There is no single nationwide credential or database that proves a cat rescue is trustworthy. Before adopting, verify who is offering the cat, check the records and rules that apply to that organization, meet the cat and its representative, and review the cat’s available history and the written adoption terms.
1. Verify the organization’s identity
Ask for the rescue’s full legal name, address, working phone number, and the name of the person handling the adoption. Compare those details with its website and relevant government records. A listing or social media account alone does not confirm who is behind it.
Check a claimed charitable status
If the organization says it is a charity, search its legal name or Employer Identification Number in the IRS Tax Exempt Organization Search. The database can show federal tax-exempt status and available filings, such as Form 990-series returns, determination letters, and automatic revocations. It is not a rating of animal care.
An organization may appear under a legal name or a “doing business as” name, and some eligible organizations—including certain group-ruling subordinates—may not be separately listed in every dataset. If you find no result, ask the rescue for its legal name or EIN and search again; absence from the database alone does not prove fraud.

Federal tax exemption, state nonprofit formation, and state charity-solicitation registration are different things. If the rescue claims state registration, check the relevant state charity regulator or corporate registry.
2. Check inspection records only when they apply
The USDA APHIS Animal Care Public Search Tool provides public information about covered Animal Welfare Act facilities, inspections, and related records. The Animal Welfare Act applies to specified activities and entities: for example, animal dealers and exhibitors must be licensed, while certain research facilities, carriers, and intermediate handlers must register. Ordinary shelters and rescues are not all automatically covered.

If the organization or facility appears in the system, read the inspection reports and any enforcement information, paying attention to report dates, the specific observations, and their outcomes. APHIS says routine inspections are unannounced and review premises, records, husbandry practices, veterinary-care programs, and animal handling. Inspection frequency can depend on factors such as compliance history.
A missing result is not, by itself, evidence that a local rescue is illegitimate or poorly run. First determine whether its activities place it in a category covered by the Animal Welfare Act; APHIS’s tool is not a universal shelter registry or endorsement.

3. Look up the rules where the rescue and adopter are located
Licensing, registration, veterinary paperwork, and animal-transfer rules vary by jurisdiction. Massachusetts, for example, describes state licensing and charity-registration requirements for covered shelters and rescues, as well as health-certificate requirements for animals placed in that state. Rhode Island regulations provide a different example: they require covered facilities to provide known medical diagnoses, treatments, behavioral assessments, and specified behavior history before an adoption is finalized. These are state-specific examples, not nationwide rules.
Check the relevant state agriculture or animal-health department, attorney general or charity office, and municipal animal-control rules. If the rescue and adopter are in different states, ask the authorities in both jurisdictions what transport and health paperwork applies.

4. Meet the cat and watch how the rescue handles the process
The FTC advises prospective adopters to seek an in-person or video visit and to be wary if a seller refuses to meet, speak by phone, or arrange a video visit. When practical, see the cat in its current setting and talk to the person who knows its history. Look for explanations that are specific and consistent. A visit helps you assess the situation, but it cannot guarantee the cat’s future health or the quality of care it has received.
Search the rescue’s name alongside terms such as “complaint” or “scam,” and check whether its photos appear to be stock images or copied from elsewhere. Be cautious if someone demands payment by gift card, wire-transfer service, or cryptocurrency. The FTC also warns that money sent through cash-transfer apps may be difficult to recover; when available, a credit card offers greater payment protections.

The ASPCA’s shelter policy position recommends checking animals for identification, including microchips or tattoos, at intake, and making location, hours, fees, and procedures clear to the public. This is an organizational policy recommendation, not a statement that every shelter is legally required to follow it nationwide.
5. Ask what is known about this particular cat
Request all available veterinary records and ask about the cat’s:
- Age and source or intake history
- Examinations, diagnoses, and treatments
- Vaccinations and parasite care
- Spay or neuter status
- Microchip status and identification details
- Observed behavior, including any known bite or aggression history
- Known interactions with children or other animals, and observations from foster care
Ask the rescue to distinguish documented facts from estimates and unknowns. A cat’s history may be incomplete; what matters for an informed decision is clarity about what the rescue knows and what it cannot confirm. Disclosure obligations differ by jurisdiction, as the Rhode Island example illustrates.
6. Read the agreement before paying or signing
Review the written adoption agreement and confirm the total fee, care already provided, follow-up care you must arrange, return or support process, and contact person for questions. Adoption contracts and legal requirements vary, and there is no single standard nationwide agreement established by the sources cited here.
When comparing rescues, use the same practical questions for each: Can you verify its identity and contact details? Does it meet local requirements that apply? Are relevant public inspection records available? Will it arrange a meeting? Are the cat’s history and available records explained clearly? Are fees, payment methods, and written terms transparent? These questions help organize evidence; they are not a scored accreditation system.
