What microchipping legally involves
Compliance means both implanting a compliant chip and recording the required information with a qualifying database. England’s regulations define the requirement this way, and Scottish guidance likewise includes database registration as part of the obligation. Ask the person fitting the chip which database will hold the record and how you can check it. England regulations guidance · Scottish Government guidance

Who must arrange the chip and keep the record accurate?
GOV.UK says a trained professional must fit a pet’s microchip. You can ask a veterinary practice, local council or rescue or rehoming centre; fees may apply. The rules about eligible implanters can differ by nation and species, so do not assume every provider is authorised in every situation. GOV.UK microchipping guidance

Microchipping for travel is a separate requirement
Routine domestic microchipping rules are not the same as pet travel rules. For travel to Great Britain, the microchip must be implanted before or at the same time as the rabies vaccination. If officials cannot read the chip, the animal may be refused entry or quarantined. Check the travel requirements for the specific route before departure. GOV.UK: Bring your pet to Great Britain
