The basic model is simple—people submit pet photos, supporters vote or donate, and the shelter receives the proceeds—but the contest is not a guaranteed fundraising formula. Results depend on the organizer’s network, the shelter’s reach, the payment structure, and consistent follow-up.
Use the plan below to build a contest the shelter can approve, explain honestly, run mostly online, and close with an accountable report.

Start with the shelter, the purpose and the money trail
Before announcing a single entry, identify the shelter that will benefit and obtain written approval from its leadership. Confirm its legal name, charitable status, preferred donation page, accounting contact and the person who can approve contest rules. If an individual, volunteer group or business is organizing the campaign, the shelter should clearly authorize that organizer to act on its behalf.

Authorization also prevents a common trust problem: people may donate believing money goes to a shelter when the organizer has not actually arranged that destination.

State exactly what the campaign supports
Name the shelter and describe the purpose in ordinary language, such as “net proceeds support the shelter’s general animal-care work.” Do not promise that money is restricted to veterinary bills, a particular location or one named animal unless the shelter has confirmed that restriction in writing. If a sponsor is matching gifts, state the match cap, dates and qualifying payments rather than implying that every donation will be doubled.
Decide who receives and reconciles payments
The cleanest arrangement sends payments through the shelter’s existing donation or event platform. If an outside platform is unavoidable, document who receives the money, how fees are handled, when funds transfer and who will reconcile the final total. Keep a record of gross payments, refunds, platform fees, prizes and the net amount delivered. Ask the shelter which receipts or acknowledgments it can issue; do not promise a tax receipt that the shelter has not approved.
Choose a format that fits your audience and compliance capacity
Animal Humane Society describes a straightforward model: invite people to submit a pet’s best photo, charge a few dollars for a good cause and ask a network to vote online. That is a suggested format, not a legal requirement. You can also remove payment from entry or voting and ask for optional donations. Compare the choices before selecting one.

| Paid entry, free voting | Each submission includes an entry payment; voting costs nothing. | Simple public voting and a predictable entry step. | Rules must distinguish an entry fee from a charitable donation. State tax treatment is not automatic, and payment may not be deductible when a participant receives a contest benefit. |
| Free entry, paid votes | Anyone may submit; supporters pay for votes or vote bundles. | Participants can recruit a broad audience without an upfront barrier. | Paid chances to influence a winner require especially clear vote counting, fraud controls and payment language. Do not describe a paid chance as deductible without shelter and tax review. |
| Free entry, free voting, optional donations | Submission and voting are free; supporters donate separately through the shelter page. | Lowest participation barrier and clearest separation between contest activity and giving. | Revenue depends on direct donation asks and promotion rather than required contest payments. |
| Judged entries with optional donations | A panel selects a winner; donations are voluntary and do not buy votes. | Useful when the shelter wants creative judging or wants to avoid vote-selling. | Publish judging criteria, panel membership or role descriptions, tie rules and a process for questions. |
Use six planning questions for whichever format you choose: Is entering or voting paid? How are votes counted and checked? Can a person participate easily on a phone? How much staff time is needed to moderate photos and answer questions? Who pays for or donates the prize? What donation, receipt and solicitation obligations follow from the structure?
Write the rules before you promote the contest
Put the complete rules on the contest page before the first entry opens. Shelter leadership should approve them because the exact terms determine participant expectations and may affect tax and charitable-solicitation obligations.
Eligibility and submission requirements
- State the start and closing dates, time zone and whether late entries are rejected.
- Define who may enter: geographic limits, age requirements, and whether employees, volunteers, sponsors or their household members are excluded.
- Set a submission limit per person and explain accepted file types, image size and whether short videos are allowed.
- Require the entrant to own the image or have permission to submit it, and prohibit content that is unsafe, abusive, hateful or unlawfully copied.
- Explain whether an entry can be removed for violating the rules and who makes that decision.
Image rights and privacy
Obtain permission to display, crop, resize and share each submitted image for the contest and related shelter promotion. If a person appears in a photo, require the entrant to obtain that person’s permission, with a parent or guardian for a minor where appropriate. Tell entrants whether images may remain in a public gallery after the contest and how they can request removal. Do not ask for more personal information than the shelter needs to administer the campaign.
Voting, judging and ties
Explain whether the winner is selected by a raw vote total, a moderated vote, a panel or a combination. State when voting opens and closes, whether one person may vote once per day or once overall, and whether votes are free or paid. Describe how duplicate accounts, automated votes, refunded payments and suspected manipulation are handled. Include a tie-break method before launch, such as a panel decision using the published criteria.

