It does document the financial pressures around competition, stakeholders’ concerns about conflicts between performance demands and horses’ needs, and an explicit FEI rule: “Welfare of the Horse must never be subordinated to competitive or commercial influences.” The central question is whether that standard is protected throughout a horse’s life—not just on competition day.
How can commercial incentives affect horse welfare?
Elite equestrian sport sits between athletic competition and business. The 2021 study Symbiosis or Sporting Tool? Competition and the Horse-Rider Relationship in Elite Equestrian Sports describes participation as costly and goal-oriented, with business competence important to success. Entry, stabling and travel costs can offset prize money, and only some competitors receive prize money. Sponsorship can be valuable for high-profile athletes, but those opportunities are not shared evenly across the sport.

This context can create pressure to maintain performance and a public profile. It is not proof that a particular sponsor, prize purse or commercial decision caused a specific practice or injury. Those are separate questions: an incentive describes what may be rewarded; a practice describes what people do; a welfare indicator describes an effect on a horse; and a causal finding would establish that one produced the other. The cited evidence does not establish that full chain.

What does the evidence say about competition and horses’ needs?
A 2021 study by Heleski and colleagues, How Happy Are Equine Athletes? Stakeholder Perceptions of Equine Welfare Issues Associated with Equestrian Sport, reports that study participants saw conflicts between competition demands and horses’ basic needs. They also discussed formal welfare assessment as a way to monitor management, training and competition.

Those findings describe the participants’ views; they are not a representative census of equestrian sport or a quantified estimate of how often conflicts occur. They do, however, identify a practical governance problem: welfare safeguards need to address the pressures surrounding performance, not only the rules for conduct in the arena.
What does the FEI say about horse welfare?
The FEI Code of Conduct sets the standard that horse welfare must be paramount and must never be subordinated to competitive or commercial influences. The 2026 FEI Eventing Rules, effective 1 January 2026, repeat that principle. The code also addresses care beyond the result of a competition:
- Feed and water should be available.
- Training should match the horse’s physical capability and maturity.
- Abusive or fear-inducing training methods should not be used.
- Tack should be designed and fitted to avoid pain or injury.
These are FEI standards for the disciplines and contexts they govern. They should not be assumed to describe horse racing, which has distinct authorities, rules and economic structures.

What do sport horses need outside competition?
A 2024 field study by Phelipon and colleagues identifies forage, freedom of movement and social interaction with other horses as essential fundamentals for high-level sport horses. The authors also discuss workload, travel, limited time at home, weight management and the horses’ high economic value as factors that can shape their lives.
That wider view matters because a horse’s welfare cannot be judged solely by whether it appears healthy at an event. Management at home, training, travel and opportunities to meet basic needs all belong in the picture. The FEI Equine Ethics and Wellbeing Commission’s 2023 report likewise frames welfare as extending beyond the competition itself.
How can we tell whether a horse is fit to compete?
A horse’s appearance at the venue is not a complete account of its welfare or readiness. The relevant questions extend across management, training, travel and competition, including whether health concerns are being masked and what happens when the horse is not fit to compete. The FEI’s stated welfare standard and its announced focus on fitness to compete make those questions institutional responsibilities, not just matters of individual judgment.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why does public trust matter?
The FEI Equine Ethics and Wellbeing Commission’s 2023 report argues that public confidence in the future of equestrian sport depends on improving welfare and communicating clearly about how it is protected. The report describes commissioned surveys conducted in 2022: 66% of people involved with horses described horses as a “family member” or “partner.” In a separate public-opinion survey, 34% of respondents identified equine welfare and 32% equine safety as leading concerns among the issues listed. These figures describe those surveys, not all horse owners or the public today.
Legal scholar Małgorzata Lubelska-Sazanów’s 2024 article, “Ethics in Sports Industry: When Does Sports Autonomy Become an Excuse for Animal Abuse?”, offers a related ethical frame: social licence is the unwritten permission society gives sport to operate. That is an argument about legitimacy, not empirical proof that commercial interests harm a particular horse. For elite equestrian sport, trust depends on whether welfare rules are applied credibly and whether people can see how concerns are monitored and addressed.

What the evidence supports—and what it does not
The evidence establishes an explicit FEI welfare standard, an expensive and uneven business context, stakeholder concerns about competition conflicting with basic needs, and research emphasizing horses’ needs beyond the arena. It also documents an FEI action plan announcement and public concern about welfare and safety.
It does not establish a complete causal link between a specific commercial reward and an individual horse’s outcome, nor does it provide a current, cross-discipline accounting of revenue structures paired with measured welfare outcomes. The strongest rule evidence here concerns FEI sport, not racing. The key test is therefore not whether commercial incentives exist, but whether welfare protections, assessment and accountability are strong enough to keep those incentives from overriding the horse’s needs.
