Start by keeping a factual log and, if it feels safe, calmly telling the owner what you have observed. Give them a reasonable opportunity to address it. If the barking continues, contact the animal-control or noise authority responsible for the dog’s address and follow its local complaint process.
1. Record the barking pattern
Before approaching the owner or making a complaint, note each incident’s date, start time, approximate duration, and circumstances. For example, record whether the barking begins when the owner leaves or when people pass the property. Keep the notes factual and dated, and add what happened after you contacted the owner.

2. Talk to the owner, if it is safe and appropriate
An owner may not know their dog barks while they are away. King County says, “A neighborly discussion can be helpful.” Keep the conversation brief, polite, and specific rather than assuming the owner knows about the problem or does not care.
You could say: “I’ve been hearing barking around 6:30 a.m. for about 40 minutes on several weekdays, and it has been waking me. Did you know it was happening? Could you look into it?” Offer to share your notes and allow a reasonable time for the owner to respond or make changes.
If direct contact feels unsafe, do not force it. Ask the local authority how to report the problem without first approaching the owner.

3. Follow up without escalating the neighbor dispute
If the barking continues, make a dated note of your follow-up and the owner’s response, and keep adding incidents to your log. You can ask other affected neighbors whether they have noticed the same pattern; do not pressure anyone to sign a complaint or appear as a witness.
Be prepared for a process that takes time. A complaint may require repeated documentation, notice to the owner, other affected residents, or a formal hearing; filing it does not guarantee that the noise will stop immediately.

4. Find the right local complaint process
Rules and remedies depend on where the dog lives. The sources reviewed do not establish one national definition or time threshold for “excessive” barking. The responsible office may be animal control, a municipal noise authority, a council, or another local body.
- Look on the official website for the municipality or county where the dog resides, or call its general information line and ask who handles animal-noise complaints.
- Ask what counts as a violation, whether you must notify the owner first, what evidence or forms are accepted, whether the complaint is confidential, and what deadlines apply.
- Follow the current instructions and use any referral the agency gives you, such as a property manager, council office, or mediator.
Local procedures can differ sharply. For example, Pasadena Humane describes a local public-nuisance petition requiring at least three affected adult signers, a seven-day log from each, and willingness to attend a hearing: Pasadena Humane’s animal-noise complaint process. Seattle Animal Shelter describes a staged municipal complaint process that it says is generally handled on a 90-day cycle: Seattle Animal Shelter’s Animal Control guidance. These are examples for their respective service areas, not rules for other locations; verify current requirements with the authority for the dog’s address.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesNew South Wales has its own route as well: the NSW Environment Protection Authority directs residents to their local council after informal efforts and describes a state-specific noise-abatement option. Why dogs bark—and what the owner can investigate
Barking may be related to isolation, boredom, anxiety, excitement, or territorial alerting. A neighbor cannot reliably diagnose the cause from the noise alone. The owner is the person positioned to review the dog’s care and environment; depending on the situation, that may involve reducing visual triggers, providing walks or enrichment, changing how long the dog is left alone, or seeking advice from a qualified trainer or veterinarian.
Pasadena Humane’s owner-focused guidance discusses possible causes and steps such as keeping a dog indoors when unattended, limiting views of triggers, and providing exercise and enrichment. Those are matters for the dog’s guardian to consider—not permission for a neighbor to enter the property, handle the dog, or use a deterrent against it: Pasadena Humane on nuisance neighborhood barking and Pasadena Humane’s advice on excessive barking.
