You can support animal welfare partnerships in Illinois by fostering, volunteering, adopting, helping with transport, donating, or connecting a local shelter with a rescue or veterinary provider. The best next step depends on what organizations in your area need now: start with the Illinois Comptroller’s shelter directory, then confirm current programs and openings directly with the organization.
How can I support animal welfare partnerships in Illinois?
Partnerships help organizations combine capabilities that a single shelter or rescue may not have: public intake, foster homes, veterinary care, transport, adoption services, prevention, and community outreach. You can contribute as an individual, or help your organization build a working relationship with another group.

- Foster or volunteer: Ask a local shelter or rescue about current foster needs, volunteer roles, and requirements.
- Adopt or share adoption listings: Adoption can open space and create another path to placement; ask the organization how it handles applications and placement.
- Offer transport help: Some networks use volunteer drivers to move animals between shelters and partner organizations. Illinois Animal Rescue describes such a coalition serving northern Illinois and southern Wisconsin; its account is an example, not a statewide transport standard. Illinois Animal Rescue
- Donate where it fills a stated need: Ask whether financial support, supplies, or a particular service is most useful before contributing.
- Share skills and community connections: Organizations may need help with education, outreach, fundraising, or connecting residents to services.
Availability, screening, training, service areas, and immediate needs differ by organization. Verify them directly before making plans.

What does Illinois law allow shelters to do together?
Illinois Public Act 100-0870 amended the Animal Control Act to state that an animal shelter and an animal control facility may enter a mutual agreement for animal control, boarding, holding, “measures to improve life-saving,” or other services. How can shelters and rescues assess a partnership?
Before setting up a referral, transfer, or service arrangement, organizations can clarify the operational details that determine whether cooperation is workable:
- Roles: Identify who handles intake, foster placement, medical care, transport, adoption, prevention, and community outreach.
- Formality: Decide whether the relationship is an informal working arrangement or a mutual agreement. For agreements between an animal shelter and an animal control facility, review the statutory conditions and applicable animal-care laws.
- Geography and capacity: Specify service area, space, staffing, veterinary access, eligibility, and any limits on animals accepted.
- Coordination: Agree on referral and transfer procedures, communication contacts, record-sharing, and responsibility for follow-up care.
- Outcomes and reporting: Define what will be counted, how it will be attributed, and the period covered. Keep organization-reported results distinct from independent or statewide data.
- Funding status: Distinguish a currently funded program from a past example, and confirm any current funding terms before relying on them.
How can an organization find peer support or funding?
Animal welfare organizations can investigate Best Friends Network participation and ask what resources are currently available to eligible partners. The network describes support such as marketing, fundraising events, webinars, and grants, but the listed services should not be treated as an open grant announcement or guaranteed benefit.
