“Dark vessels” are ships detected by satellites or other means but missing from public vessel-tracking data, often because they are not transmitting Automatic Identification System (AIS) positions. A 2024 study in Nature estimated that public tracking missed 72–76% of industrial fishing vessel activity and 21–30% of transport and energy vessel activity during its study period. Those figures describe gaps in tracking—not proof that every untracked ship was breaking the law.
What does “dark vessel” mean?
A vessel is called “dark” in this context when it is not reporting its location through public tracking systems but is identified by another observation method. As Adrienne Turnbull, a defence scientist with Defence Research and Development Canada, put it: “When vessels are not reporting their location but are identified by other means, they are considered ‘dark’” (Government of Canada, 2024).
A ship can be missing from public AIS data because it is not broadcasting, has switched off its AIS transmitter, or is outside available data coverage. “Dark” therefore describes a tracking gap, not a confirmed offence. Not every boat is legally required to broadcast AIS, and the public data do not provide uniform coverage.
How many ships are missing from public tracking?
The peer-reviewed study “Satellite mapping reveals extensive industrial activity at sea,” published in Nature in 2024, compared vessel-position information with satellite observations. Its estimates concern industrial vessel activity absent from public tracking, not all boats at sea.

The European Space Agency summarizes the fishing result as about 75% of the world’s industrial fishing vessels not tracked by public systems, and says more than 25% of transport and energy vessel activity was missing. These are rounded descriptions of the study’s findings, not estimates that three quarters of all ships on Earth are hidden (ESA, 2024).
How did satellites find vessels without AIS?
The study used five years of observations from 2017 through 2021, covering coastal waters across six continents. Researchers compared vessel-position data with satellite imagery and used machine-learning models to help detect vessels and classify likely activity (ESA, 2024).

Radar can observe through clouds
Sentinel-1 carries synthetic aperture radar (SAR), which can image Earth’s surface through cloud cover and help estimate vessel presence and size. This makes radar useful when ordinary optical imagery is obscured by clouds.
Optical imagery adds visual information
Sentinel-2 provides optical imagery that can contribute estimates of a vessel’s size, speed, and course. The project describes Sentinel-1 imagery at 20-metre resolution and Sentinel-2 imagery at 10-metre resolution, sufficient to see most vessels longer than 15 metres. Global Fishing Watch notes that coverage is not uniform and that commercial imagery may be used where free coverage is insufficient (Global Fishing Watch).

These sources complement rather than replace one another: AIS is a vessel’s radio-reported position, while satellite imagery is an observation of an object at a particular place and time. A satellite detection is not automatically a confirmed identification, a reliable account of what the ship was doing, or evidence of a legal violation.
Where was dark vessel activity found?
The mapped activity was unevenly distributed. The European Space Agency reported dark fishing vessels inside marine protected areas and high concentrations in some national waters that had appeared to have little vessel activity in public tracking data (ESA, 2024). Global Fishing Watch also points to missing data in regions with significant monitoring needs, including parts of West Africa and East Asia (Global Fishing Watch).

These findings show that AIS-only maps can understate industrial activity. They do not establish that every vessel detected in a protected area committed a violation; determining that requires more evidence about the vessel, its activity, location, and applicable rules.

When substantial activity is absent from public tracking, governments and researchers have a less complete picture for overseeing fisheries, assessing pressure on fish stocks, monitoring protected areas, and understanding industrial activity at sea. The uncertainty is especially consequential where monitoring needs are high but public data are sparse.

Canada’s dark-vessel program compares transmitter data with real-time satellite observations; a discrepancy can indicate that a vessel has stopped transmitting. The government says such capabilities can support fisheries protection, maritime safety, and search and rescue (Government of Canada, 2024). Satellite monitoring is thus a way to find and investigate gaps—not a standalone verdict about intent or guilt.
