can be read with a scanner. The number helps connect a cat to a keeper only when it is linked to accurate, current details in the relevant database. Ask a veterinarian or locally authorized trained professional about implantation. Keep the chip number and proof of implantation, then confirm that the registration is active and lists the correct phone number, address and keeper details. Update the record whenever those details change. GOV.UK explains the UK requirements and how microchip records work; Singapore’s Animal and Veterinary Service (AVS) describes its pet-cat microchipping and licensing scheme.

A microchip is not a GPS device: it cannot show a cat’s real-time location. Nor does a scan by itself establish who currently has physical custody. It is an identification link, not a locator or proof of a handler’s authority.

Use visible identification as a supplement

A quick-release collar with an ID tag can display contact information to someone who finds your cat. Cats Protection recommends a quick-release collar if using one and identifies microchipping as ideal. A collar is secondary identification, not a theft deterrent or tracking device; use both where appropriate and keep the chip record current. Reduce exposure and keep useful records

Lower opportunities for unsupervised contact

  • Where it suits your cat and household, keep your cat indoors at night. Cats Protection and Neighbourhood Watch recommend this as a way to reduce roaming and exposure.
  • Consider neutering; the same guidance recommends it to reduce roaming. Ask your veterinarian about an appropriate plan for your cat.
  • Take your cat’s welfare and routine into account when changing outdoor access. These precautions can reduce exposure, but none guarantees that a cat cannot be stolen.

Keep evidence easy to find

Store recent, clear photographs of your cat and routine veterinary records somewhere you can access quickly. Keep the microchip number and registration details with them. If your cat goes missing, note when and where they were last seen. Share the photographs, chip number and records with local police or animal-control services and nearby veterinary clinics and rescue organizations. The UK Pet Theft Taskforce report called for better recording of pet theft, including details such as microchip numbers and photographs. Read the Taskforce report.

Respond safely to suspicious activity

Alert neighbors and, where relevant, your local community police officer. If you can do so safely, record a person’s description, the time, vehicle details and nearby CCTV that might have captured relevant images. Do not confront anyone if doing so could put you or another person at risk. Report the incident to local police or the appropriate animal-control authority; local reporting procedures vary. Verify a person before handing over your cat

There is no universal credential system for every cat sitter, clinic worker, rescue volunteer or other handler in the cited guidance. Verify the person and the specific handover directly with the organization responsible rather than relying only on a badge, message or phone number supplied by the person.

  1. Ask for identity and role. Get the person’s name, the organization they represent and why they need to handle your cat.
  2. Contact the organization through a known channel. Call the veterinary clinic, sitter agency, rescue or other organization using a number or contact method you already trust, such as one from its established records. Ask it to confirm the person’s appointment or authorization.
  3. Confirm the arrangements. Check the service, appointment time, destination and who will receive the cat. Ask for transfer paperwork or written confirmation where practical.
  4. Keep a record of the handover. Retain copies of relevant paperwork and share only the records the handler needs.

If someone disputes ownership or you cannot confirm a claim to take custody, pause the handover and contact the organization or local police or animal-control authorities for guidance.

Check the rules where you live

Microchip, registration and control requirements depend on location. These examples are not a substitute for checking current local government guidance.

Location What the cited guidance says
England GOV.UK says cats, including indoor cats, must be microchipped and registered by 20 weeks of age. A trained professional must fit the chip, and keepers must maintain current details in an approved database. See the current GOV.UK guidance.
Scotland, Wales and Northern Ireland The same GOV.UK page says cat microchipping is optional in these nations. Check the relevant authority for current rules.
Singapore AVS says pet cats must be microchipped and licensed under its scheme. A National Parks Board notice dated 18 July 2026 says enforcement for keeping an unlicensed pet cat starts on 1 September 2026. Licensing conditions include keeping cats in a safe environment and under physical control in public, with a carrier or harness given as examples. These rules do not apply everywhere. Check your local government or veterinary authority for requirements where you live. Microchip registration also does not, by itself, establish a handler’s current authority to possess your cat.

What the available theft figures can—and cannot—tell you

The cited sources do not establish a reliable current cat-theft rate. The UK Pet Theft Taskforce reported around 2,000 dog-theft incidents in England and Wales in 2020, based on unpublished police-force data; that is a historical dog figure, not a cat statistic or a current measure of risk. It should not be used to estimate how often cats are stolen. The practical steps above are useful for identification, reducing exposure and reporting, regardless of whether a local theft rate is known.
