His name entered the story through internet jokes about earlier animal-related controversies, not through evidence from investigators.
Federal authorities investigated the discovery of a common dolphin whose remains appeared to have been deliberately cut apart on an Allenhurst, New Jersey, beach in October 2024. But the available reporting did not identify a suspect—and it did not connect Robert F. Kennedy Jr. to the dolphin.

Kennedy became part of the online conversation because of earlier, widely reported stories involving animal carcasses. That association was an internet-driven joke and a reaction to his public record, not evidence that he was involved in the Allenhurst case.

What happened on the Allenhurst beach?
The Marine Mammal Stranding Center said its coordinator responded on Wednesday, October 30, 2024, to partial remains found near Allen Avenue in Allenhurst, a Jersey Shore community north of Asbury Park.

The animal was identified as a common dolphin. According to the stranding center’s account, the remains appeared to have been “butchered”: flesh had been removed with clean cuts from a sharp instrument, while the head, dorsal fin, and flukes remained. The heart and lungs were still present, but other organs had been removed.
The center documented and photographed the remains before the carcass was buried on the beach. “Butchered” is the stranding center’s description of the appearance of the remains; the available reporting does not establish who cut the animal, why it was cut, or whether the dolphin was alive when any cutting occurred.
Was it the dolphin seen struggling in the surf?
Witnesses reported seeing a common dolphin struggling in the surf on Tuesday night, approximately a block from where the remains were found the next day. The dolphin eventually crossed a sandbar and returned to open water.
That timing naturally raised questions about whether the live animal and the carcass were the same dolphin. However, neither the Marine Mammal Stranding Center nor authorities could determine that from the information publicly reported. An accurate account must treat the connection as unconfirmed, not as an established sequence of events.
The public record also does not resolve several central questions:

- 25-75x zoom: SV28 spotting scope is easy to focus and change magnification; easily set up when looking at birds and scenery; a great spotting scope for beginner to novice
- 70mm large object lens: more powerful light gathering ability; 70mm tube allows plenty of light and decent view of the target once set; extendable sunshade built onto the main barrel to reduce glare
- Waterproof; can avoid sudden environmental changes to damage the SV28 spotting scope; the finish is made of a seamless Non-Slip material so it doesn't feel like it would slip out of your hands if wet
- Includes phone adapter and portable desktop tripod: the desktop tripod is perfect for range spotting; phone adapter makes it easier to share videos and photos
- Lightweight and portable weight: very suitable for carrying when going out for observation; can also be easily put into the car for use in family camping
- Who removed the flesh and organs?
- What was the motive?
- Was the animal cut after it died, or did any cutting occur while it was alive?
- Was the dolphin seen in the surf the same animal later found on the beach?
- Did the remains come from an incident that occurred on land or at sea?
What did NOAA investigate?
NOAA’s Office of Law Enforcement investigated the incident. The reports reviewed for this article did not identify a suspect, announce an arrest, or report a final investigative finding.
NOAA’s general enforcement guidance says that marine mammals and their parts are protected under the federal Marine Mammal Protection Act—even parts taken after an animal has died. Depending on the facts and the charge, violations may be pursued civilly or criminally and can carry penalties of up to $100,000 in fines and up to one year in jail per violation.
That protection applies even though the common dolphin is not listed as threatened or endangered. Two ideas are sometimes incorrectly blended together:
- Conservation status: whether a species is listed as threatened or endangered.
- Statutory protection: whether federal law generally protects the animal and its parts.
A common dolphin’s non-endangered status does not make it lawful for a person to take, possess, or interfere with its remains.
Why people brought up RFK Jr.
Robert F. Kennedy Jr. was not identified by investigators or credible reporting as a suspect in the Allenhurst dolphin case. There is no sourced basis in the available material for saying that Kennedy was in New Jersey, handled the dolphin, ordered its mutilation, or was a person of interest.

The jokes grew out of several earlier stories about Kennedy:

During his 2024 presidential campaign, Kennedy acknowledged that in 2014 he had placed a dead bear cub in New York’s Central Park. He said he had initially intended to take the cub home, then staged the scene to look like a bicycle accident after deciding he could not keep it.
He also said he had once kept a freezer containing roadkill. Those unusual admissions made him an easy target for social-media jokes when reports emerged about the cut-up dolphin. They explain the online reaction; they do not establish responsibility for an unrelated marine-mammal death.
The separate whale controversy
A different 2024 story added to the public’s association of Kennedy with animal carcasses. Kennedy said he had received notice that federal authorities were investigating his collection of a whale specimen. The underlying anecdote came from a 2012 Town & Country account by his daughter, who recalled Kennedy cutting the head from a dead whale near Hyannis Port and transporting it on the roof of a minivan.
That matter was separate from Allenhurst. NOAA later said its Office of Law Enforcement determined the whale allegation was unfounded and closed that investigation. It should not be presented as evidence in the New Jersey dolphin case.

What should beachgoers do if they find a stranded dolphin?
People should not touch, move, cut, collect, or attempt to return a stranded marine mammal to the water. They should keep children and pets away, avoid crowding the animal, note the location, and contact trained responders or the appropriate local wildlife authority.
There are practical reasons for this advice. Trained responders need to assess the animal, document the stranding, preserve health data, and determine the appropriate response. Moving or disturbing a carcass can destroy evidence. Live or dead marine mammals can also injure untrained people and may expose people or pets to disease.
In the Allenhurst case, documenting and photographing the remains before burial helped preserve information for investigators. Members of the public should leave that work to trained personnel rather than treating a carcass as an object to examine or salvage.
Has the investigation been resolved?
The principal reports reviewed were published in early November 2024. No later public resolution of the Allenhurst investigation was located in that research. That does not prove that the investigation formally remains open: NOAA has historically declined to comment on open investigations, and an absence of a public update is not the same as a finding that no update exists.
The most defensible summary is therefore limited: NOAA investigated a disturbing discovery of common-dolphin remains; the remains appeared to show deliberate cutting according to the Marine Mammal Stranding Center; the identity and motive of whoever was responsible were not publicly established in the available reporting; and the RFK Jr. connection came from online jokes rather than evidence linking him to the case.

What happened to the dolphin found in Allenhurst?
The Marine Mammal Stranding Center said the remains appeared to have been butchered, with flesh removed using clean cuts from a sharp instrument. The reporting does not establish who made the cuts, the motive, or whether the dolphin was alive when any cutting occurred.
Is it illegal to take or cut up a common dolphin?
No. A common dolphin’s status as not threatened or endangered does not remove it from federal marine-mammal protections. NOAA says marine mammals and their parts are protected under the Marine Mammal Protection Act.
What should I do if I find a stranded dolphin?
No one should touch, move, cut, collect, or return a stranded marine mammal to the water. Keep people and pets away and contact trained responders or the appropriate local wildlife authority.
The Bottom Line
Bottom line: NOAA investigated common-dolphin remains found on an Allenhurst beach after the Marine Mammal Stranding Center said the carcass appeared to have been cut apart. RFK Jr. was not identified as a suspect; his name entered the story through internet jokes about earlier animal-related controversies. The available reporting does not establish the killer, motive, timing of the cuts, or whether the dolphin seen struggling nearby was the same animal.
