Cats Protection says cats can climb most fences. Start by checking the whole boundary and removing nearby launch points; then consider a properly secured cat-proof fence or an enclosed catio. Avoid loose netting and any deterrent that could snag or injure a cat.
Why ordinary fences often fail
A cat may climb the fence itself or use a shed, tree, furniture, or another structure to get over it. A single weak section or gap can also defeat an otherwise secure boundary. Cats Protection notes that a two-metre, close-boarded fence with a hedge running parallel may encourage a cat to stay in the garden, but it does not describe that arrangement as a guaranteed barrier.

Check the boundary before modifying it
- Walk the entire perimeter. Look for gaps, damaged sections, low points, and places where a cat could squeeze through or climb around the fence.
- Look for launch points. Check whether sheds, trees, bins, furniture, or other structures let the cat reach the top of the fence. Move accessible items where practical.
- Inspect existing netting and wire. Remove or secure loose material that could catch a cat. Cats Protection warns that unattended garden netting can entangle cats.
- Choose the scale of the fix. A topper may suit a limited problem area; keeping a cat inside a whole garden may require a continuous boundary solution or an enclosed catio.
Compare ways to make the boundary harder to climb
| Option | What it does | What to consider |
|---|---|---|
| Taller, solid fence | A two-metre, close-boarded fence with a parallel hedge may encourage a cat to remain in the garden, according to Cats Protection. | It is not a guarantee: cats can climb most fences, and nearby launch points or gaps remain relevant. |
| Cat-proof fence or topper | Angled overhangs or horizontal poles can make the top of a boundary harder to cross, according to Cats Protection. | The design must suit the fence and cover the relevant boundary. The available guidance does not establish a universally effective product or design. |
| Wire fence with apron and floppy overhang | A Humane Society of the United States review describes a study in which this design deterred feral cats. | The studied design used a 180 cm fence and was reported in a specific feral-cat context; it does not prove the same setup will contain every pet cat. |
| Enclosed catio | Provides outdoor access within an enclosure rather than relying on the garden perimeter. | Choose a secure design suited to the cat and site, and check it for openings or vulnerable points. |
Make safety part of the design
- Do not use sharp or injurious deterrents.
- Do not leave loose netting, wire, or other materials where a cat could become trapped or injured.
- Check that any mesh or netting is taut and securely fixed, with no snagging or entanglement hazard.
- Before installing a fence modification, check applicable property and fence requirements in your area; these vary and are not established by the guidance cited here.
What the evidence can—and cannot—tell you
The sources describe practical boundary options, not a guaranteed formula or a topic-wide success rate. The 180 cm measurement belongs to the wire-fence study design summarized by the Humane Society of the United States, which concerned deterring feral cats. It should not be read as a recommended minimum height or proof that a particular fence will contain a household cat.
