A found dog is usually checked for injuries and identification, entered into an owner-search process, and kept for a locally defined stray hold. Animal control or the shelter may collect the dog, ask you to bring it in, or allow temporary care with agency support. If the owner is not found before the hold ends, the dog may be assessed for adoption, transfer, or another outcome allowed by local policy. The exact duties, deadlines, fees and finder rights depend on where the dog was found.

What to do first when you find a dog

Keep everyone safe

Do not approach a dog that is frightened, injured, cornered or acting aggressively. A leash, collar or food can help only when the dog is calm enough to handle safely; never try to restrain a dog that may bite. Move people and other animals away, keep a safe distance, and ask animal control for instructions. An agency may send an officer to collect the dog or explain how to contain it without putting you at risk.

Contact the agency for the place where the dog was found

Call the animal-control agency or municipal shelter serving the exact location of the find. Tell the dispatcher when and where you found the dog, whether it appears injured or ill, whether it has a collar or tags, and whether you can safely keep it contained. Local rules determine whether you must report the dog before moving it, deliver it to a shelter, surrender it to an officer, or may keep it temporarily with agency support. A private rescue group is not automatically the legally responsible intake point.

Record useful details

If it is safe, note the time and location, coat color and sex, approximate size, collar, tags, scars, unusual markings and any visible injury. Take a clear photograph from a safe distance. These details help staff match the dog with lost-pet reports and give an owner a way to recognize it.

What happens when the dog reaches a shelter?

Intake and health assessment

At collection or intake, staff generally document where the dog was found and examine its condition. Official guidance in England and Wales, for example, calls for checking injury, disease, general health and aggressive behavior, then recording the findings. Other jurisdictions use their own intake rules, so the depth and timing of an examination can differ.

The assessment protects the dog, staff and other animals. A dog showing illness may need veterinary attention or separation from the general population. Behavior observations help staff decide how to handle the dog and whether it is suitable for later adoption or transfer. An intake assessment is not a final judgment: behavior can change as a frightened dog settles.

Identification checks

Staff may read a license or rabies tag, inspect the collar and scan for a microchip. A shelter, animal-control officer or veterinarian can often perform the scan. A chip is an identification aid, not proof that the registered phone number or address is current; the shelter may still need to reach a registry contact, search records or wait for a response.

Owner-search work

The agency may compare the dog with lost-pet reports, contact a person listed on a tag or chip, photograph the dog and publish a found-pet notice. Some agencies also post physical notices or coordinate with local lost-and-found services. If you still have the dog, ask a shelter or veterinary clinic whether it can scan for a chip; King County guidance notes that many veterinary clinics provide scans at no charge when requested.

Give the agency every reliable detail you have, including the precise found location. Owners often search by neighborhood, and a location can be as important as the dog’s appearance.

How long will a shelter keep a found dog?

There is no single nationwide stray-hold period. The countdown, the day it starts, whether identification changes it, and what happens afterward are set by local law and agency policy. Ask the agency for the hold’s end date in writing or by email rather than relying on a general internet answer.

England and Wales: seven full days

Department for Environment, Food & Rural Affairs guidance for local authorities in England and Wales states: “All collected dogs must be held for 7 full days, beginning the day after collection.” The local authority has statutory responsibility for stray dogs. This seven-day rule is specific to England and Wales and should not be applied to another country, state or county.

Lee County, Florida: identification changes the example period

Lee County Domestic Animal Services describes a three-day hold for dogs without identification and a five-day hold for dogs with identification. Those periods illustrate how a local policy can use different deadlines, but they are not a Florida-wide or national standard. Confirm the current rule directly with the agency handling the dog.

How to calculate the deadline

Ask three questions: on what date and time was the dog officially collected or checked in; does the law count calendar days or full days; and does the presence of a tag or chip change the period? A dog found on the street may not have entered the legal hold until an officer or shelter records intake. Only the responsible agency can give the controlling date.

What care does the dog receive during the hold?

Care standards vary by jurisdiction and facility. England and Wales guidance requires appropriate kennelling, a safe environment, food, fresh water, opportunities for normal behavior as far as possible, enrichment and veterinary care when needed. It also directs authorities to try promptly to identify and contact the owner and to provide information about where and when the dog was found, reclaim instructions, applicable fees or expenses, and the date the hold ends.

Other agencies describe their own housing, medical and behavior procedures rather than one common national standard. If the dog has a medical need, ask the shelter how it is being treated and whether you should provide any history you know. Do not assume that every facility offers the same enrichment, veterinary access or visiting arrangements.

How does an owner reclaim the dog?

Identification and proof of ownership

The shelter will explain what evidence it accepts. A current license, microchip registration, veterinary record, photographs, adoption paperwork or distinctive knowledge about the dog may help. Requirements differ, and a person claiming the dog may need to answer questions before release.

Fees and expenses

Reclaim charges are local. In England and Wales, the guidance allows a statutory £25 fee plus recovery of reasonable expenses, which can include kennelling, officer time, transport or veterinary fees. That figure applies to the England and Wales guidance; it is not a general shelter fee elsewhere. Ask for the total before travelling so you know which payment methods and documents are required.

If the owner cannot be reached immediately

A chip scan may lead to an outdated number, a voicemail or a registry that needs additional verification. The agency may continue its search through lost-pet reports and public listings while the hold runs. A missed call does not necessarily mean the dog is available for adoption; the legal hold and local notification rules still control release.

What happens if nobody claims the dog?

