More Tips on Getting Your Shelter’s SOPs in Shape

How to inventory, prioritize, write, control and train on shelter SOPs, with emergency-planning points and guidance on using ASV, UF, APHIS and Singapore AVS resources.

A shelter SOP is only good if a tired staff member or new volunteer can follow it correctly at 7 a.m., or during a disease outbreak or a flood. The fastest way to get there is to inventory what you have, fix the highest-risk procedures first, write each one for the person doing the task, and then train, observe and revise. This guide covers that process and the emergency-planning pieces most manuals leave thin.

Which sources to build on

Not every reference carries the same weight. Treat them differently:

Singapore Animal and Veterinary Service (AVS), Guidelines for Animal Shelters (announced August 28, 2026) Government-issued guideline framework for Singapore A recent example of how a regulator structures expectations. It applies to Singapore only.

UF notes that its samples were written for a fictitious municipal shelter with a full-time veterinarian and technicians, so they may need changes to fit your staffing and resources. Local law, contracts, species and facility type also change what your procedures must say.

Step 1: Inventory what you already have

Collect every procedure, job aid, form, training record and incident report. Then mark:

  • duplicates that say different things;
  • steps that are obsolete or no longer match the building or staffing;
  • tasks with no clear owner;
  • practices that live in one person’s head.

The last category is usually the most dangerous, because the procedure disappears when that person goes on leave or leaves the job.

Step 2: Prioritize by welfare and operational risk

You don’t have to rewrite everything at once. Start with the procedures where an error hurts an animal or exposes the shelter most:

Clinical procedures should be set with your veterinarian. The ASV standards recommend veterinary supervision and written protocols for health care. For intake specifically, ASV guidance says each animal’s health status should be evaluated, documented and monitored beginning at intake, with a cursory assessment by trained staff. That is a good test of an intake SOP: does it say who does the assessment, what they record, and who is told when something is wrong?

Step 3: Write for the person doing the task

A workable procedure usually states:

  • Purpose and scope: what it covers and what it doesn’t.
  • Responsible role: a job title, not a person’s name.
  • Sequence of actions: short, numbered, imperative steps in plain language.
  • Records to complete: the exact form or system entry.
  • Escalation path: who to contact and when.
  • Approval: who authorizes changes.

This is a practical synthesis rather than a mandated template. The part most often missing is the “what if.” Say what staff should do when the expected condition is absent, when an animal needs urgent care, when a supply or piece of equipment is unavailable, and when the supervisor can’t be reached. Staff improvise in exactly these gaps.

Where a step can be a checklist, make it one. A form that embeds the steps beats a separate document staff must remember to open.

Step 4: Control and publish the documents

Keep current approved versions where staff can reach them at the point of work. On each document, record an owner, an approver, an effective date, a revision date and a version number. Remove obsolete copies from binders, shared drives and kennel walls. This document-control format is editorial advice rather than something the ASV or UF sources prescribe, but it supports their emphasis on written procedures, records and review.

Step 5: Train, observe and revise

  • Walk new hires through relevant SOPs at onboarding and again when their role changes.
  • Practice high-risk tasks rather than only reading about them.
  • Document who was trained, on which version, and when.
  • Watch the work being done. Gaps between the written and actual practice show where the SOP is unclear or unrealistic.
  • Feed incidents, near misses, audits and staff feedback back into revisions.

ASV disaster guidance specifically recommends role-specific preparation and drills to assess how well plans fit an organization. No study verified here shows that one SOP format improves welfare outcomes, so judge your own system by whether staff actually follow it and whether incidents decline.

Emergency procedures need extra attention

The Merck Veterinary Manual’s shelter-medicine guidance says every shelter should plan for emergencies that can directly affect it. Drawing on the ASV guidelines, an emergency SOP should cover:

  • local hazards (flood, fire, storm, power loss, disease outbreak);
  • shelter-in-place and evacuation actions;
  • roles, staffing needs and training;
  • communication and chain of command;
  • coordination with response partners and backup resources;
  • veterinary-care arrangements;
  • assessment of animals on disaster intake, and reunification with owners;
  • resource tracking and recovery planning.

Merck’s veterinary review adds documentation planning, legal authority for care, coordination with law enforcement and emergency management, staff debriefing and psychological support. It also notes that shelters can work with regional emergency-management groups.

Does the APHIS rule apply to you?

APHIS states that its contingency planning rule took effect January 3, 2022. For specified Animal Welfare Act licensees and registrants, documented plans must identify likely local emergencies, response tasks, a chain of command, recovery resources and training. Personnel must be trained, and the plan must be reviewed at least annually. APHIS offers an optional form. Many shelters aren’t covered, but the annual review is a sensible habit regardless, and the plan’s content is a useful checklist.

Use SOPs for transparency and learning

The ASPCA’s position statement recommends making descriptions of key processes available, maintaining and sharing relevant records and data, and using data to inform policies, programs and funding requests. In its words, “Transparency fosters public trust, and forthright dissemination of information concerning a shelter’s key policies and procedures can help satisfy the general public’s need to know.” Well-written SOPs make this easier, since the public-facing summary can come from the same document staff use.

A government example: Singapore

Singapore’s AVS announced its Guidelines for Animal Shelters on August 28, 2026. The agency reported that its public consultation drew more than 600 responses and that 82% of respondents supported developing guidelines for shelters. That is a consultation result, not a measure of shelter outcomes. The guidelines apply in Singapore, but they show how regulators are formalizing expectations. If you operate elsewhere, check whether your own jurisdiction is moving the same way.
