Moving Animals to Save Their Lives: How Shelter Pet Relocation Works

Shelter animal relocation transfers adoptable pets to communities with space and demand. Here’s how it works, what safety requires, and what it can—and can’t—solve.

Animal relocation for adoption moves dogs and cats from shelters with more animals than local placement capacity to shelters that have room and stronger adoption demand. Done responsibly, it can give transferred pets another route to adoption while freeing space and staff capacity at the source shelter. It is a planned partnership—not simply putting animals on a truck, and not a guarantee that every animal will be adopted.

What is animal relocation?

In this context, animal relocation means transferring adoptable shelter pets from a “source” shelter to a “destination” shelter for adoption placement. Source shelters may serve communities with many homeless pets and limited local options; destination shelters may have space, resources, or adopters available for animals who are harder to place locally.

The ASPCA describes relocation as a coordinated partnership using ground and air transport. Its program includes support and training for source and destination shelters, as well as attention to animal health and transport safety. Those are features of the ASPCA’s approach, not proof that every relocation program operates the same way.

How can moving shelter animals save lives?

It can open another path to adoption

An animal’s adoption prospects depend partly on the capacity and demand in the community where it is housed. A transfer can place a pet in a shelter with more room or a better match between available animals and local adopters. Relocation creates an opportunity; it does not ensure a particular outcome.

It can relieve pressure at the source shelter

When animals leave through a planned transfer, the source shelter may have more room and resources for animals who remain in its care. That is one part of managing shelter capacity, not a substitute for addressing why pets enter shelters or for providing local services that help keep pets with their families.

It is one tool, not a complete solution

The ASPCA’s relocation policy places transport alongside community-specific work, including low-cost spay and neuter services, safety-net support, community-cat programs, veterinary access, and community engagement. The right mix depends on local needs; moving animals alone cannot resolve every cause of shelter overcrowding.

How much relocation does the ASPCA report?

In its 2024 annual report, published in 2025, the ASPCA reported relocating more than 25,000 shelter dogs and cats through over 700 ground and air transports during 2024, a 13% increase in relocation activity from 2023. The report attributed that increase to expanded capacity at destination shelters and new transport partners. These are ASPCA program figures, not a count for the whole animal-welfare sector. The ASPCA also reported that its program had relocated more than 280,000 animals since 2014.

The scale figures describe activity, not a universal adoption rate or an independent measure of how relocation affects outcomes across organizations. The ASPCA’s 2019 article reported that its program helped more than 40,314 animals in 2018—29,360 dogs, 10,610 cats, and 344 other animals. Those 2018 figures are historical, not current totals.

How do shelters move dogs and cats safely?

Responsible relocation starts before departure: shelters need to decide whether an animal is suitable for travel, prepare for its health needs, confirm the receiving shelter can care for it, and plan a route and transport arrangement that protect both animals and people. The ASPCA’s policy calls for applicable federal, state, and local laws to be followed. Its guidance is not a universal legal checklist, and requirements can vary by jurisdiction.

Assess health and travel suitability

The ASPCA policy calls for an examination by a veterinarian or trained staff member. An animal should be healthy or have a condition that can be managed safely and humanely during transport. The policy also calls for vaccination and internal and external parasite treatment. These steps do not mean every animal is fit to travel; individual condition and circumstances matter.

Check rules for the route

For animals crossing state lines, a certificate of veterinary inspection issued by a veterinarian is required when applicable state law requires it. Shelters must check the rules that apply to the specific states and localities involved rather than assume one standard applies to every trip.

Prepare the vehicle, enclosure, and people

Transport arrangements should allow staff to observe animals, provide ventilation, and control the climate. The ASPCA policy calls for temperature monitoring, frequent welfare checks, procedures for intervention, and staff training that is refreshed regularly. Enclosures should be appropriate for the animal and the transport arrangement.

A dog transport crate is not a one-size-fits-all purchase: the enclosure must suit the dog’s size and needs and comply with the rules and arrangements for the particular trip. The ASPCA policy specifies appropriate enclosures and ventilation but does not endorse a brand or model.

Plan distance, breaks, and contingencies

Route length, trip duration, rest stops, and overnight layovers should be planned with animal and human welfare in mind. Staff need a way to monitor animals and respond if a concern arises. The ASPCA policy describes these safeguards as core considerations, while noting its list is not exhaustive.

Should shelters use ground or air transport?

Neither mode is inherently safer or better in every case. The ASPCA reports using both, but the available program and policy descriptions do not establish a universal distance threshold or provide a controlled comparison of their outcomes. Shelters need to weigh the circumstances of each transfer rather than choose by mode alone.

What to consider Why it matters
Distance and duration The route and time in transit affect planning for welfare checks, rest, and staffing.
Animal condition and suitability Health, behavior, and individual needs help determine whether an animal can travel safely.
Observation and environment Staff need appropriate visibility, ventilation, climate control, and temperature monitoring.
Rest and layovers Stops or overnight arrangements should protect animals and the people handling them.
Staffing and emergency response Personnel need training, clear welfare-check routines, and procedures for intervention.
Destination capacity The receiving shelter must have the space and resources to care for the animals it accepts.
Applicable laws Requirements, including interstate health documentation, depend on the jurisdictions involved.

Why shelter capacity still needs individual judgment

Moving animals can affect shelter space, but capacity decisions are not just about reducing the number of animals housed or shortening their stay. UC Davis Koret Shelter Medicine Program guidance dated April 2017 defines optimal length of stay as “the shortest possible time to reach the best possible result for each animal, given the capacity of the organization and community for adoption, transfer, and other live outcomes.” The guidance, reproduced in Los Angeles County Department of Animal Care and Control master-plan material, emphasizes matching time in care to the best achievable outcome and the services an animal needs. It cautions against treating either prolonged holding or rushed euthanasia as an effective capacity strategy.