Prize and payment language
Describe the prize’s value, donor or sponsor, delivery method, eligibility limits and any expiration date. If the prize is donated, say so without implying that the donor endorses every participant. Write plainly what each payment funds. Call an entry payment an entry payment, a vote payment a vote payment and an optional gift a donation; do not blur these categories in a way that could mislead participants.
Handle tax and charitable-solicitation issues carefully
This is general U.S. guidance, not a campaign-specific legal determination. The shelter should approve the final wording and check requirements in every jurisdiction the campaign will reach.
Authorization and state registration
The Internal Revenue Service says many states regulate charitable solicitation of their residents and often require registration before solicitation. Exemptions differ by state and organization type. A campaign shared nationally can reach residents in states where the organizer did not expect to solicit, so the shelter should check the states targeted by advertising, email and social posts, along with local rules that may apply to raffles, prizes, permits or commercial co-venturers.
Do not promise deductibility
IRS Publication 526 states that raffle, bingo and lottery ticket costs are not deductible charitable contributions. A paid chance to win, or a payment that provides a contest benefit, therefore should never be marketed as automatically deductible. When a contributor receives goods or services, the potentially deductible amount can be limited to the payment above the fair market value of that benefit. IRS quid pro quo guidance also includes written-disclosure obligations in specified circumstances. Ask the shelter whether it will issue any acknowledgment and use only language it approves.
Keep receipts and disclosures consistent
Save the final rules, authorization, payment reports, refunds, sponsor agreements, winner confirmation and transfer records. If the platform sends automated receipts, review their wording so they do not call an entry fee a tax-deductible donation. A short notice such as “Payments for entries or votes may not be deductible; consult a tax adviser” is not a substitute for the shelter’s legal review, but it is safer than making an unsupported promise.
Build a mobile-first contest and donation path
Most supporters will encounter the campaign through a phone. Use one stable page for rules, submissions, voting and the shelter’s approved donation link, or provide unmistakable buttons between separate pages. Animal Humane Society’s fundraising toolkit recommends sharing a fundraiser by social media or text and including the fundraising-page link. Test every link while logged out and on a small phone before launch.
- Create the campaign page. Put the shelter name, purpose, dates, entry button, voting instructions, donation button, prize terms and contact email near the top.
- Reduce form friction. Ask only for the entrant’s name, email, required consent, image and payment information needed by the approved platform. Explain how the email will be used.
- Show the status clearly. Display whether submissions, voting or donations are open. Close forms automatically at the announced time or post a prominent closure notice.
- Test the payment flow. Make a small test payment if the shelter permits, confirm the receipt language, verify that refunds can be processed and check where transaction records are downloaded.
- Prepare an accessible share link. Use a short, stable URL supplied by the shelter or platform. Add descriptive image text, readable contrast and instructions that work without relying on a video.
Existing phones, computers and free social channels are sufficient for a digital-first contest. Backdrops, tripods, printed signs and collection boxes may be useful for a local event, but the available guidance does not establish them as necessary purchases.

Promote with a human story and repeated direct asks
People need a reason to participate and a precise action to take. Explain why the organizer chose this shelter, what its general animal-care mission is and what the campaign will fund. Avoid inventing an impact number; report the shelter’s verified figures after funds are reconciled.

Use personal invitations, not only public posts
ASPCA’s fundraising guidance emphasizes a personal campaign story, social and email promotion, direct asks, reminders and public thanks. It states: "The number one reason people don’t give to fundraisers is because they weren’t asked to donate." Send individual invitations to friends, family, coworkers, adopters, foster networks and local pet communities. A personal message can include the recipient’s name, the shelter’s purpose, the exact deadline and one link.
Give supporters a ready-made share kit
- A one-sentence explanation of the shelter and campaign.
- The contest or donation-page link.
- The opening and closing dates, including the time zone.
- A square image with alternative text and permission to repost.
- A sample direct message that asks for an entry, a vote or an optional donation without conflating them.
Post when submissions open, when voting opens, midway through the campaign and during the final reminder window. Repetition is useful when each post has a different action: submit a photo, vote, donate, share or check the leaderboard. Do not imply that a participant’s animal will win because they donated, and do not pressure people to disclose sensitive financial information publicly.
Use a calendar that gives people time to act
| Timing | Organizer task | Public message |
|---|---|---|
| Three to four weeks before | Secure shelter authorization, choose the format, draft rules, confirm the donation destination and arrange the prize. | Save-the-date message only if the rules and destination are not yet final. |
| One to two weeks before | Publish the approved page, test forms and payments, prepare the share kit and brief moderators. | Explain the purpose, eligibility and opening date. |
| Opening day | Check that entries, voting and receipts work; record the opening state of the page. | Ask supporters to submit or share the first entries. |
| Middle of the window | Review moderation queue, answer questions, check unusual vote activity and send personal reminders. | Show approved entries and repeat the exact action needed. |
| Final 24–48 hours | Confirm closing time, preserve records and prepare winner-notification messages. | Give one clear deadline and avoid changing rules at the last minute. |
| After closing | Freeze results, resolve disqualifications under the published rules, reconcile payments and obtain shelter approval for the announcement. | Announce the result, thank participants and explain when the verified total will be shared. |
Moderate entries and protect the vote
Assign at least one person to review submissions before they appear publicly. Check that the image meets the format, the entrant accepted the rights terms and the content does not expose a child’s or another person’s private information. Record the reason and date for any removal so a disputed decision can be explained.
For voting, use the platform’s available limits on repeat votes, require email verification when appropriate and monitor sudden bursts, repeated payment instruments or identical account patterns. These signals do not prove fraud by themselves. Apply the published review process consistently, invite evidence through the designated contact and document refunds or disqualifications. Never change the scoring method after seeing which entry is leading.

