The announcement came one day after the HSUS board voted to retain him following an internal investigation into sexual-harassment complaints. Pacelle denied the allegations; the contemporaneous reports describe complaints, not an adjudicated finding.
What led to Pacelle’s resignation?
On January 29, 2018, The Washington Post reported that an investigation by law firm Morgan Lewis, hired by HSUS, interviewed 33 people and identified three complaints against Pacelle. The Post also described an investigation memo that said settlements had been offered to three other employees who alleged they had been demoted or dismissed after reporting his behavior. Pacelle denied the complaints. These were allegations reported at the time, not conclusions established by a court.
Why did the board’s decision trigger a backlash?
On February 1, after a seven-hour meeting, the HSUS board voted 17–9, with two abstentions, to retain Pacelle and close the investigation, according to The Washington Post. Seven board members resigned in protest. Donors objected publicly and threatened to withdraw support; employees also expressed opposition.
The board chair characterized the investigation as finding no “credible evidence,” as reported in follow-up coverage. That was the board’s description, not a legal determination, and donors challenged it while calling for further accountability.

When did Pacelle leave, and who took over?
On February 2, HSUS announced that Pacelle had resigned effective immediately. The Washington Post reported that Kitty Block was named acting chief executive. Board chair Rick Bernthal said: “The last few days have been very hard for our entire family of staff and supporters. We are profoundly grateful for Wayne’s unparalleled level of accomplishments and service to the cause of animal protection and welfare.” The statement conveyed the board’s public response; it did not resolve the allegations.

The controversy continued beyond Pacelle’s departure. In March 2018, The Washington Post reported that donors were still pressing for further investigation and governance changes. HSUS said it would launch a comprehensive culture-change initiative and an outside review of board governance. Those were plans stated at the time; the available contemporaneous reporting does not establish whether or how they were later completed.
