Should You Change Your Adoption Fees? A Practical Guide for Shelters

Changing adoption fees can help address long stays, crowding or access barriers, but it is not a universal fix. See how shelters can choose an approach and measure its full impact.

Change adoption fees when a specific placement or access problem calls for it—not simply because lower fees sound appealing. A targeted reduction or temporary waiver can help move animals who are staying too long or ease a capacity pinch. But fee changes are not a guaranteed fix: check local rules, keep adoption counseling consistent, and judge the pilot by animal outcomes and the full financial picture, not adoption totals alone.

When a fee change may make sense

Consider a lower fee or temporary waiver when the shelter has a defined goal, such as reducing long stays, relieving crowding, improving access, or placing a particular group of animals. The ASPCA recommends that shelters retain discretion to reduce or waive fees for promotions and for animals with longer stays; it cautions that rigid fees may deter adopters or rescue partners and keep animals in care longer. Fee policy is one possible lever, not a substitute for understanding why animals are waiting. If the goal is to place adult cats, for example, a promotion limited to that group may be more useful to evaluate than a blanket change. A shelter can also keep its standard fee while testing a short promotion or a defined waiver, provided it has authority to do so.

What the evidence says—and what it does not

The claim that a free adoption automatically leads to less attachment or makes an animal seem less valuable is not supported by the findings summarized by ASPCApro. Its summary of an ASPCA study reports that eliminating fees for cat adoptions did not reduce adopter attachment or perceived animal value. That finding challenges a categorical objection to fee waivers, but it does not prove that every promotion or adoption process will have the same results. Shelter Animals Count reports examples of campaigns in which adoption activity increased without an increase in returns. One shelter’s free-adoption weekend for adult cats produced more than five times its usual adoptions, according to the checklist; this is a single-shelter example, not a forecast for another organization. The checklist also reports that about half of surveyed adopters said a reduced fee influenced their decision to adopt an adult cat. The same checklist reports an association between allowing same-day adoptions and adoption rates: about 72% for organizations that allow them versus about 66% for those that do not. That comparison does not show that same-day adoption alone caused the difference, and it is not a measure of the effect of changing fees.

Choose the option that fits the goal

Compare the available choices against the problem you are trying to solve. A lower fee for a selected group, a short promotion, and a full waiver are different interventions; none should be treated as automatically better than keeping the current fee.

Keep the current fee The shelter has no clear placement problem to address, or local rules require the fee. Whether current placement, stay-length, access, and financial outcomes meet the shelter’s goals.
Reduce fees for selected animals A defined population has longer stays or needs a targeted access intervention. Adoptions and length of stay for eligible animals, compared with an appropriate baseline.
Run a time-limited promotion The shelter wants to test whether a temporary change affects placements or capacity. Results during the stated period, including returns, fee receipts, donations, and care costs.
Waive fees for a defined group The shelter has a clear reason to remove the fee barrier for that group and authority to do so. Placement and post-adoption outcomes alongside the full financial effect.
Seek sponsorship to cover fees A sponsor is available and the shelter wants to remove or reduce the adopter’s charge. Whether sponsorship reliably covers the amount and how sponsored placements perform. Sponsorship is an operational option, not a program established by the cited evidence.

Whichever option is chosen, keep the same counseling and responsible matching process across fee levels. A different price should not mean less attention to whether a placement is suitable.

Check legal authority before changing fees

Do not assume every shelter can freely discount or waive charges. The ASPCA notes that some adoption fees may be strictly mandated by law, but the applicable rules depend on jurisdiction. Check the laws and requirements that apply to your shelter before announcing a change; the ASPCA position statement is guidance, not a substitute for local legal advice.

Run a defined pilot and measure the whole result

Set the goal and comparison period before the change begins. Record a baseline, specify which animals qualify, identify the exact fee change, and decide what success would mean. This is a practical evaluation approach, not a protocol tested as a package in the cited sources.

  1. Define the problem. State whether the pilot aims to shorten long stays, relieve crowding, increase access, or place a particular population.
  2. Set the boundaries. Choose the eligible animals, fee amount or waiver, start and end dates, and comparison period.
  3. Track placements and animal outcomes. Record adoptions by type of animal, length of stay, returns, and capacity changes.
  4. Track the full finances. Compare fee receipts and donations with care costs. A fee reduction may reduce direct income; faster placements or donations may offset some of that, while additional animals housed or greater housing density may increase costs.
  5. Review access and fairness. Check who benefits from the policy and whether it has disparate effects. The ASPCA advises shelters to scrutinize neutral-seeming practices and use nondiscriminatory policies.
  6. Decide whether to continue. Compare the complete results with the baseline and the original goal rather than treating a rise in gross adoptions as success by itself.

A 2014 simulation of U.S. shelter conditions found that fee reductions or waivers could increase total costs when they resulted in more animals being housed or greater housing density; outcomes also depended on fundraising returns. Because this was a model whose results depended on assumptions, it is a reason to account locally—not a prediction of what a particular shelter’s budget will do. Put the decision in context

Shelter Animals Count’s 2026 report says 5.8 million cats and dogs entered U.S. shelters and rescues in 2025, while 4.2 million animals were adopted into homes that year.
