The simplest kit is five one-page printouts: a before-you-contact worksheet, a letter or email planner, a phone script card, a meeting-preparation page, and an easy-read version for students or anyone who wants plainer layout. This article gives you the contents of each page so you can copy them into a document and print them. Whether the issue is shelter funding, a leash ordinance, or a pet-friendly housing rule, the same structure applies. The guidance draws mostly on US nonprofit, professional, and educational sources, so check your own jurisdiction’s official directory for names and procedures.
What published templates already exist
Rutgers’ Center for Youth Political Participation (CYPP) publishes downloadable templates in several formats: a letter worksheet, a tips sheet, a phone script, a meeting-preparation template, and a petition guide, including materials pitched at students. The ACLU of Illinois offers written-contact advice, the American Institute of Architects (AIA) advocacy toolkit includes a phone-call guide (dated 2018), and the Children’s Hospital of Philadelphia (CHOP) has constituent-writing tips. SARTAC publishes an easy-read guide with pictures, extra whitespace, and glossaries. These are practical guides. None of them shows that a particular format guarantees influence, and this article makes no such claim.
Page 1: Before-you-contact worksheet
Fill this in first. It keeps you from writing to the wrong office.
- The issue in one line: for example, “Funding for the county animal shelter’s spay/neuter program.”
- Who decides it: city council, county board, state legislature, a regulatory agency, or a school board? Different levels handle different matters.
- Your district or jurisdiction: address or district number, so you can confirm you are a constituent.
- Official’s name and contact page: copy these from an official government or local election authority site, or confirm by calling the relevant local office. Do not rely on a social media bio or an advocacy group’s older list.
- Deadline or meeting date: a vote, hearing, comment period, or budget session.
- One specific action you want: “Vote yes on Ordinance 12,” “Restore the shelter line item,” or “Meet with me about the proposal.”
- Channel I will use: call, email, letter, meeting, town hall, or public testimony.

ACLU of Illinois advice is blunt: “Keep your message brief.” It also recommends clarity, a personal story, supporting data or talking points, courtesy, and a single issue per message. CHOP adds that you should put your position and request early, personalize the message, and identify yourself as a constituent.

#1 Best Overall
- Used Book in Good Condition
- Opening: “I am a constituent in [town/district] writing about [issue/bill name].”
- Your position and request: one or two sentences, with the action you want first.
- Why it matters to you: one personal or community impact. A pet owner might describe a neighbor’s experience with a shelter wait list, or their own experience with a housing policy.
- Optional support: one fact or source you can verify, not a pile of statistics.
- Close: thank them, then add your name and address, plus your phone or email if you want a reply.
Sample fill-in
“I am a constituent in [town]. I urge you to vote yes on [measure] at the [date] meeting. Our shelter is the place I adopted my dog, and I want other families to have the same chance. Please support it. Thank you for your time. [Name, address]”
Page 3: Phone script card
The AIA toolkit’s call guide says to give your name and address, state your reason for calling, tell your story, ask for a specific action, and wait for a response. Turn that into a card you can read aloud:
- “Hello, my name is [name]. I live at [address / town].”
- “I’m calling about [issue or bill].”
- “This matters to me because [one sentence].”
- “I’m asking [Senator/Representative/Council Member] to [specific action].”
- Pause and listen. Write down any answer, the staffer’s name, and the date.
- “Thank you for your time.”
Add a voicemail version: the same five elements, said slowly, with your phone number repeated at the end.
Page 4: Meeting-preparation page
Rutgers lists a meeting template, and the National Board for Certified Counselors (NBCC) describes in-person meetings and district-office visits among the ways to reach officials. Your page needs:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- One topic and the outcome you want from the meeting
- Two or three talking points, each one sentence
- Questions to ask, such as “What concerns do you have about this proposal?”
- Who is attending and who will speak to which point
- A space for the answer you got, promised follow-ups, and a date to check back
Town halls and public testimony follow the same logic, but check the host’s sign-up rules and time limits in advance.
Page 5: Accessible and student versions
Rutgers offers student-level materials, and SARTAC’s easy-read guide uses pictures, more whitespace, and glossaries. You can borrow those ideas:
- Use short sentences and everyday words.
- Give sentence frames: “I live in ___. I care about ___. Please ___.”
- Leave generous blank lines for handwriting and use a larger font.
- Add a small glossary for words such as “constituent,” “ordinance,” and “testimony.”
These steps improve readability, but they do not by themselves mean a document meets any formal accessibility standard. That takes a separate review.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing a channel
| Consider | Ask yourself |
|---|---|
| Comfort and follow-through | Which method will you actually finish? The League of Women Voters of Washington County recommends choosing one you are comfortable with and likely to complete. |
| The office’s process | Does the official take comments by web form, mail, phone, or only at meetings? |
| Record versus conversation | Written messages leave a copy. Calls and meetings allow a back-and-forth. |
| Accessibility | Do you need large print, an interpreter, or a written script for speaking? |
| Timing | Will a letter arrive before the vote, or is a call or email faster? |
The sources list these channels but do not establish that any one is always best, and no attributable effectiveness or response-rate figure turned up. Treat anyone quoting one with caution.

Using the packet with a group
For a rescue, club, classroom, or neighborhood group, print one copy of each page per person, but have each person write their own story on Page 2 or 3. Individual wording tends to read as more personal than identical copied text, though the sources don’t measure this. If you want hard copies, ordinary printer paper is enough. No special stock or equipment is needed.
Keep your lists current
Officials change after elections, districts are redrawn, and offices change their contact forms. Re-verify names and channels from an official directory each time before you send or call. If a form of address matters, check jurisdiction-specific guidance. For example, Teach the Vote publishes forms of address for Texas officials, which will not apply elsewhere.
