Responsible horse ownership means planning for a horse’s welfare throughout its life—not just buying it or deciding where to ride. Before taking one on, make sure you can provide suitable care, time, facilities, professional support and funding for both routine needs and unexpected treatment. These responsibilities also apply when you temporarily care for a horse or loan one.
What does a horse need to live well?
The UK government’s Code of practice for the welfare of horses, ponies, donkeys and their hybrids, updated 16 April 2018, sets out five core needs:

- A suitable environment.
- A healthy diet, including fresh, clean water.
- The ability to behave normally.
- Appropriate company.
- Protection from pain, suffering, injury and disease.
The right way to meet those needs depends on the individual horse, its circumstances and competent professional advice; one housing or feeding plan does not suit every animal. The code states: “It is your responsibility to fully understand your horse’s welfare needs and what the law requires you to do to meet those needs.”
These duties are not limited to legal owners. The code addresses people with temporary as well as permanent responsibility for a horse. If you loan or care for one, clarify what you are expected to do and pay for before the arrangement begins.

What should you consider before getting a horse?
Assess your circumstances honestly before committing. Consider whether you have the relevant skills, enough time, suitable facilities, dependable help and a realistic way to pay for the horse’s needs. Learn about the welfare needs of the particular horse you are considering, rather than assuming that experience with riding alone is enough preparation.
- Time and skills: Can you consistently manage the care required, and do you know when to seek expert help?
- Facilities and support: Is there an appropriate place for the horse and access to veterinary and farriery care?
- Budget: Can you cover predictable expenses as well as unexpected veterinary treatment?
- Long-term responsibility: Can you plan for the horse’s care beyond the period when riding or your circumstances may change?
DEFRA advises prospective owners to make a budget based on their own circumstances. A loan can change who performs particular tasks, but it does not remove the need to understand the care and costs you have agreed to take on.

How much does it cost to own a horse?
There is no universal ownership budget. Costs vary with location, the horse’s health and needs, facilities, and how the horse is used. Budget for recurring care and for less predictable treatment, rather than treating the purchase price as the main expense.

- Feed and other horse-specific care.
- Routine and emergency veterinary fees, including preventative care.
- Farriery and tack.
- Insurance for unexpected health costs and suitable public liability cover.
The University of Minnesota Extension gives an approximate figure of $6,500 per year for a healthy horse in a US context, while noting that costs vary widely with location, health, facilities, training level and activities. The page’s publication year is not established, so this is not a current universal estimate or a UK budget. Build your own estimate from local costs and the needs of the horse you plan to care for.

How does livery affect your responsibilities?
Livery is a service arrangement, not a transfer of ownership. The division of care varies by yard and agreement. UK government guidance describes broad categories, but exact services, responsibilities and prices are set locally.

Before agreeing, get the task split, costs and emergency authority clear. Ask how the yard manages parasite control. The UK government’s guidance for stables and livery yards notes that owners may share care with the yard depending on the type of livery.

Which professionals and records should be part of the plan?
Establish a relationship with a veterinary practice and a registered farrier. Plan preventative care with your vet, keep records of medical treatment, and keep vaccination current under veterinary advice. UK government guidance also says a horse should have a valid passport and microchip; see Keeping horses: Looking after horses.
