A puppy admission protocol that prevents illness has five working parts: a vaccination decision made at or before entry, early screening for sick animals, physical separation, cleaning that follows a written procedure, and a handoff that sends the puppy to a veterinarian soon after adoption. No single part is enough alone. This guide is for clinic, shelter, rescue, boarding and pet-store teams. It also has a short section for adopters. The vaccine schedules here come from high-risk shelter guidance. They are not a home-puppy schedule, and individual vaccine decisions belong with a veterinarian.
What should a puppy admission protocol include?
Build the protocol around the order in which a puppy meets your facility. The table maps each stage to the main action and the source behind it.

Intake record: what to capture
Write down the same details for every puppy so that later decisions rest on facts, not memory:
- Age (estimated if unknown) and source
- Prior vaccine documentation, and whether it is reliable and current
- Recent exposure, travel or adoption history
- Current clinical signs
- The planned follow-up and who owns it
Treat missing or doubtful paperwork as a finding. It changes the vaccination decision in a shelter setting (see below).

Vaccination planning for shelter and high-density intake
The American Animal Hospital Association (AAHA) sets out a clear rule for high-risk shelters in its 2022 guidance, Vaccination of shelter dogs and puppies: “Unless sufficient and reliable documentation of current vaccination status is presented, all dogs and puppies 4 wk of age and older should receive an MLV DA2PP vaccine at or before shelter entry and receive boosters at 2 to 3 wk intervals until they reach 18–20 wk of age.”
Points to build into your protocol
- Timing: vaccinate at or before entry. Waiting for a later exam leaves the puppy exposed in the interval.
- Boosters: every two to three weeks until 18–20 weeks of age. Track due dates on the puppy’s record and transfer them to the adopter or foster.
- Leptospirosis: AAHA says puppies should not receive this vaccine before 12 weeks.
- Rabies: local law and a veterinarian’s assessment govern timing.
- Respiratory vaccines: AAHA’s shelter protocols also address intranasal Bordetella and canine parainfluenza. Your veterinarian decides what fits your population.
Why this is not owner advice
These are facility recommendations for places where many animals of unknown history mix. A puppy raised in a single home with a documented veterinary plan has different exposure and a different schedule. Owners should follow their own veterinarian, not copy a shelter protocol.
How do you keep puppies from catching parvo at a shelter?
No source gives a guarantee. The approach in AAHA guidance is to combine vaccination with lower exposure. AAHA recommends physically avoiding infectious exposure for puppies in the shelter context. It describes foster placement as an ideal option until adoption or 18–20 weeks of age.

- Vaccinate at or before entry when records are not reliable (above).
- Move puppies into foster homes where you can, rather than holding them in the general kennel population.
- Keep puppies away from sick or unknown animals and from shared spaces that were not cleaned after use.
- Limit transport and control who can enter puppy areas.
- Clean and disinfect to the standards below.
Parvo-specific details such as disinfectant choice and contact times should come from your veterinarian and the product label. The guidance used here does not supply them.
Symptom screening and routing
The CDC lists these signs of illness in dogs: sluggishness or depression, diarrhea, abnormal breathing, and fluid from the eyes or nose. A puppy with any of them needs prompt veterinary attention.
Clinics can use phone triage so a potentially infectious puppy is not walked through the waiting room or other common areas. Staff can ask about these signs when the appointment is booked, then arrange a direct-to-room entry or an isolation space.

Be aware of the limit: the reviewed AAHA and CDC material does not provide a full clinical decision tree or a universal symptom-based cutoff for refusing admission. Set your screening rules with your supervising veterinarian and write them down.
Separation and outbreak response
AAHA’s infection-control measures for shelters include:
- Early identification of suspected cases
- A dedicated isolation space with dedicated equipment
- Staff training
- Hand hygiene between patients
- Limited transport and controlled access
- Personal protective equipment (PPE) as appropriate
- Written cleaning and disinfection procedures
If an outbreak occurs
AAHA’s 2022 guidance, Infectious disease outbreak management in shelters, states: “Cessation of intake into the shelter is critical for effective outbreak management.” Pause intake if you can. If you cannot, segregate new admissions completely from the affected population. Assign dedicated staff and equipment, and apply infection-control practices to that group. Pathogen-specific steps depend on the disease involved and your veterinarian’s direction.

Cleaning as an operating procedure
AAHA’s sample protocol treats cleaning as a step in the workflow, not as a product choice. Exam rooms and cages are cleaned and disinfected immediately after use. The space stays out of service until cleaning is complete.
- Remove the puppy and any bedding or toys.
- Mark the room or cage as not available.
- Clean and disinfect following your written procedure and the product label.
- Release the space for reuse only when the process is finished.
Do not assume any disinfectant works against everything. Check that the label claims cover the pathogen you are targeting, the contact time, and the surfaces you use it on. Follow the safety instructions for mixing, disposal, PPE and ventilation. Staff safety is part of the protocol.

The CDC recommends washing hands after handling animals or food, and cleaning up urine, feces or vomit immediately. It notes that dogs that look healthy can still carry germs. If antibiotics are needed, they should be given under veterinary supervision. For team training, add hand hygiene between puppies, dedicated gear for isolation areas, and one named person responsible for each cleaning log.

When should a new puppy see a vet after adoption?
The CDC advises a veterinary appointment within a few days to a week after adoption. At that visit the owner can start routine vaccination and discuss parasite prevention. They should contact the veterinarian promptly if illness signs appear.
What the adopter handoff should contain
- All vaccine and treatment records, including the date the next booster is due
- A note of any signs seen during the stay
- Clear contact instructions for questions or illness
- A plain reminder that a healthy-looking puppy can still spread germs, so handwashing and prompt cleanup matter at home
Choosing between workable protocol options
When your facility has to choose between approaches, compare them on these points:
- Puppy age and documented vaccine history
- Setting and exposure pressure: owned home versus shelter, boarding or other high-density settings
- Suspected pathogen and transmission route
- Your ability to isolate with dedicated staff and equipment
- Local rabies law and veterinary oversight
- Product label claims, contact times and surface compatibility
The AAHA and CDC guidance is U.S.-oriented. It does not offer a universal product comparison or triage algorithm. Local rules, resources, and each puppy’s medical condition can change the right answer, so have a veterinarian approve the final written protocol.
