Wanneroo’s current cat-owner guidance limits a property to three cats, with an application process for keeping more. It also sets out requirements for cats over six months and lists parks and reserves where cats are prohibited. Joondalup’s cat-library idea was reported as under exploration in January 2024; the available records do not confirm that a program was approved or launched. Joondalup’s separate proposed Animals Local Law 2025 went through consultation, but its final legal status is not established by the cited records.
What the current Wanneroo cat rules require
The applicable framework is the City of Wanneroo Cats Local Law 2023, gazetted on 30 November 2023 and amended by Gazette on 24 September 2024. The City’s consolidated PDF is an administrative version; it advises that Gazette versions should be used in legal proceedings. For practical owner guidance, see the City’s current cat-owner page and check the consolidated local law.

How many cats may I keep?
The City’s current guidance sets a limit of three cats on a property. Owners can apply to keep more than three; the listed application fee is $180.50 and is non-refundable if the application is declined. Cats younger than six months are excluded from the local-law count.
What duties apply to cats over six months?
Wanneroo says cats over six months must be microchipped, sterilised unless the owner is a registered breeder, and registered with the local council. The City lists registration fees of $20 for one year, $42.50 for three years or $100 for lifetime registration. It says non-compliance may result in a $200 on-the-spot infringement or a fine of up to $5,000 if prosecuted. Fees and enforcement details can change, so confirm them with the City before relying on them.
#1 Best Overall
- Large Capacity: The Idymere stainless steel litter box measures 16.93"L x 12.99"W x 5.12"H, offering ample space for kitty, kittens, elderly cats or medium cats to do their business comfortably. This litter box is ideal for single or multiple small-cat households. The open design of this large litter box promotes air circulation and helps reduce unpleasant odors, ensuring your pets have a fresh and comfortable environment.
- Strong and Sturdy: Made of high-quality stainless steel, this litter box resists corrosion, wear, and rust. Unlike plastic litter boxes, it does not trap residue or odors, helping keep your home smelling clean. The sturdy, non-porous surface of the metal litter box prevents scratches where dirt and smells can hide, creating a healthier space for your cat.
- Easy Cleaning: The spacious stainless steel design of this cat litter box requires less frequent litter changes. The smooth surface of the litter pan prevents waste from sticking, allowing litter and debris to slide easily to the bottom for quick cleaning. It’s especially useful for cats that kick litter or urinate high, and it dries fast for simple maintenance.
- High Sides & Safe Rounded Edges: Featuring raised sides, this stainless steel litter box effectively contains litter scatter—perfect for energetic or large cats. The litter box with high sides also help prevent urine and feces from adhering to the sides. The kitten litter box with smooth, rounded edges ensure safety for your cat and make the metal litter box easy to lift without hurting your hands.
- Versatile Use & Multiple Sizes: This stainless steel litter box suits various pets, including adult cats, kittens, rabbits, ferrets, and snakes. This stainless steel box can also double as a pet bathing tub or storage container. Available in several sizes, you can choose the best fit litter tray for your pet without taking up too much space, ensuring comfort and flexibility for different needs.
Where are cats prohibited?
The City maintains a current list of cat-prohibited parks and reserves. Examples include Alkimos Foreshore Reserve, Lake Gnangara Park, Koondoola Regional Bushland, Quinns Rocks Foreshore Reserve, Lake Joondalup Foreshore Reserve, Lake Joondalup Park and Yanchep Foreshore Reserve. The list may change; consult the live Wanneroo cat-owner guidance for the full current set rather than relying on older media counts.
Does Wanneroo require cats to stay indoors?
The City recommends keeping cats indoors between dusk and dawn and containing them on the property or providing an outdoor cat enclosure. Those are recommendations on the City’s guidance, not a general home-containment obligation established by the local law described here. An enclosure can be a practical way to follow the advice, but it should not be mistaken for a legal requirement.
Wanneroo also recommends keeping vaccinations up to date and using parasite treatment when needed.
What happened to Joondalup’s cat-library idea?
A PerthNow report dated 26 January 2024 said Joondalup was exploring hosting cats in libraries after a motion by Cr Christopher May in November 2023. The report said a Council report was expected in the first half of 2024; it did not establish approval or implementation, and the records cited here do not verify a later outcome. In that report, Cat Haven marketing co-ordinator Amber Ashford said the organisation would be open to working with the City and referred to training and scheduling. May said he was open to different methods and wanted the idea explored. Those were views at the time, not confirmation of a current program. Read the January 2024 report.

Joondalup’s later Animals Local Law process
The cat-library proposal is distinct from Joondalup’s later work on animal regulation. The City consulted on a proposed Animals Local Law 2025 from 19 June through 8 August 2025. It says the revised draft added cat-prohibited areas and nuisance-cat provisions. The consultation page is marked closed and says outcomes would be reported to Council at a future date.
A Policy Committee agenda dated 16 February 2026 includes a schedule of submissions and City responses, including discussion of cat-prohibited areas and nuisance cats. The cited records do not establish whether Council subsequently adopted the law, or whether it was gazetted and commenced. It should therefore be described as a proposal under consideration in the cited records, not as an operative law.

What the WA Cat Act review could mean
In a 2026 announcement, the Western Australian Government said a statutory review of the Cat Act 2011 was underway and that it was progressing proposed legislative changes to enable local governments to make cat-containment local laws. The announcement listed 31 August 2026 as the consultation submission deadline. This is future-facing context: it does not show that a general containment requirement was already in force in Wanneroo or Joondalup. See the WA Government announcement for the State’s account of the review and proposed changes.
