Fostering gives a shelter or rescue animal a temporary, safe place to rest, recover, grow, or learn what home feels like. The joy often appears in small moments: a dog finally relaxing on a quiet bed, a recovering cat eating well, or a kitten beginning to seek out company. The organization remains involved in the animal’s care and adoption, but the daily work—and the time and needs involved—depend on the placement. To find a role that fits, contact a local shelter or rescue and ask what it needs and what support it provides.
What does it mean to be an animal foster caregiver?
Fostering is temporary, in-home care for an animal connected to a shelter or rescue. An animal might need a break from the shelter environment, a place to recover from illness or surgery, time to grow before adoption, or a chance to practice living in a home. The organization stays involved in care and placement; the foster caregiver provides a safe, comfortable setting and follows the agreed plan. ASPCA explains foster care and its program.
There is no single kind of foster placement. Some are mostly companionship and observation. Others call for medication, training, close supervision, or extensive time. ASPCA describes roles including medical recovery, behavior-focused care, puppies and kittens, nursing mothers, large dogs, community or finder fostering, and specialized socialization for undersocialized kittens. Why should I foster?
A quiet place can reveal a different side of an animal
A home can give an animal room to rest outside the shelter setting. As the animal settles, a caregiver may notice preferences, routines, confidence, or personality traits that are harder to see in a shelter. Those observations can help staff find a suitable adopter and explain what the animal may need at home.

Care at home can support recovery and growth
Some animals need closer observation while recovering from illness or surgery; young animals may need time and care before they are ready for adoption. A foster can provide comfort and keep the organization informed about eating, behavior, and other changes. The specific tasks and level of supervision should be set with the organization and, when needed, its veterinary team.
One placement can help the shelter make room
When an animal moves into foster care, it may free physical space and resources for other animals. Foster caregivers can also share information about their foster with friends and family who might be a good adoption match. These are possible benefits, not a promise that any individual placement will lead to adoption or determine an animal’s outcome.

The scale of the U.S. shelter system helps explain why foster homes matter, while not measuring the effect of any one placement. The ASPCA’s statistics page, drawing on full-year 2025 data compiled by Shelter Animals Count, reports that 5.8 million dogs and cats entered U.S. shelters and rescues and 4.2 million were adopted in 2025; approximately 597,000 were euthanized in shelters. It also reports that 59% of animals entering shelters were strays and 30% were surrendered by owners. The page cautions that state figures vary and notes pressures such as access to veterinary care, pet-friendly housing, and behavioral support.
What should I ask before agreeing to foster?
Start with a local shelter or rescue. Ask about its foster application, orientation, available animal types, and the support it offers. Sign-up and training steps differ even among ASPCA locations, and ASPCA directs people outside its program areas to their local shelter. See ASPCA’s foster information.

- Which animals and foster roles are needed right now?
- What daily schedule, training, medication, handling, or supervision could this placement require?
- Which veterinary costs, food, equipment, and other supplies does the organization cover?
- How long might the placement last, and whom should you contact if the arrangement is not working?
- If you have resident animals, what separation, vaccination, and introduction steps does the organization require?
Do not assume fostering is always free, brief, or easy. ASPCA says its program and many shelters provide supplies and support, but arrangements differ. As one specific example, ASPCA’s Pawling dog-foster program says it covers medical expenses and provides food and equipment; placements there typically last from days to months depending on the dog’s needs. Resident pets deserve a careful introduction plan. ASPCA’s Pawling program assesses homes with other pets case by case and specifies up-to-date vaccinations and a separate space for gradual introductions. What is kitten fostering like?
Kittens’ needs vary with age and circumstances. ASPCA’s 2026 overview says neonate kittens depend on foster caregivers for round-the-clock care and bottle or syringe feeding. Other placements may involve older kittens who are not yet old enough for adoption, need socialization, or stay with a nursing mother. ASPCA’s overview of foster roles.
In a 2022 article, ASPCA defined neonatal kittens as zero to four weeks old and “pee-wee” kittens as four to eight weeks old, noting that the youngest can require round-the-clock care. Bottle-feeding is a responsibility to discuss before accepting a placement, not a reason to buy equipment in advance. Ask what supplies the organization provides and follow its or the veterinary team’s instructions for feeding and care.
What makes fostering meaningful?
The work can be ordinary and intimate: giving an animal a quiet corner, noticing that it has started eating comfortably, tracking a recovery, or seeing a shy kitten approach for attention. Those moments matter because they give the animal a safe place for its next step and give shelter staff useful information about its needs and behavior.
Fostering also sits alongside other ways to help pets stay safe and find homes. ASPCA President and CEO Matt Bershadker said, “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity,” according to the ASPCA’s statistics page.
