What Data Do You Need to Support a Community Cat Program?

Track shelter outcomes and field conditions separately, set a baseline, and read published results as context rather than a promise.

To show a community cat program is working, you need two separate sets of numbers: shelter figures (intake, length of stay, euthanasia, live release rate) and field figures (cat counts, ear-tipped share, new arrivals, cats sterilized). Each set answers a different question. Both need a baseline taken before the program starts and the same measurements repeated afterward.

Why one set of numbers is not enough

A drop in shelter intake does not prove a local colony shrank. A colony count alone does not show what happened to cats entering the shelter. Funders, councils and neighbors usually care about both, so collect both and report them side by side without letting one stand in for the other.

Shelter-level measures

The ASPCA’s Position Statement on Data Collection & Reporting names four indicators for tracking progress: intake, length of stay, euthanasia rate and live release rate (LRR). It describes LRR as the percentage of animals with a live outcome relative to total intake.

In the ASPCA’s framing, live outcomes include adoption, return to owner, and transfer to outside agencies that guarantee adoption. Write down the formula you use in every report and keep it fixed. If you also count return-to-field as a live outcome, say so, because that changes the figure and makes comparisons with other shelters unreliable.

Field-level measures

The ASPCA’s Position Statement on Community Cats recommends documenting how many cats are at a location and how many are ear-tipped, and watching for new arrivals. It says monitoring existing cats over time is critical to plan resourcing, keep the share of sterilized cats high, reduce many types of nuisance complaints, and ultimately reduce the population.

  • Estimated cats by location: record the count, date, and who counted.
  • Ear-tipped share: the proportion of observed cats that are ear-tipped, a practical indicator of sterilization coverage.
  • New arrivals: unfamiliar, unaltered cats showing up. The ASPCA warns that new arrivals not promptly addressed can undermine population decline.
  • Program activity: cats trapped, sterilized, vaccinated and returned, with dates and locations.
  • Complaints: the ASPCA lists reduced nuisance complaints as an expected benefit, so log them by type if your agency receives them.

How to count

The ASPCA describes repeatable routes, or more formal transect methods where feasible. When that is not practical, caregiver observations still help. Whichever you choose, record the method and its limits. A caregiver’s feeding-time tally and a formal survey are not interchangeable, and switching methods mid-program can look like a change in the population when it is only a change in the method.

Know what you are measuring: TNRM versus return-to-field

The two approaches enter the process at different points, so their data differ.

For RTF, the ASPCA advises checking for ownership, recording the exact location where the cat was found, and considering whether the cat thrived there and whether a caregiver exists. It also says RTF should not take adoption capacity from socialized cats or care pathways from ill, injured or very young cats. Tracking how many cats were diverted to RTF versus adoption or medical care lets you show that safeguard is being kept.

What published results show

Spehar and Wolf (2019) studied six municipal shelters running integrated RTF and targeted TNVR programs. As summarized in Alley Cat Allies’ research library, the shelters reported a median three-year decline of 32% in cat intake and 83% in cat euthanasia.

Use these figures carefully:

  • They describe reported changes at six participating shelters, not a forecast for your community.
  • It was an observational program evaluation, so it cannot separate the programs’ effect from other changes such as adoption drives or policy shifts.
  • The summary comes from an advocacy organization’s library. The library itself says Alley Cat Allies did not develop or review every listed study and does not endorse every study’s language or conclusions.

The same library lists long-term monitoring examples: a 2025 Lamma Island case study with surveys along a routine route during a program spanning 2000 to 2024, and a 2020 Bay Area study summary describing a tracked colony project. They are useful illustrations of repeated field observation, but their location, duration and setting differ from municipal shelter statistics, so do not line them up as like-for-like comparisons.

The sources reviewed establish no universal target, such as a particular intake reduction or ear-tip percentage. The ASPCA emphasizes program-specific monitoring and sustained work. Set goals from your own baseline.

A practical monitoring plan

  1. Set a baseline period. Pull shelter intake, length of stay, euthanasia and live outcomes for a comparable period before launch, and survey target locations.
  2. Fix your definitions. Write down the LRR formula, which outcomes count as live, and how each category is assigned.
  3. Choose and document a counting method. Use a repeatable route or transect where you can, or structured caregiver reports where you cannot. Keep the same method and schedule.
  4. Log every intervention. Record the date, location, number of cats trapped, microchip scans, vaccinations, sterilizations and returns.
  5. Track new arrivals and caregivers. Note who is responsible for each site, what the plan is for ill or injured cats, and any exclusion devices or public education used for specific concerns.
  6. Report on a fixed cycle. Compare the same measures across comparable periods, such as the same quarter year over year, to avoid seasonal distortion, since kitten season shifts intake.
  7. Annotate context. Note concurrent changes, such as new adoption programs, staffing, or policy changes, so readers do not credit or blame the program for them.

Comparing programs or years honestly

When you compare your results with another jurisdiction or an earlier year, give the geography, time period, intervention mix and measurement definition. Different program structures and local starting conditions make unqualified comparisons weak. Put the capacity side in the comparison too: caregivers, veterinary access, tracking methods, funding and safe return conditions often explain more than the label on the program.