After the applicable hold ends, the agency may make a second health and behavior assessment and choose an outcome permitted by local policy. Possibilities include placement in an adoption program, transfer to another shelter or rescue, return to a finder through a formal process, or another lawful disposition. Adoption is not automatic, and no agency can promise that every unclaimed dog will be placed.

Health and temperament decisions

King County describes assessing temperament and health before a dog enters its adoption program. Lee County says unclaimed pets may be adopted or transferred, subject to health and behavior exceptions. These examples show why an unclaimed dog may remain under evaluation after the hold rather than appearing for adoption immediately.

Transfer and other lawful outcomes

A transfer can move the dog to another public shelter or qualified placement partner when that fits local policy and the dog’s needs. The responsible agency decides which options are available. Ask for the written policy if you need to understand whether a medical, behavioral or legal exception applies.

Can you keep a found dog while looking for its owner?

Sometimes, but only if the agency serving the location permits it and you complete the required reporting. Fairfax County describes a supported temporary-care option for some finders, including help with a chip scan, veterinary care and supplies. King County says a finder may keep a dog if it is not aggressive, while also allowing delivery to a shelter or a call to animal control. These are local programs, not a general right to keep a stray.

If an agency approves temporary care, ask for the conditions in writing: how often you must update the agency, where the dog must be listed, what veterinary care is authorized, who pays expenses, and what happens if an owner comes forward. Keep the dog separated from your pets until a professional advises that contact is safe, and follow vaccination or quarantine instructions.

Can the finder adopt later?

Some agencies offer a formal finder’s hold or allow a finder to express interest in adoption if the owner does not claim the dog. San Diego County describes a finder’s hold for someone who wants to adopt after the owner-search period. It does not guarantee that the finder will receive the dog, and the hold does not cancel the owner’s legal opportunity to reclaim it.

How policies differ: official examples

Jurisdiction Responsibility and hold information Finder or post-hold option
England and Wales Local authorities have statutory responsibility. Collected dogs are held for seven full days beginning the day after collection. Guidance includes care and owner-contact duties. After the hold, the authority follows its lawful placement process. A statutory £25 fee and reasonable expenses may apply at reclaim.
San Diego County, California County guidance tells residents to report the dog and give it to a shelter. Tags and microchips can help identify an owner. A finder’s hold may be available to someone seeking adoption if the owner does not claim the dog.
Lee County, Florida The county page describes three days for dogs without identification and five days for dogs with identification. Unclaimed animals may be adopted or transferred, subject to health and behavior exceptions.
Fairfax County, Virginia The agency describes reporting, chip scanning and coordinated return work. Some finders may keep a dog temporarily with agency support, including supplies or veterinary assistance.
King County, Washington Finders can report a dog and may keep it if it is not aggressive; otherwise they can bring it to a shelter or call animal control. Owners are sought through reports, photographs and identification checks; later placement follows county assessment.
Nashville, Tennessee Guidance advises checking tags, local lost-and-found resources and microchips. After the stray hold, an unclaimed dog may be assessed for entry into the adoption program. The referenced page was updated in 2023, so verify current details.

These examples demonstrate variation rather than a single rule. Before acting, confirm who has legal responsibility, whether you must surrender the dog, whether temporary care is allowed, how the hold is counted, what identification steps are used, which fees apply and what post-hold outcomes are possible in your jurisdiction.

Finder’s checklist

  1. Move people and pets away and keep a safe distance from a fearful, aggressive or injured dog.
  2. Call animal control or the shelter serving the place where the dog was found.
  3. Report the exact location, date, time, condition, tags and distinguishing marks.
  4. Ask whether an officer will collect the dog or whether you should bring it in.
  5. Ask about a microchip scan, lost-pet reports and the agency’s found-pet listing.
  6. If temporary care is allowed, get the conditions, update schedule and veterinary instructions in writing.
  7. If the dog enters a shelter, ask for the official intake date, hold end date, reclaim steps and fees.
  8. If you want to adopt, ask whether a finder’s hold or application is available; do not assume priority.

Common mistakes and how to avoid them

Waiting to report because the dog looks healthy

A healthy-looking dog can still be injured, frightened or urgently sought by its owner. Reporting promptly starts the agency’s identification process and creates a record of where the dog was found.

Assuming a microchip solves everything

A scan may return no chip, an unregistered chip or outdated contact information. Continue with the agency’s lost-pet report and public notice process even after a scan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using another county’s deadline

Hold periods can differ by identification status and may be counted from collection rather than the moment you first saw the dog. Treat examples from another jurisdiction as illustrations only.

Keeping the dog without agency approval

Private possession can interfere with an owner search or violate local reporting rules. Ask the responsible agency before taking the dog home, and follow its instructions if the dog is aggressive or medically fragile.

Assuming an unclaimed dog is automatically yours

When the hold ends, the agency still controls the lawful next step. Adoption, transfer and other outcomes depend on assessment and policy; submit the required application instead of taking the dog without authorization.

Questions to ask the shelter

  • What is the official intake date and when does the hold end?
  • Has the dog been scanned for a microchip and checked against lost-pet reports?
  • What identification or documents does an owner need for reclaim?
  • Which fees or veterinary and boarding expenses may be charged?
  • May I provide temporary care, and what reporting conditions apply?
  • If the owner is not found, can I apply to adopt or request a finder’s hold?

Because the reader’s location determines nearly every legal detail, the animal-control agency or shelter serving the find site is the final authority on what happens next.
