Prepare a disaster plan for every pet before an emergency: decide where you can go, how you will transport each animal, and what supplies and records you need to bring. Ready.gov’s guidance is U.S.-focused; local evacuation orders, shelter rules, and available pet-friendly destinations vary, so confirm details with local authorities and each destination.
Plan where you will go and how to get there
- Include every animal in your household plan. Decide who can help if you are away, how each pet will be moved, and where the household can go.
- Find pet-friendly destinations before an emergency. Ready.gov recommends looking for local pet-friendly evacuation locations. Contact each place directly to confirm which species it accepts, any size or carrier requirements, required vaccination records, and capacity. Rules and availability can change.
- Plan transportation for each pet. Keep a travel bag, crate, or sturdy carrier available for every animal. Choose one the animal can be transported in safely and that you can carry during an evacuation.
- Keep key contacts accessible. Add your veterinarian’s contact information to your pet’s records and decide how household members will receive emergency alerts.
Ready.gov’s pet preparedness checklist and preparedness toolkit advise including pets in emergency planning and identifying pet-friendly evacuation options. Ready.gov’s flood guidance also recommends planning for evacuation and shelter needs that include pets: Floods.

What to pack in a pet emergency kit
Build a separate, clearly identified kit for each pet, adapting it to the animal’s diet, health, and sanitation needs. Ready.gov names the supplies below but does not specify a universal quantity or kit duration. Estimate what your household may need for its likely evacuation conditions, and ask your veterinarian about medications and first-aid supplies.
Recommended Free Tools
- Transport and restraint: A traveling bag, crate, or sturdy carrier—ideally one for each pet—plus a backup collar with an ID tag, harness, and leash.
- Food and water: The pet’s usual food and water, bowls, and any feeding supplies needed for its diet.
- Medication and first aid: Regular medications stored in a waterproof container and a first-aid kit suitable for that animal’s needs. Ask your veterinarian what medical supplies are appropriate.
- Sanitation and cleanup: Supplies suited to the pet, such as litter and a litter box for cats, along with waste bags and cleanup materials.
- Records: Copies of registration information in a waterproof container, with electronic copies available as a backup.
- Comfort items: Familiar bedding, toys, or treats that may help the animal settle in unfamiliar surroundings.
Keep the kit where it is easy to reach and check it periodically. Replace expired or depleted items and update food, medication, and records when your pet’s needs change.

Make identification and reunion easier
Check that each pet’s ID tag has current owner contact information, and update microchip registration details if your contact information changes. Keep a current photo of you with each pet; it can help document ownership and identify the animal if you become separated. Store pet registration records both electronically and in a waterproof container. Ready.gov covers these steps in its preparedness toolkit and pet checklist.
When a storm or evacuation threat is approaching
- Bring pets indoors at the first sign or warning of a storm. Ready.gov includes this advice in its pet checklist.
- Monitor alerts and follow local emergency instructions. If authorities direct you to evacuate, use the route and timing they specify.
- Confirm destination details again. Check that your planned pet-friendly location is open and still accepts your animal, and review any current entry requirements.
- Take your pet and its kit. Use the planned carrier, leash, or harness, and bring identification, records, medication, food, and water.
Ready.gov’s FEMA App information describes preparedness information, real-time National Weather Service alerts for up to five locations nationwide, and a nearby-shelter finder. App functions and local information may change; check the current listing and confirm shelter details directly before relying on them.

Match the checklist to your animal and situation
A suitable kit depends on the particular pet, likely travel conditions, and available destinations—not a single universal supply list. Before an emergency, check that the carrier fits your animal and can be transported safely; that the food, medications, and first-aid items suit its needs; that records are protected from water; and that the supplies are manageable to carry. Ask your veterinarian about health-related preparation and local authorities or destinations about evacuation and shelter requirements.
