USDA’s Rural Veterinary Action Plan drew support from rural producers and veterinary workforce advocates, who also urged the department to address federal staffing and pay, improve shortage-area designations, and help rural clinics get started. The plan, announced in August 2025, set out five areas of work; it did not claim to have solved the shortage. USDA announced additional program funding and scholarship changes in September 2026.
Why the plan drew attention
Rural veterinarians support livestock health and food production, while federal veterinarians contribute to animal health, public health, food safety, and trade. USDA described shortages in both rural food-animal practice and its own veterinary workforce as concerns behind the plan.

In a September 4, 2025 report, Mississippi cattle producer and Mississippi Cattlemen’s Association executive vice president Andy Berry said he was about 45 minutes from the nearest large-animal veterinarian. He said routine appointments needed advance scheduling and emergency coverage could be difficult. That is one producer’s experience, not a national measure of access.
The same report attributed two broader figures to a 2022 Farm Journal Foundation report: about 500 rural U.S. counties needed veterinarians, and 3% to 4% of new veterinary graduates pursued livestock or other food-animal practice, compared with about 40% four decades earlier. These are historical figures reported secondhand, not current counts or independently verified estimates. The report also attributed average veterinary-school debt of $202,647 to USDA’s action plan.

What USDA’s five-part plan proposed
USDA’s August 2025 plan covered both rural practice support and the department’s federal veterinary workforce:
- Streamline grants: Improve veterinary grant programs, including the Veterinary Medicine Loan Repayment Program (VMLRP) and Veterinary Services Grant Program (VSGP).
- Study shortages: Have USDA’s Economic Research Service analyze rural veterinary shortages, with a report planned for mid-2026.
- Recruit and retain USDA veterinarians: Explore special pay rates, more tuition reimbursement, and possible recruitment bonuses.
- Catalog financing: Identify federal resources that could help veterinarians finance rural practices, including Rural Development’s Business & Industry Loan Guarantees and Community Facilities Program.
- Hear from stakeholders: Consult veterinary schools and others about barriers to rural practice and recruitment.
The plan described intended work and proposals to explore. Its announcement did not establish that all potential pay or bonus changes had been adopted.

More information about the federal workforce
Joe Annelli, executive vice president of the National Association of Federal Veterinarians (NAFV), called the plan helpful and urged a Government Accountability Office study of the public veterinary workforce. He said a study could inform decisions about workforce trends, retirement risks, geographic distribution, recruitment challenges, and future service demand. Annelli also advocated exploring special pay rates, recruitment and retention bonuses, and career advancement. These were recommendations, not confirmed policy changes.

Katie Lee, Farm Journal Foundation vice president of government affairs, said many of the plan’s recommendations aligned with the foundation’s longstanding advocacy. She also cautioned that shortage-area designations can rotate from year to year, potentially making an area and its veterinarians ineligible even when the shortage persists. The 2025 reporting did not provide a national evaluation of how accurately those designations reflect need.

- SOFT EAR TIPS with Noise Isolation | Secure, soft ear tips help block ambient noise and maintain comfort for focused listening in busy veterinary environments.
Startup capital and stronger incentives
A September 29, 2025 NAFV briefing proposed startup grants or low-interest loans for rural practices, broader VMLRP eligibility, larger or more flexible loan-repayment payments, and adjustments for high-need areas. For the federal workforce, it advocated a dedicated professional pay category and clearer advancement paths.
The briefing also included estimates about graduates’ practice choices, federal vacancies, and wage gaps. Because the underlying references were not fully detailed for every estimate, those figures should not be treated as established national statistics without checking the cited datasets.

What happened after the September 2025 reactions
VSGP awards in November 2025
On November 19, 2025, USDA’s National Institute of Food and Agriculture reported 22 Veterinary Services Grant Program awards: eight Education, Extension, and Training grants and 14 Rural Practice Enhancement grants. NIFA said a Rural Practice Enhancement award can provide up to $125,000 for equipment, clinic staffing, and operations in a designated shortage area. This award announcement shows program activity; it does not establish that every rural clinic received support.

On September 4, 2026, USDA announced an additional $7.5 million for VMLRP and an additional $7.5 million for VSGP, along with streamlined application or reporting processes. USDA also said it would double the number of Food Safety and Inspection Service scholarship awards, with an annual amount of $40,000, and increase maximum amounts under Animal and Plant Health Inspection Service internship programs. These are agency-announced changes, not the total appropriations for either grant program. Eligibility and application details may change; consult USDA’s current program information before applying.

How the proposals address different parts of the problem
- Clinic support versus federal hiring: VMLRP, VSGP, and potential startup financing target rural practice capacity. Recruitment, compensation, and career-path proposals target USDA’s own workforce.
- Funding versus measurement: Grants and repayment can support clinics or veterinarians, while the proposed shortage analysis and requested GAO study are intended to give decision-makers better workforce information.
- Temporary designations versus persistent need: Lee’s concern highlights a practical risk if eligibility follows rotating designations while local shortages continue.
- Debt relief versus the cost of opening a practice: Loan repayment addresses education debt; startup financing would address the separate cost of establishing or maintaining a rural clinic.
