Short stays, emergency care, foster-to-adopt, specialized placements, remote promotion and finder-to-foster programs can move animals into homes or help them find owners—while giving shelter teams more room and information to work with. These approaches can help with capacity pressure, but fostering works alongside adoption, transfers, reunification and community support; it is not a stand-alone solution.
Why shelters are expanding foster programs
In the first half of 2026, 3.7 million cats and dogs entered U.S. shelters and rescues, 72,000 more than in the first half of 2025. During that same period, 213,000 more animals entered care than left through adoption, transfer, reunification or other outcomes. Cat intake accounted for nearly all of the increase, and the report recorded 674,000 kittens entering care. These national figures help explain why shelters are looking for more ways to move animals into temporary homes and connect them with support. ASPCA and Shelter Animals Count, 2026 mid-year summary

A foster placement can give an animal a break from the shelter environment and may create space and staff attention for animals still in care. Foster caregivers can also share observations about an animal’s personality and needs—information that may help a shelter describe the animal to potential adopters. These are mechanisms organizations identify, not guaranteed results for every placement. The impact depends on the animal, the caregiver, and the shelter’s capacity to coordinate care and follow-up.
Foster programs serve different needs
Programs can be compared by how long a placement lasts, which animals it serves, what support the organization provides, and whether the foster caregiver can help with marketing or adoption. A short stay may suit someone unable to commit for weeks; specialized care requires preparation and close guidance from the shelter or veterinary team.

| Program model | Purpose | What participation can involve |
|---|---|---|
| Short-term fostering | Offer a temporary break or bridge placement without a long commitment. | A day trip, sleepover or weekend stay, coordinated with the shelter. |
| Emergency fostering | Find temporary homes quickly when an animal or shelter needs immediate support. | A time-limited placement with clear instructions and contact arrangements. |
| Foster-to-adopt | Let a prospective adopter and animal assess whether a household is a good fit. | Host the animal before the adoption is finalized; the placement is not a guarantee of adoption. |
| Neonatal kitten care | Place very young kittens in a home setting where they can receive close attention. | Follow the shelter’s care plan and ask its staff or veterinary team for guidance. |
| Specialized or high-need fostering | Support animals needing more intensive care or those at risk of a long shelter stay. | Complete appropriate preparation and follow the organization’s instructions, including veterinary guidance. |
| Virtual foster marketing | Help an animal gain visibility when a volunteer cannot host it. | Promote the animal remotely using information and materials approved by the shelter. |
| Finder-to-foster | Coordinate a temporary stay for a found pet while its owner is sought. | Work with the municipal shelter and follow local rules; Best Friends’ guide describes a model in which a finder holds a pet for at least two days while searching for the owner. |
These models are described in Best Friends Animal Society’s Expanding Foster Practices Guide. The finder-to-foster model depends on local shelter coordination; a person who finds an animal should contact the appropriate local authority rather than assume they can keep it under a uniform national procedure.
Fosters can help complete adoptions
Hosting an animal is only one possible role. Where a shelter has clear procedures and gives caregivers the necessary support, fosters can promote animals, arrange meet-and-greets, and help complete placements. Caregivers may be able to describe how an animal behaves in a home, while the organization remains responsible for setting expectations and managing the adoption process.

Best Friends Animal Society reported a survey of nearly 650 network partners in 2026: organizations with foster programs reported a 68% adoption rate, compared with about half among organizations without them. Organizations that fully empowered fosters to promote animals, arrange meet-and-greets and find homes reported a 77% rate. These are survey findings, not results from a controlled experiment; they show an association and do not establish that fostering alone caused the difference. What adoption and length-of-stay figures do—and don’t—show
Shelter Animals Count’s 2025 report combined national data with a Pawlytics dataset covering 107 de-identified foster-based organizations in 34 states and 40,492 animals from January 2023 through December 2024. In that sample, foster-based rescues represented 15% of community intakes and had a 75% adoption rate, compared with a 56% national shelter average. Because the figures compare a specific rescue sample with national shelter data, they should not be treated as a like-for-like controlled comparison or a universal estimate of fostering’s effect. The same report found a median 46 days from intake to adoption in the foster-rescue dataset. The national averages it cited were 16 days for dogs and 20 days for cats. Those figures describe different organization types and operating contexts; they do not show that fostering necessarily speeds up adoption. Adoption rate and time to adoption answer different questions, and neither alone captures every outcome of a foster program.
Local examples and recruitment at scale
In Best Friends Animal Society’s 2025 shelter report, Rankin County Animal Shelter’s dog save rate rose from 73% in 2024 to 92% in 2025. The shelter had created a foster program, but it also introduced other lifesaving practices and removed adoption barriers. The change is a local example of progress involving multiple measures, not evidence that fostering alone produced the increase. Best Friends Animal Society, 2025 National Shelter Data Report

Foster 50 illustrates how coalition-level recruitment can support participating organizations. During its 2025 inaugural year, it reported more than 9,000 new fosters recruited, an 11% increase in active foster parents, and nearly 37,000 dogs and cats placed in foster homes; more than 11,000 of those animals were adopted. Its official page says the challenge is closed and describes grant announcements in October, so these results should not be read as an invitation to sign up or as confirmation that grants are currently available. - How long is the placement expected to last, and who should be contacted if plans change?
- What supplies, instructions and follow-up will the organization provide?
- Does the animal need specialized care, and who will guide that care?
- May the caregiver promote the animal or arrange meet-and-greets, and what process should be followed?
- If the animal is found, what local steps are required to search for its owner?
Someone unable to host can ask about remote promotion or other volunteer roles. People able to host briefly can ask whether the shelter offers day trips or weekend stays. These options make participation more flexible, but they still rely on the organization’s ability to match placements, communicate expectations and manage transitions.
Fostering is one part of shelter capacity work
Foster programs can add temporary homes, attention and adoption support, but the evidence does not establish a universal causal effect or show that fostering alone resolves shelter capacity pressure. Shelters also rely on adoption, transfers, reunification and community support. A sustainable approach matches the foster model to an animal’s needs and pairs it with clear shelter processes.