Choose prizes without letting the prize consume the fundraiser
A donated service, pet portrait, training session or supply basket can make the contest appealing, but a prize is optional. Set a maximum prize cost before launch and subtract that cost, platform fees and refunds when reporting net proceeds. Ask a local pet business or artist for an in-kind contribution only after confirming what the shelter is comfortable promising.
A historical example shows how sponsor support can work without serving as a forecast: ASPCA reported a 2024 Ring campaign that provided $10 per eligible pet photo or video submission, up to $100,000 for the ASPCA, plus up to an additional $400,000 for local shelters. That was a past campaign, not a current offer or an expected result for a new contest.

Close the loop with thanks and a verified report
When voting ends, announce the winner according to the published method and contact the winner privately before posting their name or image. Thank every entrant, voter, donor, volunteer, sponsor and moderator. Public thanks can be a post, email or shelter-approved acknowledgement; ask before naming people who prefer privacy.
After the shelter reconciles the account, report the amount raised and identify whether it is gross or net. If you report net proceeds, state which fees, prizes or refunds were deducted. Explain the transfer date if known. Do not claim that the total paid for a particular number of surgeries, meals or adoptions unless the shelter supplies that figure. A transparent report can say, for example, “The shelter confirmed that $X in net proceeds was transferred on [date] for its general animal-care fund,” with the date and amount filled in only when verified.

The shelter was never formally authorized
Why it fails: Participants cannot verify where money goes, and the organizer may not be able to support charitable-deduction claims.
Fix: Pause promotion, obtain written authorization, name the approved recipient and update every page and receipt message.
Entry fees and donations are described as the same thing
Why it fails: People may believe a contest payment is deductible or misunderstand what they purchased.
Fix: Label entry, vote and donation payments separately and have the shelter approve all tax language.
The contest is easy to enter but hard to share
Why it fails: A long form, broken mobile button or missing link stops supporters before they act.

Promotion relies on one announcement
Why it fails: Many potential donors simply never see the request.
Fix: Schedule opening, midpoint and final reminders, then add direct personal invitations with one specific ask.
Voting disputes damage trust
Why it fails: Participants do not know the limits, tie method or fraud process.
Fix: Publish those terms before launch, monitor activity consistently and preserve an audit record.

Why it fails: Refunds, fees or failed payments can change the amount.
Fix: Announce the result first, then publish the shelter-confirmed gross or net total after the account is checked.
A reusable campaign blueprint
For a small shelter with limited staff, a low-complexity version might look like this:
- The shelter authorizes a volunteer to run a four-week contest and confirms that net proceeds go to its general animal-care fund.
- Entry is free, voting is free and the page includes an optional donation button, avoiding a required payment for participation.
- Entrants may submit one original pet photo, grant display permission and agree that the shelter may remove rule-breaking content.
- A volunteer panel selects a winner using published criteria, while supporters can still share entries and donate.
- The organizer posts a personal story, emails direct invitations, supplies a share image and sends midpoint and final reminders.
- Moderators approve entries, maintain a question log and preserve payment and vote records.
- After closing, the panel announces the winner, the shelter reconciles the account and the organizer publishes the verified net amount with a public thank-you.
A larger campaign can add paid voting, multiple categories or a sponsor match, but each addition increases the need for precise rules, vote controls, payment reconciliation and legal review. Start with the simplest structure the shelter can administer reliably, then expand only when the added complexity has a clear fundraising purpose.
