If a dog is attacking, someone needs urgent medical attention, or the dog is still loose and threatening people, move to safety and call your local emergency service first. The correct number is location-specific: for example, Queensland uses Triple Zero (000), Toronto uses 911 in specified immediate-danger situations, and the Netherlands uses 112. For a non-emergency, report the incident to the agency that handles dogs where you live—such as a council, animal-control or by-law service, dog warden, police non-emergency line, or public-health office.
Give a chronological, factual account rather than trying to decide whether the dog legally qualifies as “dangerous.” Include when and where it happened, exactly what the dog did, a careful description of the dog, injuries, witnesses, and owner or handler details if known. Keep notes and evidence only from a safe place, and do not approach the dog or confront its owner.

1. Deal with immediate danger before making a report
Reporting forms can wait while an attack is in progress or a person is badly hurt. Get behind a secure barrier, move other people and animals away if you can do so without going near the dog, and contact the emergency service for your location.
- Queensland: the government says, “If a dog attack is urgent or life-threatening, call emergency services immediately on Triple Zero (000).”
- Toronto: the city directs people to call 911 when immediate medical attention is required or the offending dog remains at large.
- The Netherlands: the national government says to call 112 when there is immediate danger.
These numbers are examples, not a worldwide rule. Use the emergency number published for your country or locality. If you cannot safely identify the number, ask a nearby person in a secure place to call emergency services.

When the attack has ended
Once everyone is safe, arrange medical care for a person with a bite or other injury. A human bite that breaks the skin should receive medical attention; Toronto also identifies public-health reporting as part of rabies prevention. Dutch guidance says to contact a doctor on the same day after an injury. For an injured animal, seek veterinary attention and follow the local authority’s reporting instructions. Do not attempt to diagnose a wound or decide that medical care is unnecessary because the mark looks small.
2. Find the agency responsible where you live
There is no universal “dangerous dog” reporting office. The responsible organization and its after-hours process depend on your jurisdiction. Search your local government website for terms such as animal control, animal services, dog warden, dog attack, by-law enforcement, or dangerous dog. If the site gives a police non-emergency route, use that for a non-urgent incident.
| Jurisdiction or guidance | Example reporting route | Emergency or special instruction |
|---|---|---|
| England | Local council dog warden service or local police | Use the emergency route for an immediate threat; use the local non-emergency process for a past incident. |
| Queensland | Local council | Triple Zero (000) for an urgent or life-threatening attack. |
| Eden District guidance | Police non-emergency number 101 for dangerous dogs | Follow the current local instructions if the dog presents an immediate danger. |
| Toronto | Municipal animal or by-law services | Call 911 if immediate medical attention is required or the dog remains at large; public-health reporting is relevant for a human bite. |
| Ottawa | Municipal animal or by-law services | Use medical or veterinary services for injuries and the city’s reporting channel for the incident. |
| The Netherlands | National dog-bite reporting point or the municipality; police for a complaint against an owner | Call 112 when there is direct danger. |
| Miami-Dade guidance | Local animal-services reporting process | A dog charging at a person can be reportable even when no bite occurred. |
The table shows how routes differ; it does not replace your local authority’s current instructions. Confirm the reporting form, telephone number, and after-hours procedure on the relevant government or municipal website.

Your identity and safe contact details
Give your name and a telephone number or email address where the authority can safely reach you, if you are willing to provide them. Some authorities ask for the reporter’s contact information so an officer can clarify the account or arrange a formal statement. Tell the officer if contacting you at a particular time or address could put you at risk.
Date, time, and exact location
Record the calendar date and the time, including whether the time is approximate. Give the precise location: a street address, trail entrance, park section, landmark, or intersection. If the dog left, note the direction it travelled and the address where it was last seen if you know it. Distinguish what you personally saw from what someone else told you.
A chronological account of what happened
Describe the event in order:
- Explain what you were doing and who or what was present immediately before the incident.
- State whether the dog was loose, behind a barrier, on a leash, or under a person’s control.
- Describe the dog’s actions using observable terms: approached quickly, charged, chased, pinned, snapped, bit, knocked someone down, or attacked another animal.
- Explain how the incident ended and where the dog went.
Avoid conclusions such as “the dog is vicious” unless you are quoting someone. The officer needs the conduct, distance, barriers, commands, and circumstances that can be assessed.
A careful description of the dog
Include approximate size, color, coat length, distinctive markings, apparent breed or type only if you know it, and whether it wore a collar, harness, muzzle, or tags. Note scars, a missing patch of fur, unusual coloration, or another identifying feature. If you are not sure of the breed, say that you are unsure; a mistaken breed label can make identification harder.

Owner or handler information
Provide the owner’s or handler’s name, address, telephone number, vehicle details, or other identifying information only if you already know it or obtained it safely. Do not follow the dog, enter private property, or confront a person to obtain these details.
Injuries and care received
List every known injury to a person or animal, including whether skin was broken, whether someone fell, and whether medical or veterinary care was sought. State when and where care was obtained if you know it. An authority may ask for medical, veterinary, or other records later.
Witnesses
Ask witnesses whether they are willing to share their names and contact details. Record what each person directly observed without combining separate accounts into one story. Tell the authority if a witness has photographs or video.

