Progress is not a blanket invitation to touch

A dog accepting one touch does not show that he is comfortable with every person, type of handling, or situation. In the ASPCA cases, progress in one area existed alongside continuing difficulty in another. The ASPCA’s 2024 annual report says its Behavioral Rehabilitation Center used more than 30 evidence-based behavior-modification protocols and reduced average treatment time from 19 weeks to 12 weeks. How to approach an unfamiliar dog respectfully

The ASPCA’s public guidance is intended for general interactions, not as a treatment plan for a particular rescue dog. Its central rule is to let a dog progress at his own pace and not force him to remain near someone or something when he is clearly fearful or uncomfortable.   1. Ask the guardian first. Do not assume an unfamiliar dog wants to be petted.
  2. Let the dog choose whether to approach. Do not crowd, reach over, or hold him in place to get contact.
  3. If the guardian agrees and the dog is comfortable, offer a closed hand to sniff. The ASPCA advises petting the shoulders or chest after this, rather than reaching for the dog immediately.
  4. Stop if the dog appears uncomfortable. Withdraw and give him space; do not insist on interaction.

A dog’s guardian, shelter staff, or a qualified behavior professional should guide interactions specific to that dog. The ASPCA’s report of using a harness with Dexter describes one case, not a universal equipment recommendation.
