How to Tell Whether a Found Animal Is a Lost Pet, Abandoned, or Wildlife

A young wild animal alone may not be abandoned, and a pet’s appearance cannot settle whether it is lost. Keep your distance, check a safe pet for identification, and contact local animal or wildlife professionals for next steps.

Start by keeping your distance. A young wild animal alone is not necessarily abandoned, and a pet’s appearance cannot tell you whether it is lost or unwanted. If the animal appears to be a pet, look for identification and contact local animal services about reporting and a microchip scan. If it is wildlife, observe without disturbing it and seek advice from a wildlife agency or permitted rehabilitator if it appears injured or seriously ill.

Procedures and wildlife laws vary by location. The guidance below draws on U.S. and Ontario agencies; use your own local animal-control, shelter, veterinary, or wildlife contacts for decisions and next steps.

First, make the situation safe

Do not rush to pick up an unfamiliar animal. Keep children and pets away, and watch from a distance where you will not frighten it or put yourself at risk. The CDC advises, “Don’t touch baby animals,” and cautions that trying to help a wild animal can do harm. If the animal is aggressive, frightened, or otherwise unsafe to approach, do not try to corner or contain it.

From a safe distance, note what kind of animal it appears to be, where it is, what it is doing, and whether you can see obvious injury or distress. These observations can help local professionals advise you; appearance alone does not establish that an animal has been abandoned.

Does it look like a domestic pet?

If it appears to be a dog or cat and can be approached safely, look for a collar, identification or rabies tag, and any visible tattoo. Those clues can help reconnect the animal with an owner, but their absence does not prove abandonment. A microchip scan may provide registration details when a chip is present and its registry information is usable; a scan by itself does not establish whether the animal is lost or abandoned.

Check identification and report the animal

  1. Look for visible identification. Read tag details from a safe distance if possible. Do not risk being bitten or scratched to inspect a frightened animal.
  2. Check and post local lost-pet reports. Look at community lost-and-found listings and follow your local animal-control or shelter reporting process. Nashville Animal Care and Control also recommends flyers as one way to help locate an owner.
  3. Arrange a microchip scan. Contact animal control, a shelter, a municipal pound, or a veterinary facility to ask where scanning is available. Ontario shelter guidance identifies partner shelters, municipal pounds, and veterinary facilities as options when a shelter cannot scan in-house. You do not need to buy a scanner to follow these routes.
  4. Ask about safe intake or temporary care. If you cannot keep the animal, ask local animal control or a shelter what to do. Do not assume that a particular agency can accept every animal or that its process applies outside its service area.

Could a young wild animal be behaving normally?

Yes. A wild animal found alone is not automatically orphaned. Parents may leave young animals while searching for food, and some young birds spend time outside the nest as they learn to fly. The CDC says young animals may be left alone for hours or even days; Indiana’s wildlife agency notes that parents may check on their young when people are not nearby.

Keep people and pets away and observe from a distance. There is no single waiting period that applies to every species or situation. If you are unsure what is normal for the animal you found, ask your local wildlife agency or a permitted rehabilitator rather than deciding based only on its being alone.

For birds, distinguish a hatchling from a fledgling

Indiana DNR gives different guidance for these two situations: an uninjured hatchling may be returned to its nest or placed in a nearby nest-like structure, while an uninjured fledgling in a safe location is generally left alone. If you are unsure which applies, or whether the bird is safe where it is, consult local wildlife guidance. When a young bird is observed, leave the area so its parents have an opportunity to return; hovering nearby can deter them.

When should you contact a wildlife professional?

Contact a licensed or permitted wildlife rehabilitator or your wildlife agency if the animal has an obvious serious injury or appears very sick. Indiana DNR lists wounds, breathing problems, diarrhea, and large numbers of insects on a young animal as examples of concerns; these are not a complete diagnostic checklist for every species. A known dead parent is also a reason to ask a permitted rehabilitator for advice.

Call before attempting to capture, feed, or transport wildlife. Professionals can advise you and determine whether they can accept the animal. The CDC recommends referring badly injured or very sick wildlife to a rehabilitator or state wildlife office; the U.S. Fish and Wildlife Service likewise directs people to a wildlife district office or local rehabilitator for open wounds or known parental loss.

  • Do not feed or medicate it. Inappropriate food or medicine can cause harm.
  • Do not adopt or casually transport it. Untrained care can reduce an animal’s chances of survival, and handling may be unsafe or unlawful.
  • Do not approach an aggressive or frightened animal. Keep your distance and contact the appropriate local service.

Which local service should you call?

Use the animal’s likely category and condition to choose a starting point. If you cannot tell whether it is a pet or wildlife, explain what you observed and where you are to local animal control or the wildlife agency, and ask which service should handle it.

Why local wildlife rules matter

Wildlife possession and rehabilitation rules depend on the species and jurisdiction. For example, Indiana says possessing wild animals without a proper permit is unlawful there; Massachusetts says wild birds are protected and generally may be possessed only by licensed or permitted people; North Carolina also warns that most wildlife cannot be kept without a permit. These state-specific rules should not be treated as a single nationwide rule.

Ask your local wildlife authority about current rules and permitted care for the species you found. Agency guidance is regional, and local services determine their own intake and response procedures.