- Secure people and animals. Move away from the dog and do not attempt to restrain, corner, catch, or handle it. Call emergency services first if the danger is active, the dog is at large, or an injury is urgent.
- Obtain medical or veterinary care. A healthcare or veterinary professional can document injuries and advise on appropriate follow-up. Follow local public-health instructions for a human bite.
- Identify the correct local channel. Use the council, animal-control or by-law service, dog warden, police non-emergency route, or other office named by your local government. Do not assume that a neighboring city’s number or form applies to you.
- Submit a factual account. Use the authority’s online form, telephone line, email process, or in-person route. State the date, time, location, sequence of actions, dog description, injuries, witnesses, and any owner details you know.
- Ask how to add information. Request a case or reference number if the authority provides one, and ask how to send photographs, a formal statement, or later medical or veterinary documentation.
- Save your records. Keep a copy of the submitted form or email, your incident notes, photographs, and the names of officials you spoke with. Add the date and time of every follow-up contact.
5. Report threatening behavior even when there was no bite
A report is not limited to a puncture wound. Miami-Dade’s call-taker guidance treats a dog charging at a person as reportable even when no bite occurred. Greater Shepparton guidance likewise asks victims and witnesses to report attacks, bites, or rushes.

Because legal definitions vary, describe the behavior and the risk instead of arguing that it meets a legal category. A charge, pursuit, repeated rushing of pedestrians, attempt to break through a gate, or attack on another animal may be important to an authority even if contact did not occur. Explain the distance, speed, barriers, leash or enclosure, and how you escaped or stopped the incident.
6. Preserve evidence without creating another danger
Notes made soon after the event can preserve details that are easy to forget. Toronto asks for clear, concise notes covering the date, time, location, event, and dog description. Write in your own words and separate direct observations from assumptions.
- Take a clear photograph of a bite injury only if doing so is safe; record when the photograph was taken.
- Keep photographs or video that already exist, including the original files when possible.
- Ask a witness to preserve their own recording rather than trying to take a phone from them.
- Keep medical, veterinary, or other injury documentation. Eden District guidance identifies injury photographs or a veterinary statement as potentially required details; Ballina guidance also identifies a veterinary report when an animal was injured.
- Save copies of anything you submit and note the date it was sent.
Do not approach the dog for a closer picture, follow it to obtain its address, enter a yard, block its path, or confront the owner. Evidence is never worth another bite or a confrontation.
7. Explain injuries and public-health concerns accurately
Tell the reporting authority whether a person or animal was injured and whether the skin was broken. Seek professional care rather than relying on a photograph or personal assessment. Toronto links human-bite reporting with public-health and rabies prevention, and Dutch guidance calls for same-day medical contact after an injury.

If an animal was hurt, contact a veterinarian and tell the reporting authority where the animal was treated. Queensland and Ottawa guidance directs people toward veterinary attention or reporting for an injured animal. Do not delay care while waiting for an animal-control officer.
8. What may happen after you report
An authority may investigate the location, contact witnesses or the owner, request more information, or ask you for a formal statement. Ballina guidance notes that a statement of evidence may be needed before action can proceed. Cooperate by answering questions precisely and correcting an error promptly if you discover one.
Possible outcomes depend on local law and the evidence. Queensland says a council may issue a warning or fine, declare a dog dangerous or menacing, or prosecute in serious cases. Those are possible enforcement actions, not promises about your case. An authority may also decide that another agency—such as police, public health, or a municipal service—must handle part of the matter.

9. Common reporting mistakes to avoid
- Using the wrong emergency number: emergency numbers differ by country and locality. Verify yours rather than copying a number from another city.
- Waiting because there was no bite: charging and rushing can still be reportable, depending on local rules.
- Guessing the breed or time: mark uncertain details as estimates and describe visible features.
- Leaving out the dog’s direction of travel: tell the authority where it went and where it was last seen when known.
- Confronting the owner: obtain details only if already known or safely available.
- Editing photos or videos: keep original files and note when they were made.
- Promising yourself a particular result: the authority decides whether to warn, fine, designate, prosecute, or take no further action under local law.
10. A printable preparation checklist
- Your name and safe contact details, if you choose to provide them.
- Exact date and approximate time, clearly marked if uncertain.
- Exact location and the dog’s direction of travel or last known location.
- A chronological description of what happened and what preceded it.
- Whether the dog was loose, leashed, enclosed, or controlled by a person.
- Dog size, color, coat, known breed or type, collar or harness, markings, and other identifying features.
- Owner or handler information already known to you.
- People or animals injured and medical or veterinary care received.
- Witness names and contact details when they agree to share them.
- Photographs, video, injury records, veterinary documentation, and copies of previous submissions, collected from a safe place.
Local forms can request additional fields. Use the form’s instructions, but keep the same standard: accurate observations, clear uncertainty, and no action that puts you or anyone else closer to the dog.
