In 2017, scientists discovered a 20–25-million-year-old sea cow fossil in a ravine on Santa Rosa Island, California. The find included a skull and partially connected ribs, and nearby remains may represent at least four more sea cows. It was the first sea cow fossil reported from the Channel Islands and may be among the oldest known from the west coast of North America.
Where was the fossil found?
U.S. Geological Survey scientists Scott Minor and Kevin Schmidt found the fossil on July 17, 2017, while mapping faults on Santa Rosa Island in Channel Islands National Park. It was exposed in a steep ravine, where erosion and winter weather threatened to damage it. The National Park Service described it as the first sea cow fossil discovered in the Channel Islands.
The find was notable not just for the main skeleton: nearby remains indicated at least four additional sea cow individuals. The National Park Service said the fossil could conceivably be one of the oldest sea cow fossils known from North America’s west coast. National Park Service, 2017 discovery announcement.
How old is the Santa Rosa Island sea cow?
The National Park Service estimated the fossil to be 20–25 million years old. That places the animal in the Miocene, a period when the region’s geography and coastlines differed substantially from today. The estimate is not a final, more precise date: scientists planned to study tiny marine fossils in the surrounding rock to refine the age. National Park Service, 2018 excavation update.

What did scientists find, and was it a new species?
The principal remains included a skull and ribs that were partly articulated—that is, still connected in their original anatomical arrangement. The surrounding rock also held other fossils and carbon fragments that could help researchers interpret the animal’s environment.
Scientists considered the sea cow potentially new or undescribed, but the National Park Service releases do not establish a final species name. A determination would require comparing the skull’s shape and features with those of other sirenians, the group that includes modern manatees and dugongs as well as extinct relatives.

- Skull comparison: Researchers planned to examine anatomical features to assess how the animal relates to known sirenians.
- Tooth wear: The teeth could provide clues about feeding, including whether the animal ate seagrass and ingested sand while grazing.
- Rock and associated remains: Marine microfossils could help refine the age, while other fossils and carbon fragments could offer clues about the surrounding environment.
How did a sea cow fossil end up high above the sea?
The animal lived in shallow coastal water near what is now San Diego. After it died, its remains became buried and fossilized in marine sediment. The rocks later moved north with the Pacific Plate, rotated, and were uplifted as tectonic forces shaped the Channel Islands. The fossil-bearing rocks now sit nearly 1,400 feet above sea level on Santa Rosa Island.
The fossil’s elevation reflects the later movement of the rock, not the animal living on a mountaintop. National Park Service overview of Channel Islands geology.

How was the fossil excavated?
Because the exposed fossil was in a steep, eroding ravine, a volunteer team led by Jonathan Hoffman, a paleontologist at the Santa Barbara Museum of Natural History, spent nearly a month freeing the head and rib sections. National Park Service staff packed specimens weighing about 500 pounds for transport by helicopter and boat. Preparators planned to use dental picks and pneumatic hand drills to remove the surrounding rock and expose the skull. National Park Service, 2018 excavation update.

Sea cow fossils are uncommon, and the Santa Rosa find combined several unusual features: it was the first reported from the Channel Islands, may be among the oldest known on the west coast of North America, and included a skull, partly articulated ribs, and nearby remains of multiple individuals. That concentration could give scientists more evidence than an isolated fragment would about the animal and the environment in which it lived.

The rarity claim is specific to the National Park Service’s description; it does not mean this is definitively the rarest sea cow fossil worldwide. The cited announcements also leave the animal’s species identification unresolved.
