Yes. The U.S. Fish and Wildlife Service (FWS) lists Upper Lake as open to fishing year-round, subject to Nevada, federal, and refuge rules. That general permission does not confirm that every access point is open on a specific day, so check current refuge notices or posted signs before you go.
Where can you fish at Pahranagat?

Fishing access and boating access are different
Upper Lake shore fishing is listed as available year-round, but boating is seasonal. Non-motorized boats and boats with electric motors are allowed on Upper Lake from February 1 through September 30. The lake is closed to boating from October 1 through February 1; that boating restriction does not, by itself, close shore fishing. Rules to check before you fish
- Applicable Nevada, federal, and refuge fishing regulations apply. FWS says state fishing regulations apply to people age 12 and older. Check current requirements with the Nevada Department of Wildlife, including license rules, limits, and any other state requirements.
- If boating, state law requires a wearable personal flotation device for each person aboard. Children under 12 must wear one while the boat is underway.
- Confirm current posted notices and access conditions with the refuge before setting out. The general year-round fishing listing does not establish a day-specific closure status, water level, or catch forecast.
What to bring
If you plan to fish, a basic fishing rod and reel combo is a reasonable starting point; FWS does not provide a gear recommendation. A boat is not necessary to fish from shore. If you intend to use a boat, verify that your craft and launch method meet the refuge restrictions and that your visit falls within the boating season.
