For shelter intake, surrender, adoption, or some animal-welfare concerns, contact the local humane society if it handles that service. The roles can overlap: a humane society may run a shelter and provide contracted animal control. Check the local government’s service-area information or call to confirm which agency handles your address and concern.
If a person faces immediate danger, call your local emergency number. For injured or orphaned wildlife, follow guidance from your local wildlife agency or a licensed rehabilitator.
What is the difference between a humane society and animal control?
Animal control is commonly a public-service function: it may enforce animal laws and respond to public-safety concerns such as animals running loose or reports of dangerous animals. Depending on the locality, it may also handle noise complaints and other animal-related code issues.
A humane society may operate an animal shelter, handle adoption or surrender, investigate welfare concerns, or provide animal-control services under a municipal contract. The name alone does not tell you which services it offers or whether it has enforcement authority. Many organizations called humane societies or SPCAs are independently operated and set their own policies; the Humane Society of the United States makes this distinction in its 2012 shelter advocate toolkit.

These labels are not mutually exclusive. A nonprofit can perform work a caller might assume is handled by a government department, while another humane society may provide shelter services only.
Who should you contact for your situation?

These are starting points, not universal assignments. For example, Manitoba’s public guidance sends some animal by-law issues, welfare concerns, rabies matters, rehoming, and wildlife inquiries to different contacts. The responsible agency depends on the locality and type of report.

How to find the right agency for an address
- Identify the animal’s exact location. The responsible agency may depend on the city or service boundary, not just the nearest shelter or the county name.
- Look up the local government’s animal-services or animal-control page. Use its service-area locator or jurisdiction instructions, if available. Los Angeles County’s Department of Animal Care and Control, for example, provides a locator by address, city, or ZIP code and explains that different agencies serve different jurisdictions: Los Angeles County service areas.
- Match the issue to the agency’s stated remit. Check whether it handles the specific matter—such as strays, dangerous animals, cruelty reports, shelter intake, or wildlife—and whether it has enforcement authority.
- Check hours and urgency instructions. After-hours processes and response priorities vary. If the agency’s website is unclear, call the local government or the listed agency to verify where to report.
- Follow local intake directions for a found animal. A shelter may be responsible for holding strays, but intake rules and service areas vary. Do not assume a nearby shelter can accept an animal found outside its jurisdiction.
Sending a report to the wrong agency can delay a response if that agency lacks authority for the location. Pasadena Humane and Kitsap Humane Society illustrate how nonprofit organizations can provide contracted animal-control services in specific communities, with service areas and covered issues listed locally: Pasadena Humane animal control and Kitsap Humane Society animal control.
Important exceptions: welfare concerns, wildlife, and emergencies
Cruelty, neglect, or abandonment
Report to the agency your jurisdiction designates to investigate. That may be animal control, a humane society with enforcement authority, or another government body. Do not assume that every shelter investigates cruelty reports. Wildlife
Domestic-animal control may not handle injured or orphaned wildlife. Kitsap Humane Society directs injured-wildlife inquiries to West Sound Wildlife Shelter, while Manitoba lists wildlife services separately. Follow the local wildlife agency’s instructions or contact a licensed rehabilitator rather than bringing wildlife to a domestic-animal shelter without checking first.
Immediate danger and after-hours reports
If a person is in immediate danger, call the local emergency number. For non-emergency animal reports, use the animal-services contact and after-hours procedure provided for the area. Seattle and Kitsap guidance direct emergency animal-related situations to 911, but callers should follow their own jurisdiction’s instructions. In the Ada County/Boise area, Idaho Humane Society publishes local dispatch and after-hours directions, including a priority for injured animals and animals in immediate danger; those procedures are specific to that service area and may change: Idaho Humane Society animal control.

Why the organization’s name is not enough
“Humane society” does not mean an organization is a branch of a national organization, and “animal control” does not guarantee that a government department directly provides every service. A nonprofit may have a municipal contract; an independently operated organization may offer sheltering without enforcement authority. Service boundaries matter, too: Los Angeles County explains that incorporated cities are responsible for animal control and sheltering for residents and may contract with established sheltering agencies.
Before reporting, confirm four details: the agency serves the animal’s location, it accepts that type of concern, it has the authority needed to act, and you are using the correct hours or urgency procedure. If you cannot determine the right contact, ask the local government which agency serves the address.
